SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A
PUBLIC SAFETY RADIO SYSTEM FOR THE POLICE
DEPARTMENT THROUGH AN INTERLOCAL AGREEMENT
WITH THE HOUSTON-GALVESTON AREA COUNCIL
(HGACBUY)
RECOMMENDATION:
City Council to consider approval of a Resolution for the purchase of radio infrastructure
and subscriber equipment from Motorola Solutions, Inc. through an Interlocal Contract
for Cooperative Purchasing with the Houston-Galveston Area Council (HGACBuy).
FUNDING SOURCE:
Funding for this purchase will come from the issuance of Certificates of Obligation. The
total cost of this purchase is not to exceed ,351,251.
BACKGROUND:
The existing 20 year old analog Motorola 800 trunk radio system was purchased and is
jointly owned by six Northeast Tarrant County area cities that compose the Northeast
Tarrant County Radio Consortium (Bedford, Colleyville, Euless, Grapevine,
Keller/Westlake, and Southlake) known as NETCO. The system has reached its end of
life due to the non-availability of repair parts and will no longer be supported by the
manufacturer after December 2016. Based on this fact, NETCO has determined that
the system must be replaced with a system that will meet the soon to be required FCC
P25 digital standard for all new trunked public safety radio systems.
The purchase of a new system is a two part purchase. First, the infrastructure is the
responsibility of the NETCO member cities and the cost of that equipment will be divided
among the six cities. The total cost for the infrastructure (base radios and related
computer equipment) is $3,864,397. Each member city is responsible for $644,066.

The second part of the overall purchase is the subscriber equipment. This is the
equipment that is unique to the City of Grapevine and is the responsibility of Grapevine
to purchase. This purchase includes the reprogramming of all existing portable and
mobile radios as well as the purchase of Dispatch Center equipment (consoles, servers,
switches) and Fire Department consoles for station alerting.
The total cost for this purchase is $1,351,251 and includes the purchase of both the
infrastructure and subscriber equipment.
This purchase will be made in accordance with an existing interlocal agreement with the
Houston - Galveston Area Council (HGACBuy) Cooperative Purchasing Program as
allowed by Texas Local Government Code, Section 271.102.
Bids were taken by the Council and a contract was awarded to Motorola Solutions, Inc.
under contract number RA01-08 for Radio Communication/Emergency Response &
Mobile Interoperable Equipment. Through further negotiation, the City was able to take
advantage of incentives and City of Fort Worth discounts off contract pricing. The
Interlocal Contract for Cooperative Purchasing with HGAC satisfies all bidding
requirements under the Texas Local Government Code.
The Police Department reviewed the contract for specification compliance and pricing
and determined that the contract would provide the best product and pricing for meeting
the needs of the City.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE A
PUBLIC SAFETY RADIO SYSTEM THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Houston-Galveston Area Cooperative is a qualified purchasing
cooperative utilizing the HGACBuy Cooperative Purchasing Program as authorized by
Section 271.102 of the Texas Local Government Code; and
WHEREAS, the City of Grapevine,Texas has established an Interlocal Contract for
Cooperative Purchasing with H-GAC and wishes to use established contracts meeting all
State of Texas bidding requirements; and
WHEREAS,the H-GAC through the HGACBuy program has established a contract
with Motorola Solutions, Inc., contract #RA01-0$, for Radio Communication/Emergency
Response & Mobile Interoperable Equipment; and
WHEREAS, the City of Grapevine's Police Department is in need to replace the
existing system that will meet the soon to be required FCC P25 digital standard for all new
trunked public safety radio systems.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine, Texas authorizes the
purchase of Motorola Solutions, Inc. public safety radio systems through an Interlocal.
Agreement with H-GAC through HGACBuy for $1,351,251.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said public safety radio systems.
Section 4. That this resolution shall take effect from and after the date of its
passage.
