Construct a new detached 500 square foot two -car garage building at the rear of the property; 2. Construct a new one-story addition on the north side of the house containing master bedroom and bath addition on the north side of the house; new kitchen, family room and attached two -car garage; as per attached demolition plan and drawings with the conditions that a building permit is obtained from the building department. BACKGROUND: Certificate of Appropriateness application #CA19-32 was submitted on April 2, 2019 by the applicant Neal Cooper of Copperstreet Homes to renovate the house at 513 East Worth Street, the 1913 Pam Ezell House and update it for modern living. The house requires significant updating of its electrical, plumbing and HVAC systems. The new owners Joe and Janna Garcia desire to adapt the house to serve as their family home. The plans for the new additions and new detached garage have been developed following Design Guidelines established for the Ezell property. A demolition plan indicates the specific walls that would be removed from the Ezell house to allow for the new addition on the north side of the house. O:\Historic Preservation Commission\CAs\2019 CA\CA19-32.4 513 East Worth Street.doc May 16, 2019 (5:20PM) Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures Ten Criteria (attached) with regard to the property found the proposed work to be in violation of item 6. See attached. To remediate this discrepancy with the Secretary of Interior Standards, staff recommends the new additions be demarcated by the use of a 1" x 6" wood trim board at the point of jointure between the original 1-car garage and its addition on the west elevation; and a 1" x 6" wood trim board be placed at the jointure between the original house and the new addition on the east elevation of the house. The total living area of the existing 1,492 square foot Ezell house and the 1,122 square foot addition totals 2,614 square feet. This is within the 3,400 maximum square feet established by the Preservation Ordinance. The property lot size is 10,500 square feet and the building coverage would be 31 %, (maximum 40% lot coverage). Building height is 20 feet. Staff recommends approval of Certificate of Appropriateness #CA19-32 as per the attached demolition plan and drawings: with conditions that all exterior materials including roofing, siding and trim, doors and door hardware, windows, and light fixtures be staff approved under a separate Certificate of Appropriateness; and that a building permit is obtained from the building department. A property will be used as it was historically or be given a new use that requires minimal change to it distinctive materials, features, spaces and spatial relationships. 1. The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration of features, spaces and spatial relationships that characterize a property will be avoided. 2. Each property will be recognized as a physical record of its time, place and use. Changes that create a false sense of historical development, such as adding conjectural features or elements from other historic properties, will not be undertaken. 3. Changes to a property that have acquired historic significance in their own right will be retained and preserved. Distinctive materials, features, finishes and construction techniques or examples of craftsmanship that characterize a property will be preserved. 4. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture and, where possible, materials. Replacement of missing features will be substantiated by documentary and physical evidence. 5. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments that cause damage to historic materials will not be used. 6. Archeological resources will be protected and preserved in place. If such resources must be disturbed, mitigation measures will be undertaken. New additions, exterior alterations or related new construction will not destroy historic materials, features and spatial relationships that characterize the property. The new work will be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion, and massing to protect the integrity of the property and its environment. 7. New additions and adjacent or related new construction will be undertaken in such a manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. A copy of the signed Historic Preservation Officer's notes from the meeting are a part of this document and must be attached*. Signatures certifying this meeting are required below. 2. Additional Certificates of Appropriateness may be required for a Landmarked Property for exterior work as established in the initial Certificate of Appropriateness. This includes all exterior finishes, paint color selection, exterior lighting fixtures, doors and door hardware, windows, porch posts and railings, etc. In most cases, additional #CA's are required beyond the first approved #CA for the structure itself. 3. After the meeting, no changes from the approved #CA are to be made to the building or site without submitting revised plans for approval by requesting an additional Certificate(s) of Appropriateness. Such changes would include siding removal, alterations to exterior walls, door and window framing, replacing entry and garage doors and hardware, windows or changing any building detail not specified on Historic Preservation Approved plans. Any proposed changes to Historic Preservation Commission approved plans, must return before the Commission, at a regular meeting, for approval. Historic Preservation Office: 817.410.3197; 817.410.3185 CITY OF GRAPEVINE BUILDING DEPARTMENT PRE -CONSTRUCTION CHECKLIST PROJECT NAME: 10 4': �, f�� ��/— **** This is not intended to be a comprehensive list of all city requirements, but is meant to be a guide to aid in the construction process. • CONSTRUCTION TRAILER: Requires a separate building permit as do storage containers, contractor signs, electrical, mechanical, plumbing, etc. • Provide clear and fully legible Project Site Address Sign, readable from the curb. • Working hours in the city are from 7AM to 7PM Monday through Saturday. No work is allowed on Sunday. • No work may be covered prior to receiving written approval from the inspector. All inspection approvals should be kept on site with the approved drawing packet by the project manager. • Inspections requested prior to 7:30 am will usually be performed the same morning. Inspections requested by 12:30 pm will usually be performed that afternoon. Inspection request phone number is 817-410-3010. After hour inspections or Saturday inspections require 48-hour advance approval and fee payment. Minimum $84.00. • Provide a copy of the Setback Survey for city of Grapevine approval. Your surveyor may fax this to the building department at 817-410-3012. • No inspections on the foundation will be made prior to city approval of a Setback Survey. No changes from the city approved plans may be made to the site or building without first submitting revised plans and receiving written approval from the historic and building departments. This includes signs, landscaping, lighting, etc. *Note: Projects that went through the Historic Commission approval process must go back through Historic Commission for most exterior changes. Allow 30-45 days for this process. Contact David Klempin to determine applicability. A building permit final approval will not be issued prior to written approval from historic, fire and public works departments. All work shown on the approved plans must be complete before a final approval will be issued. This includes landscaping, screening, grading, signage, etc. You are advised not to call for your final inspection on the day the occupancy is desired. Due to the complexity of most projects, it is very common for the initial final inspection to fail. • Phone numbers: historic department, 817-410-3197, building department 817-410-3165; fire department 817-410-4400; public works department 817-410-3135. • Republic Waste is the exclusive waste hauler for the city and is the only one you may use. Any other waste receptacles will be cited and ordered removed immediately. • Sanitary facilities shall be available at the location where the work is performed as well as hand wash facilities for the workers. Do not go to adjacent businesses for sanitation. • All contractor and sub -contractor parking is required to be located on the project site. • All weather access to the site shall be provided for the city inspectors and emergency responders. The 513 East Worth Street property is landmarked and plans were approved by the Historic Preservation Commission at the meeting on May 22, 2019. It was repeated, any changes from these plans or exterior elevation decisions to still be made must be presented on a Certificate of Appropriateness for staff approval by the HPO; any major changes to the plans must go back before the Commission for review and approval. The house is to be lifted and a new foundation constructed. The existing garage will become a bedroom; and a free standing pergola will be built, otherwise the streetscape will remain as existing.
