The City Council of the City of Grapevine, Texas met in Workshop on this the 6th day of
February, 2007 at 6:10 p.m. in the City Council Conference Room, Second Floor, 200
South Main Street, with the following members present to-wit:

CALL TO ORDER
Mayor Tate called the meeting to order at 6:15 p.m.
ITEM 1. DISCUSS PROPOSED PUBLIC ART
Convention &Visitors Bureau Director P. W. McCallum presented a rendering of the public
art piece proposed for the median at Northwest Highway and Main Street. It will be a
bronze of a buck, doe, fawn and a black bear. It was the consensus of the City Council
to proceed.
Staff is proposing that the Night Watchman statue be removed from City Hall for
refurbishment one month before Main Street Days. It will be replaced during Main Street
Days in honor of the 10th anniversary of City Hall. It was the consensus of the City Council
to proceed.
There was no formal action taken by the City Council.

Council Member Wilbanks, seconded by Council Member Stewart, offered a motion to
adjourn the workshop at 6:32 p.m. The motion prevailed by the following vote:

A. Conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the
City seeks to have locate and expand in the City; with which businesses the
City is conducting economic development negotiations pursuant to Section
551.087, Texas Government Code.
B. Pending or contemplated litigation relative to City of Grapevine v. John and
Lee Burrus, Cause No. 348-218294-06, pending in the 348th District Court,
Tarrant County, Texas pursuant to Section 551.071, Texas Government
Code.
City Council to reconvene in open session and take any necessary action relative
to conference with employees under Section 551.087, Texas Government Code.

RECESS AND RECONVENE
Mayor Tate announced the City Council would recess the Executive Session to conduct
the Regular City Council meeting. Upon reconvening in the Council Chambers, all of the
City Council members were present.

Mayor Tate announced the City Council would recess to the Conference Room to continue
the closed session regarding:
(A)conference with City Manager and Staff to discuss and deliberate commercial and
financial information received from business prospects the City seeks to have locate and
expand in the City; with which businesses the City is conducting economic development
negotiations under Section 551.086, Texas Government Code, and
(B) pending or contemplated litigation relative to City of Grapevine v. John and Lee Burrus,
Cause No. 348-218294-06, pending in the 348th District Court, Tarrant County, Texas
pursuant to Section 551.071, Texas Government Code,
Upon reconvening the Executive Session in the City Council Conference Room, all
members of the City Council were present.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to the closed session. City Manager Bruno Rumbelow
stated there was no action necessary relative to conference with City Manager and Staff
under Section 551.086, Texas Government Code.

Regarding pending or contemplated litigation relative to City of Grapevine v. John and Lee
Burrus, Cause No. 348-218294-06, pending in the 348th District Court, Tarrant County, woo
Texas, City Manager Rumbelow requested authorization for the Staff to settle the lawsuit
in the amount of$14,384.99 for non-payment of sewer fees.
Council Member Wilbanks, seconded by Council Member Johnson, offered a motion to
approve the settlement as recommended. The motion prevailed by the following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed
Nays: None
ADJOURNMENT
Council Member Wilbanks, seconded by Council Member Freed, offered a motion to
adjourn the meeting at 8:45 p.m. The motion prevailed by the following vote:

PRESENTATION
1. Mayor Tate to present a plaque to Keep Grapevine Beautiful from Keep America
Beautiful.
2. Mayor Tate to present volunteer service awards to Ray and Susan Harris on behalf
of the DFW Director's Association and the Texas Recreation and Park Society
(TRAPS) Region 2.
NEW BUSINESS
3. Consider a resolution calling the May 12, 2007 City Officers Election for City
Council Places 3 and 4 and take any necessary action.
4. Consider a change order relative to Dove Pool and take any necessary action.
5. Consider the minutes of the January 16 and 18, 2007 City Council meetings as
published and take any necessary action.
Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001 et
seq, one or more of the above items may be considered in Executive Session closed to the
public. Any decision held on such matter will be taken or conducted in open session
following the conclusion of the executive session.

Council Member Freed delivered the Invocation.
ITEM 1. PRESENTATION, KEEP GRAPEVINE BEAUTIFUL
Mayor Tate presented the President's Circle Award to Keep Grapevine Beautiful President,
Paulie Undersander, from Keep America Beautiful. The organization was recognized for
their exemplary efforts to reduce liter, minimize waste and beautify and improve the
community. Ms. Undersander expressed her appreciation to the City Council for their
support of the program.
ITEM 2. PRESENTATION, VOLUNTEER SERVICE AWARDS, RAY AND SUSAN
HARRIS
Mayor Tate presented Ray and Susan Harris plaques on behalf of the D/FW Director's
Association and the Texas Recreation and Park Society (TRAPA) Region 2 for their
volunteer efforts for the community. They are very supportive of events and volunteer for

any event or project sponsored by the City and in particular, the Parks & Recreation
Department. Mr. Harris expressed their appreciation to the City.
ITEM 3. RESOLUTION, CALL 2007 CITY OFFICER ELECTION
City Secretary Linda Huff recommended approval of a resolution calling the 2007 City
Officer Election for Saturday, May 12, 2007, for City Council, Place 3 and Place 4,
designating the polling place and, if necessary, a run-off election.
Motion by Mayor Pro Tern Ware, seconded by Council Member Spencer, to approve the
resolution as recommended prevailed by the following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed
Nays: None

ITEM 4. CHANGE ORDER, DOVE POOL REPAIR SERVICES

Parks & Recreation Superintendent Chris Smith recommended approval of a change order
with Treaty Oak Corporation, Inc. in the amount of $5,850.00 for repair services to Dove
Pool. The change order is necessary to make repairs to the fiberglass gel coat at the pool.
Motion by Council Member Freed, seconded by Council Member Wilbanks, to approve as
recommended prevailed by the following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed
Nays: None
ITEM 5. CONSIDERATION OF MINUTES
City Secretary recommended approval of the minutes of the January 16 and 18, 2007 City
Council minutes as published.
Motion by Council Member Spencer, seconded by Council Member Stewart, to approve
