SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
TRAFFIC CCTV CAMERAS AND LICENSES
RECOMMENDATION:
City Council to consider approval of a resolution forte purchase of traffic CCTV
cameras and licenses from Knight Security Systems through a contract established by
the State of Texas Department of Information Resources (DIR) Cooperative Contract
Program.
FUNDING SOURCE:
Funding for this purchase is currently available in account 113-48899-415-06
(I nfrastructu re/G rant Fun d/N CTS OG) fora amount not to exceed $6,101.70, and in
account 113-48899-415-07 (1 nfrastructu re/G rant Fund/TXDOT-Fed) for an amount not to
exceed $64,067.85, for a total amount not to exceed $70,169.55.
BACKGROUND:
This purchase will be made in accordance with a contract established with Knight
Security Systems by the State of Texas Department of Information Resources (DIR)
Cooperative Contract Program. Purchases through this program are authorized under
Texas Local Government Code, Chapter 271, Subchapter D and Texas Government
Code Chapter 2054, Section 2054.0565 (b).
Bids were taken byte cooperative and a contract was awarded to Knight Security
Systems under contract number DIR-SDD-1725, Surveillance, Security and Monitoring
Hardware, Software and Services. The Traffic Division staff and Purchasing reviewed
the contract for specification compliance and pricing and determined that the contract
would provide the best product and pricing for meeting the needs of the City. The
Cooperative Purchasing Agreement satisfies all bidding requirements under the Texas
Local Government Code.
The project is provided fort adaptive traffic signal control system starting in 2010
was funded almost entirely through a combination of outside grant sources from three
agencies: the Texas Department of Transportation (T T), the North Central Texas
Council of Governments (NCTCOG), and the State Energy Conservation Office (SECO).

The SECO portion of the project has been completed and that grant is closed.
The other two portions of the project included additional funds to be used for
enhancements tote broadband radio communications system and fort addition of
closed-circuit television (CCTV) cameras. Using the available grant funding still
remaining, work on these two additional tasks is commencing and will be completed
before the end oft is fiscal year, at is time all grants for this project will be closed.
These purchases are for two CCTV cameras for use at intersections included in the
scope oft NCTCOG portion oft signal project, and for 21 cameras for use at on-
system intersections included in the scope of the T portion o f t he signal project.
The presence of CCTV cameras will allow staff to remotely monitor traffic flows and the
operation of the signal system. Police Dispatch will also have access to the video to
assist with incident management by remotely viewing incident scenes and observing
traffic to determine the best route for emergency responders to access a scene. These
cameras will be managed through a central server to allow use by any staff with the
appropriate credentials, and to allow for consistency in the management of cameras
across departments.

Section 1. That all matters stated in the above preamble are true and correct and
are incorporated rein as if copied in their entirety.
Section . That the City Council of the City Grapevine authorizes the rc s

to exceed $70,169.55.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the rc s of said devices.
Section 4. That this resolution shall take effect from and r the date of its
passage.
