SUBJECT: AMBULANCE PURCHASE
RECOMMENDATION:
City Council consider adopting a resolution approving the purchase of an ambulance from
Professional Ambulance through an interlocal participation agreement with the Local
Governmental Purchasing Cooperative(Buyboard)in an amount of$201,697.50 and take
any necessary action.
FUNDING SOURCE:
Funds are available in the unappropriated balance in the General Fund.
BACKGROUND INFORMATION:
This purchase will be made in accordance with an existing interlocal participation
agreement with the Local Government Purchasing Cooperative(Buyboard)as allowed by
Texas Local Government Code, Section 271.102, Cooperative Purchasing Program.
Bids were taken by the cooperative and a contract was awarded to Professional
Ambulance under contract number 324-09. Fire Department and the Public Works
Department staff reviewed the contract for specification compliance and pricing and
determined that the contract would provide the best product and pricing for meeting the
needs of the City. The Cooperative Purchasing Agreement satisfies all bidding
requirements under the Texas Local Government Code.
The Fire Department operates three front line ambulances and has had one ambulance in
reserve. The reserve ambulance is utilized to replace frontline units when they are out of
service due to mechanical problems, preventative maintenance, inspections, or other
similar issues. The standard process dictates that an ambulance serves a life cycle as a
front line unit for up to eight years and then becomes the reserve unit for another two to
four years.
Over the past months the Fire Department has experienced a significant amount of
mechanical trouble with ambulances, one unit in particular, resulting in extended periods of
time where Fire personnel have had only two, and on a very rare occurrence, only one
ambulance in service. This has been the case when two or more of our total of four

vehicles are down at one time. Last summer, we had to borrow an ambulance from Euless
for one multi-week period in order to insure two units in front line service.
To deal with existing mechanical problems and the need for two reserves, we intend to
take the following actions:
1. Replace Medic 4 now. Medic 4 unit has 124,000 miles and over 9,500 hours on the
motor and is experiencing several issues of both chronic and acute nature. Delivery
will take approximately six months after placing order. When the new unit arrives in
late 2012, Medic 4 will be moved into reserve status; providing us a total of two
reserve units.
2. Purchase another new ambulance in the 2013 budget.
In addition, the immediate purchase of an ambulance and another newone in 2013 and
increasing to two reserves will be beneficial to fleet maintenance as well. Benefits are:
• Allows more time for the scheduled maintenance and repairs to be done on the front
line units thus helping keep costs down.
Provides for a more detailed and exact troubleshooting process that is not always
possible when pressured for the service of these units at critical times.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS,AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE AN
AMBULANCE THROUGH AN ESTABLISHED INTERLOCAL
AGREEMENT AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) is a
qualified purchasing cooperative program as authorized by Section 271.102 of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation
Agreement with the Local Government Purchasing Cooperative (Buyboard)and wishes to
use established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) has
established a contract with Professional Ambulance, contract #324-09, for Ambulance
Purchases; and
WHEREAS, the City of Grapevine Fire Department has a need to purchase an
ambulance; and
WHEREAS, funding is available for appropriation from the undesignated fund
balance of the General Fund.
NOW, THEREFORE, BE II"'IC RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of an ambulance from Professional Ambulance through an Interlocal Agreement with the
Local Government Purchasing Cooperative (Buyboard) for an amount of$201,697.50.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said ambulance.
Section 4. That funding is hereby appropriated from the undesignated fund
balance of the General Fund to account number 100-48910-210-3 (General Fund\ Fire\
Operations\ Motor Vehicles) for expenditure.
Section 5. That this resolution shall take effect from and after the date of its
passage.
