Mayor Tate called the meeting to order at 6:35 p.m.
ITEM 1. DISCUSS CONVENTION &VISITORS BUREAU CAPITAL PROJECTS A ND
SISTER CITY PROGRAM
Convention & Visitors Bureau Director P. W. McCallum briefed the City Council regarding
the Sister City Programs with Parras de la Fuente, Mexico; Krems, Austria and the
proposed Sister City Program with West Lothian, Scotland.
Mr. McCallum reviewed the status of the following capital projects: Grapevine Convention
Center renovation, Grapevine Concourse renovation, Grapevine Vintage Railroad
renovation, Station Master's House renovation, Midway Night Club renovation, Heritage
Center Complex Plans, Band Hall/Homemaking building, Two-Room School House,
Keeling House renovation, Cotton Ginner's House renovation, Arpco Building (will become
the Grapevine Heritage Museum), Nash Farm renovation and the proposed Convention &
Visitors Bureau headquarters.
There was no formal action taken by the City Council.

and financial information received from business prospects the City seeks to
have locate and expand in the City; with which businesses the City is
conducting economic development negotiations pursuant to Section 551.087,
Texas Government Code.
City Council to reconvene in open session and take any necessary action relative
to conference with employees under Section 551.087, Texas Government Code.

Mayor Tate called the meeting to order at 7:08 p.m.
ITEM 1. EXECUTIVE SESSION
Mayor Tate announced the City Council would conduct a closed session regarding:
(A) conference with City Manager and Staff to discuss and deliberate commercial and
financial information received from business prospects the City seeks to have locate and
expand in the City; with which businesses the City is conducting economic development
negotiations under Section 551.087, Texas Government Code.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there was
any action necessary relative to the closed session. City Manager Bruno Rumbelow stated
there was no action necessary relative to conference with City Manager and Staff under
Section 551.087, Texas Government Code.
NOTE: City Council continued with the Regular City Council meeting in open session in
the City Council Chambers.

PRESENTATION
1. Mayor Tate to present Keep America Beautiful — President's Circle Recognition
Award to Keep Grapevine Beautiful President Pauline Undersander.
2. Mayor Tate to present a proclamation recognizing February 2008 as AMBUCS
National Visibility Month in Grapevine.
3. Update on Lake Grapevine clean-up and FEMA reimbursement.
NEW BUSINESS
4. Consider a resolution authorizing the sale of certain art pieces created from the
Bicentennial Pecan Tree and take any necessary action.
5. Consider an interlocal agreement with Tarrant County Public Health for the use of
the Grapevine Community Activities Center as a distribution site in the event of a
catastrophic emergency and take any necessary action.
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon as one
business item. Any member of the City Council or member of the audience may request
that an item be withdrawn from the consent agenda and placed before the City Council for
full discussion. Approval of the consent agenda authorizes the City Manager, or his
designee, to implement each item in accordance with Staff recommendations.
6. Consider a resolution calling the 2008 City Officer Election for Saturday, May 10,
2008, for City Council, Places 5 and 6. City Secretary recommends approval.

7. Consider approval of an Adopt-A-Road Agreement with the L. W. and Imogene
Parker Family for College Street from Main Street to State Highway 114. Parks &
Recreation Director recommends approval.
8. Consider a resolution authorizing the donation of 10 mobile laptop computers and
associated hardware to the City of Mineola, Texas Police Department.
Administrative Services Director recommends approval.
9. Consider renewal of Bid 189-2004 Lake Grapevine Parks Annual Mowing Services
Contract to TruGreen LandCare. Parks & Recreation Director recommends
approval.
10. Consider the minutes of the January 15, 2008 City Council meetings as published.
City Secretary recommends approval.

seq, one or more of the above items may be considered in Executive Session closed to the
public. Any decision held on such matter will be taken or conducted in open session
following the conclusion of the executive session.

INVOCATION
Mayor Pro Tem Ware delivered the Invocation.
ITEM 1. PRESENTATION, KEEP GRAPEVINE BEAUTIFUL
Mayor Tate presented the Keep America Beautiful — President's Circle Award to Keep
Grapevine Beautiful President Pauline Undersander. Keep Grapevine Beautiful was
recognized for their exemplary efforts to reduce litter, minimize waste and beautify and
improve our local community. The local organization enables people of all ages to
participate in community improvement efforts. Ms Undersander reported that 995
volunteers had donated 2,694 hours for the clean-up project at Lake Grapevine and had
collected over 2,300 30-gallon bags of debris. Volunteers were from corporate, civic, state
and city, schools, scouts, sports clubs and sports associations.
ITEM 2. PROCLAMATION, AMBUCS NATIONAL VISIBILITY MONTH
Mayor Tate presented a proclamation to Grapevine AMBUCS President Glenn Weaver
recognizing February 2008 as AMBUCS National Visibility Month in Grapevine. The City

has two chapters - Grapevine AMBUCS and Grapevine Heritage AMBUCS—and they have
a proud record of providing scholarships for training young people as therapists, as well as
providing AmTryke therapeutic tricycles for children with disabilities.
ITEM 3. UPDATE, LAKE GRAPEVINE CLEAN-UP, FEMA REIMBURSEMENT
Parks & Recreation Director Doug Evans presented pictures of the flooding and briefed the
City Council on the Lake Grapevine clean-up. He commended the Keep Grapevine
Beautiful group and the team of over 900 volunteers that assisted with the clean-up of the
flooded lake area playgrounds, parks, trails, softball fields, boat ramps and campgrounds.
It was noted that the clean-up data had been documented per FEMA guidelines and has
been submitted for potential disaster relief reimbursement.
Assistant City Manager Jennifer Hibbs gave an interim update on the FEMA reimbursement
program with a final update expected in late spring. There were 17 different projects in
parks, streets and utilities for a total of$649,000.00. FEMA has approved $490,000.00 and
with FEMA paying 80% ($392,000.00), the City will owe approximately $98,000.00 for the
remainder of the projects. The City will continue to work with FEMA for inclusion of other
projects. Emergency Management Coordinator Carrie Little is to be commended for her
diligence and work with FEMA and the Parks, Streets and Utility Departments are to be
commended for their work during the clean-up process.
ITEM 4. RESOLUTION, AUTHORIZE SALE OF BICENTENIAL PECAN TREE ART
PIECES
Parks & Recreation Director Evans recommended approval of a resolution authorizing the
sale of certain art pieces created from the Bicentennial Pecan Tree. Staff recommended
an established price for each piece of art and developed a flyer for the art and pricing.
Flyers will be posted at City facilities and businesses in Grapevine. Staff recommends
setting a cut-off date of one year for which Grapevine residents and businesses can
purchase the art. After that date, the art pieces will become available to people from
outside of Grapevine. Mr. Evans reported that the Grapevine Sister City program has
expressed an interest in purchasing several pieces to present as gifts to our sister cities.
It has been recommended that several pieces be offered to the Grapevine Jubilee
Committee to sell at their annual fundraiser on February 8th with the Committee keeping
all profits over the price set on the art.

RESOLUTION NO. 2008-04
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO ALLOW FOR THE SALE OF ART PIECES
CREATED FROM THE LOSS OF THE BICENTENNIAL
PECAN TREE IN PARR PARK AND PROVIDING AN
EFFECTIVE DATE
ITEM 5. AUTHORIZE INTERLOCAL AGREEMENT, TARRANT COUNTY PUBLIC
HEALTH, CATASTROPHIC EMERGENCY
Assistant Fire Chief Chuck Jones recommended approval of an interlocal agreement with
Tarrant County Public Health for the use of the Grapevine Community Activities Center as
a distribution site in the event of a catastrophic chemical or biological attack on the citizens
of Tarrant County. Under the agreement, the City of Grapevine Community Activities
Center would be utilized as a point of distribution site only if notice was received from the
State of Texas Department of Health Services that an actual event had occurred within
Tarrant County and the facility was available for use. Several Tarrant County municipalities
and independent school districts (25) have entered into agreements with Tarrant County
Public Health for use of facilities during a public health emergency.
Council Member Stewart, seconded by Council Member Lease, offered a motion to approve
the agreement as presented. The motion prevailed by the following vote:

The next order of business for the City Council to consider was the consent agenda items,
which were deemed to need little or no discussion and were acted upon as one business
item. Mayor Tate asked if there was any member of the audience or the City Council who
wished to remove an item from the consent agenda for full discussion. There were none.
Item 6. Resolution, Call 2008 City Officer Election
City Secretary recommended approval of a resolution calling the 2008 City Officer Election
for Saturday, May 10, 2008, for City Council, Places 5 and 6.
Motion by Council Member Freed, seconded by Mayor Pro Tem Ware, to approve as
