SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
TRAFFIC SIGNAL EMERGENCY VEHICLE PRE-EMPTION
EQUIPMENT FOR THE FIRE, POLICE, AND PUBLIC WORKS
DEPARTMENTS THROUGH AN INTERLOCAL AGREEMENT
WITH THE HOUSTON - GALVESTON AREA COUNCIL
(HGACBUY)
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of traffic signal
emergency vehicle pre-emption equipment for the Fire, Police, and Public Works
Departments from Consolidated Traffic Controls, Incorporated through an Interlocal
Agreement for Cooperative Purchasing with the Houston — Galveston Area Council
(HGACBuy).
FUNDING SOURCE:
Funds are available in account 121-48899-415-04-000020 (Emergency Vehicle Pre-
emption) in the amount of$285,500.00.
BACKGROUND INFORMATION:
This purchase will be made in accordance with an existing interlocal agreement with the
Houston - Galveston Area Council (HGACBuy) as allowed by Texas Local Government
Code, Section 271.102.
Bids were taken by HGACBuy and a contract was awarded to Consolidated Traffic
Controls, Inc. under contract number PE05-11 for Traffic Control, Enforcement & Signal
Pre-emption Equipment. The Interlocal Agreement for Cooperative Purchasing satisfies all
bidding requirements under the Texas Local Government Code.
As part of the 2011-2012 Quality of Life budget, the City Council authorized $285,500 for
the implementation of the first phase of a traffic signal pre-emption system. This system
includes equipment installed both on the traffic signal and also on designated emergency
vehicles, and allows the emergency vehicle driver to pre-empt the traffic signal when
responding to a priority call. Pre-emption forces the traffic signal to change quickly to
provide a green indication for the direction of approach of the emergency vehicle, stopping
conflicting traffic and allowing traffic in front of the emergency vehicle room to clear a path.
The contracted vendor is the sole authorized local distributor for the particular pre-emption
system selected by the Public Works Traffic Operations staff. This system, OpticomTm by
Global Traffic Technologies, LLC, is the leading system deployed throughout the country
by a wide margin, and is the only widely deployed, reputable system on the market which
utilizes GPS technology to overcome the shortfalls of older, strobe light systems. This
GPS-based system was demonstrated several years ago on William D. Tate Avenue at
Mustang Drive and the State Highway 114 interchange with great success. Public Works
Traffic Operations Staff reviewed the contract for specification compliance and pricing and
determined that the contract would provide the best product and pricing for meeting the
needs of the City.
The initial purchase is in the amount of$259,687.80, but staff requests that authorization
be granted for future purchases from Consolidated Traffic Controls, Inc., under the same
HGACBuy contract, up to the full amount budgeted for Phase 1 of $285,500. Additional
purchases of equipment will be needed later this year as Phase 1 is deployed, but quotes
based on exact equipment quantities are not possible at this time.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
TRAFFIC SIGNAL EMERGENCY VEHICLE PRE-EMPTION
EQUIPMENT THROUGH AN ESTABLISHED INTERLOCAL
AGREEMENT AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Local Government Purchasing Cooperative HGACBuy is a qualified
purchasing cooperative program as authorized by Section 271.102 of the Texas Local
Government Code; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement
for Cooperative Purchasing with the Local Government Purchasing Cooperative
(HGACBuy) and wishes to use utilize contracts meeting all State of Texas bidding
requirements; and
WHEREAS, the Local Government Purchasing Cooperative (HGACBuy) has
established a contract with Consolidated Traffic Controls, Inc. under contract number
PE05-11 for Traffic Control, Enforcement & Signal Pre-emption Equipment; and
WHEREAS, the City of Grapevine has a need to purchase traffic signal emergency
vehicle pre-emption equipment for the Fire, Police, and Public Works Departments.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of this equipment under Phase 1 of this project through an interlocai agreement with the
Local Government Purchasing Cooperative (HGACBuy) for up to $285,500.00 in this
budget year. The initial purchase will be for$259,687.80.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said products and services.
Section 4. That this resolution shall take effect from and after the date of its
passage.
