Stark Radio Building
314 East Franklin Street
Historic Preservation Officer required notes
Pre -Construction Meeting 092419 Ref: #CA19-101
24 September 2019
11:58 a.m.
Meeting at City Hall, with attending: Eric Schwarze (Maykus General Contractor); Allan & Rose Paxton, property owners;
Don Dixon, City of Grapevine Assistant Building Official; David Klempin, Historic Preservation Officer (HPO); and Mary
Bush Historic Preservation staff.
HPO Klempin explained the Pre -Construction form required for issue of permit with the purpose to avoid costly mistakes
of irreplaceable building materials. He addressed each of the five bullet points stressing any changes, in the plans
attached to #CA19-101 exterior, were to be submitted on a #CA application for approval. The HPO verified with the
general contractor and the homeowners they had his cell telephone number for any questions. General Contractor
Schwarze stated he planned to move the Stark Radio building to the rear neighbor's backyard and return to its new
foundation as promptly as possible.
Don Dixson, City of Grapevine Assistant Building Official, explained the City of Grapevine Building Department Pre -
Construction Checklist with the surveys required, a prominent street number address posted for emergencies and
deliveries, parking at jobsite, the hours permitted for construction work, inspections, permits and waste management
and asked for any questions; there were none.
The Historic Township and City Building Department Pre -Construction agreement were signed by the general contractor
and property owners. The HPO asked for any other concerns.
General Contractor Eric Schwarze and property owners Allan & Rose Paxton questioned the use of a fixed, large single
pane of glass in the east elevation bathroom window. The HPO gave them a copy of the May 6, 2019 meeting notes of
all parties present plus Kosse Maykus and the property owner's approved drawings showing the divided light panes (see
attached 5/16/2019 approved drawing).
