SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A
TRAFFIC CONTROL DETECTION SYSTEM
RECOMMENDATION:
City Council to consider approval of a resolution fort purchase of a traffic control
detection system from Twincrest Technologies through a Cooperative Agreement with
the State of Texas CO-OP Purchasing Program.
FUNDING SOURCE:
Funding for these purchases are currently available in account 174-43301-093-000
(Transportation Infrastructure/Traffic Signal, Signing & Striping Maintenance) in the
amount not to exceed $19,480.
BACKGROUND:
This purchase will be made in accordance with an existing Cooperative Agreement with
the State of Texas CO-OP Purchasing Program as allowed by Texas Local Government
Code, Section 271.081, 082 and 083 State Cooperative Purchasing Program.
Bids were taken by the Cooperative and a contract was awarded to Twincrest
Technologies. The Traffic Operations staff reviewed the contract for specification
compliance and pricing and determined that it would provide the best product and
pricing for meeting the needs oft City. The Interlocal Contract for Cooperative
Purchasing satisfies all bidding requirements under the Texas Local Government Code.
As part of the FY13 budget approval, Council authorized an additional $103,000 in
funding forte Traffic PCMF account for the initial year of a planned, multi-year traffic
signal equipment maintenance and replacement program. The replacement of several
vehicle detection systems was included as part of the proposed program. This it
includes one oft ose planned and budgeted vehicle detection system purchases.
Staff recommends approval.

WHEREAS, the State of Texas term contracts r lii purchasing
cooperative pr r s authorized under the Texas Local Government o and
the f of Grapevine, Texas s established a Cooperative Agreement
with the State of exas, #M2201 and wishes to utilize a contract meetin all State of
Texas requirements; and
WHEREAS, the State of s has an et lis e r contract, #550-A2 Traffic
Devices, Markers, Delineators, with Twincrest c n to ies;
the i has a need to replace several traffic control detection systems.
NOW,THEREFORE, BE IT RESOLVED BY T I TY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS.
