BACKGROUND. - Certificate of Appropriateness application #CA19-61 was submitted on June 11, 2019 by the applicant, Jason Drew of Sugarloaf Homes for construction of a new 901 square foot addition to the rear of the house and a new two -car detached garage at the rear of the property. The Claudia Andrews Millican Perlick House is typical of the modest Bungalow style houses constructed in Grapevine during the early part of the twentieth century. Constructed in 1917, the house retains several hallmarks of the style. These include the rectangular massing with a prominent front gable and lower gabled porch. Other Bungalow features found on this house include the triangular brackets under the gables and exposed rafter tails. Plans for the new additions were developed by architect Russell Moran to follow the 2013- 23 Historic Preservation Ordinance and Design Guidelines for landmarked properties. The existing covered front porch of 112 square feet and the new covered porch of 30 feet are not included in the maximum square feet (as per the Preservation Ordinance). The new detached garage is 424 square feet. The property lot size is 7,000 square feet and the proposed building coverage is 35 percent, (maximum 40 percent lot coverage). Building height is 15'-4". Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures Ten Criteria (attached) with regard to the property found the work to be in compliance with the criteria ten points. Staff recommends the Historic Preservation Commission approve #CA19-61 for 530 East Worth Street as per the attached plans with the conditions all exterior materials including roofing, siding and trim, doors and door hardware, windows and light fixtures be staff approved under a separate Certificate(s) of Appropriateness; and a building permit be obtained from the Building Department. The meeting started with introductions. HPO Klempin reviewed the Historic Township Structures Pre - Construction form to be signed after the meeting. He pointed out section 12 regarding penalties if there were any violations of the provisions. If any changes to the agreed upon plans come up the home owner or contractor will need to file an additional certificate of appropriateness. The contractor is responsible for removed items, they are required to keep them safe until they are reinstalled in the house. The CA approval is for an additional 901 square foot addition to the rear of the house and a 2 car detached garage in the rear of the house. Additional approval of any changes to the house including doors, hardware, light fixtures etc. Mr. Klempin thanked the homeowners and Mr. Drew for the drawing of the house included in the file. Historic Code Enforcement Inspector, Hans Strayer reviewed the Building Department Pre -Construction addendum and stated that the homeowner or contractor needs to post the address numbers so they can be seen clearly from the street as soon as possible. He stated to be sure to never cover up work without a prior inspection. He reviewed the work hours of the office and mentioned if they require a night or weekend approvals they will incur extra costs. Mr. Strayer requested a clear copy of the survey with the required locations of the house to be set back from the front and rear of the house. Any change will need approval from David Klempin and then the inspector will ok after all is approved. Mr. Strayer passed out his business card with contact info for all involved. He spoke about the public waste fee for the dumpster, and the requirement to have a porta-potty on site. Parking must be available, for safety issues mud puddles and such will be covered with scrap lumber. The building inspector's main function is safety. The homeowners Mrs. Bunn & Mrs. Reynolds -Johnsen, their general contractor Neil Cooper, Building Inspector Hans Strayer and HPO David Klempin signed their acknowledgement of the Historic Township Structures Pre - Construction Requirements. Copies were made for each party. Copies of the signed two above forms were given to the homeowners and their contractor(s). Please note: This documented meeting is to aid in Grapevine's historic properties construction process to preclude any construction errors or misinterpretations and is not intended to be a comprehensive list of all Historic Preservation Ordinance requirements 1. A pre -construction meeting shall be held with the 1) Property Owner, 2) Contractor, 3) Historic Preservation Officer and 4) Building Department Inspector to review the Historic Preservation Ordinance and the requirements of the Approved Certificate of Appropriateness. A copy of the signed Historic Preservation Officer's notes from the meeting are a part of this document and must be attached. Signatures certifying this meeting are required below. 2. Additional Certificates of Appropriateness may be required for a Landmarked Property for exterior work as established in the initial Certificate of Appropriateness. This includes all exterior finishes, paint color selection, exterior lighting fixtures, doors and door hardware, windows, porch posts and railings, etc. In most cases, additional #CA's are required beyond the first approved #CA for the structure itself. 3. After the meeting, no changes from the approved #CA are to be made to the building or site without submitting revised plans for approval by requesting an additional Certificate(s) of Appropriateness. Such changes would include siding removal, alterations to exterior walls, door and window framing, replacing entry and garage doors and hardware, windows or changing any building detail not specked on Historic Preservation Approved plans. Due to the complexity of most projects, it is very common for the initial final inspection to fail. • Phone numbers: historic department, 817-410-3197, building department 817-410-3165; fire department 817-410-4400; public works department 817-410-3135. • Republic Waste is the exclusive waste hauler for the city and is the only one you may use. Any other waste receptacles will be cited and ordered removed immediately. • Sanitary facilities shall be available at the location where the work is performed as well as hand sanitizers for the workers. Do not go to adjacent businesses for sanitation. • All contractor and sub -contractor parking is required to be located on the project site. • All weather access to the site shall be provided for the city inspectors and emergency responders. No work is allowed on Sunday. • No work may be covered prior to receiving written approval from the inspector. All inspection approvals should be kept on site with the approved drawing packet by the project manager. • Inspections requested prior to 7:30 am will usually be performed the same morning. Inspections requested by 12:30 pm will usually be performed that afternoon. Inspection request phone number is 817-410-3010. After hour inspections or Saturday inspections require 48-hour advance approval and fee payment. Minimum $84.00. • Provide a copy of the Setback Survey for city of Grapevine approval. Your surveyor may fax this to the building department at 817-410-3012. (for additions/alterations affecting the building footprint). • No inspections on the foundation will be made prior to city approval of a Setback Survey. No changes from the city approved plans may be made to the site or building without first submitting revised plans and receiving written approval from the historic and building departments. This includes signs, landscaping, lighting, etc. *Note: Projects that went through the Historic Commission approval process must go back through Historic Commission for most exterior changes. Allow 30-45 days for this process. Contact David Klempin to determine applicability. A building permit final approval will not be issued prior to written approval from historic, fire and public works departments.
