RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU99-59 (Ord. 1999-174) approved at the December 7, 1999
meeting for a planned commercial center with the possession, storage, retail sale and
on -premise consumption of alcoholic beverages (beer, wine and mixed beverages), in
conjunction with a restaurant, specifically to revise the exterior elevations and revise the
pole sign, and take any action necessary.
The City Council at the September 20, 1994 meeting approved Conditional Use
Request CU94-24 (Ord. 1994-82) to allow for the possession, storage, retail sale and
on -premise consumption of alcoholic beverages (beer, wine and mixed beverages), in
conjunction with a restaurant (Olive Garden). The City Council at the December 7,
1999 meeting approved Conditional Use Request CU99-59 (Ord. 1999-174) to allow for
the addition of interior walls for the restaurant.
The Site Plan Review Committee at their October 22, 2003 meeting approved
Conditional Use Request CU03-45 to allow for a floor plan revision to add a 140 square
foot in area walk in freezer along the south elevation of the restaurant.
With this request the applicant proposes exterior elevation changes to the north, south,
east and west elevations by adding a new entry tower to the main entry. The proposed
entry tower will be clad in stone. The revised entry increases the height of the structure
approximately four feet from 19.00 feet in height to 23.19 feet in height. Other exterior
improvements include painting and repair as needed. The existing pole sign is located
adjacent to the north property line of the subject site, along the eastbound State
Highway 114 service road. The applicant proposes reducing the area and height of the
existing sign from 250 square feet (23.25 x 10.75) in size to 200 square feet (17.04 x
11.75) in size and from 40 feet in height to 30 feet in height respectively. No additional
changes are proposed to the subject site.

First for the Committee to consider was conditional use application CU19-18 for
property located at 603 South Main Street #304 and platted as Lot C, Block 15, City of
Grapevine. The applicant was requesting a conditional use permit to amend the
previously approved site plan of CU 15-18 (Ord. 2015-28) to allow for a winery with on -
and off -premise consumption of alcoholic beverages (wine only), specifically to allow
outside dining
After a brief discussion, Larry Oliver moved to prove conditional use application CU19-
18 with the condition that the tables and chairs shall remain in the location shown on the
approved site plan. Chris Coy seconded the motion, which prevailed by the following
vote:
Ayes: Oliver, Coy and Williams
Nays: None

First for the Committee to consider was conditional use application CU19-20 for
property located at 301 West State Highway 114 and platted as Lot 3, Block 6,
Metroplace 2"d Installment. The applicant was requesting a conditional use permit to
amend the previously approved site plan of CU99-59 (Ord. 1999-174) for a planned
commercial center with the possession, storage, retail sale and on -premise
consumption of alcoholic beverages (beer, wine and mixed beverages), in conjunction
with a restaurant, specifically to revise the exterior elevations and revise the pole sign.
After a brief discussion, Scott Williams moved to prove conditional use application
CU19-20. Chris Coy seconded the motion, which prevailed by the following vote:
