The City Council of the City of Grapevine, Texas met in Workshop on this the 20th day of
March, 2006 at 5:30 p.m. in the City Council Conference Room, Second Floor, 200 South
Main Street, with the following members present to-wit:
William D. Tate Mayor
Ted R. Ware Mayor Pro Tem
Sharron Spencer Council Member
C. Shane Wilbanks Council Member
Clydene Johnson Council Member
Roy Stewart Council Member
Darlene Freed Council Member
constituting a quorum, with the following members of the City Staff:
Bruno Rumbelow City Manager
Jennifer Hibbs Assistant City Manager
H. T. Hardy Assistant City Manager
Linda Huff City Secretary
CALL TO ORDER
Mayor Tate called the meeting to order at 5:45 p.m.
ITEM 1. WORKSHOP, REVIEW SALARY SURVEY AND THREE-YEAR FINANCIAL
PROJECTIONS
City Manager Bruno Rumbelow, Administrative Services Director Bill Gaither, Finance
Manager Fred Werner and Personnel Director Carolyn VanDuzee presented financial
information detailing the historical, present and future financial condition of the City's
General Fund. Since 2001, financial issues in the General Fund have required that the
Staff and Council be creative in finding ways to maintain City service levels. The Ray &
Associates Salary Survey recommended that the City move toward placing all jobs in pay
ranges competitive at the 50th percentile or middle of the market. It was noted that the
level of activity and demand for City services in the community increases each year. That
trend is expected to continue into the future, given the available commercial land to be
developed and the proactive nature of the Staff and Council in economic development
recruitment/expansion of the local tax base.
The workshop gave Council the information needed to determine the City's current and
projected financial position so that the Staff and Council can move forward through future
budgets with the same information and outlook.

There was no formal action taken by the City Council.
ADJOURNMENT
Council Member Spencer, seconded by Council Member Stewart, offered a motion to
adjourn the workshop at 7:10 p.m. The motion prevailed by the following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed
Nays: None
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS on this the 4th day of April, 2006.
