hearings on the proposed rate and take any necessary action.

The City Council of the City of Grapevine, Texas met in Special Session on this the 15th
day of August, 2007 at 11:30 a.m. in the City Council Chambers, Second Floor, 200 South
Main Street, with the following members present to-wit:
William D. Tate Mayor
Ted R. Ware Mayor Pro Tem
C. Shane Wilbanks Council Member
Roy Stewart Council Member
Mike Lease Council Member
constituting a quorum, with Council Member Sharron Spencer and Council Member
Darlene Freed absent, with the following members of the City Staff:
Bruno Rumbelow City Manager
Jennifer Hibbs Assistant City Manager
Matthew Boyle Assistant City Attorney
Linda Huff City Secretary

Wow Mayor Tate ca'.led the meeting to order at 11:35 a.m.
INVOCATION
Council Member Lease delivered the Invocation.
ITEM 1. PROPOSED TAX RATE FOR TAX YEAR 2007
City Manager Bruno Rumbelow stated that new Legislation requires certain steps to be
followed to approve an ad valorem tax rate that would produce more revenue than the rate
of the previous year. The first step in this process is for a record vote of intent to consider
approving the rate and calling two public hearings before the Council prior to approving the
tax rate and the budget. The effective rate for tax year 2007 is $0.34490 as calculated by
Colette Franklin, the City's Tax Assessor. The proposed rate that is being considered for
the FY 2008 budget (2007 tax year) is $0.3625.
Mr. Rumbelow recommended approval of a motion to propose an ad valorem tax rate for
tax year 2007 of $0.3625 and to schedule public hearings on the proposed rate for
August 28, 2007 at 5:00 p.m. and September 11, 2007 at 5:00 p.m. in the City Council
Chambers, 200 South Main Street, Grapevine, Texas.

Mayor Pro Tern Ware, seconded by Council Member Wilbanks, offered a motion to propose amp
an ad valorem tax rate for tax year 2007 of$0.3625 and to schedule public hearings on the
proposed rate for August 28, 2007 at 5:00 p.m. and September 11, 2007 at 5:00 p.m. in the ,
City Council Chambers, 200 South Main Street, Grapevine, Texas. The motion prevailed
by the following vote:
Ayes: Tate, Ware, Wilbanks, Stewart & Lease
Nays: None
Absent: Spencer & Freed
ADJOURNMENT
Council Member Wilbanks, seconded by Council Member Stewart, offered a motion to
adjourn the meeting at 11:40 a.m. The motion prevailed by the following vote:
Ayes: Tate, Ware, Wilbanks, Stewart & Lease
Nays: None
Absent: Spencer & Freed
