SUBJECT: APPROVAL OF A RESOLUTION FOR AN ANNUAL CONTRACT
FOR ELEVATOR MAINTENANCE SERVICES FOR VARIOUS
CITY FACILITIES THROUGH AN ESTABLISHED
COOPERATIVE PURCHASING AGREEMENT WITH THE
NATIONAL JOINT POWERS ALLIANCE (NJPA)
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of elevator
maintenance services for various City facilities from ThyssenKrupp Elevator Corporation
through an established cooperative agreement with the National Joint Powers Alliance
(NJPA).
FUNDING SOURCE:
Funding for this purchase is currently available in account 100-43350-118-2 (General
Fund/Building Maintenance/Building Services/Maintenance), 115-44540-350-01 (Con-
vention and Visitors Bureau Fund/Professional Services/Convention and Visitors Bureau
Administration), and 115-43350-350-003 (Convention and Visitors Bureau Fund/Building
Maintenance/Convention and Visitors Bureau Convention Center) in the amount not to
exceed $17,328.00.
BACKGROUND:
This purchase will be made in accordance with an existing cooperative agreement with a
national government purchasing cooperative, National Joint Powers Alliance (NJPA), as
authorized by the Interlocal Cooperation Act Texas Government Code, Chapter 791 and
Texas Local Government Code, Section 271.101 and 271.102.
Bids were taken by the Cooperative and a contract was awarded to ThyssenKrupp
Elevator Corporation for elevator maintenance under contract number #102111-TKE.
The contract is for one year with three optional, one year renewals. The Facilities
Department reviewed the contract for specification compliance and pricing and
determined that the contract would provide the best product and pricing for meeting the
needs of the City. The cooperative agreement satisfies all bidding requirements under
Texas Local Government Code.
This is an annual contract for all maintenance, repairs, and safety testing in compliance
with state code requirements on all of the elevators located in various City buildings.
ThyssenKrupp Elevator Corporation has provided this service to the City in the past with
satisfactory results.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
ANNUAL ELEVATOR MAINTENANCE SERVICES THROUGH
AN ESTABLISHED NATIONAL COOPERATIVE
PURCHASING AGREEMENT AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and is authorized by the Interlocal Cooperation Act of the Texas Government Code,
Chapter 791 and Texas Local Government Code, Sections 271.101 and 271.102, to enter
into joint contracts and agreements for the performance of governmental functions and
services; and
WHEREAS, a national government purchasing cooperative, the National Joint
Powers Alliance (NJPA) is a qualified purchasing cooperative program as authorized by the
Interlocal Cooperation Act of the Texas Government Code, Chapter 791 and Texas Local
Government Code, Sections 271.101 and 271.102; and
WHEREAS, the City of Grapevine, Texas has established an Agreement for
Cooperative Purchasing with the National Joint Powers Alliance (NJPA), and wishes to
utilize contracts meeting all State of Texas bidding requirements; and
WHEREAS, the National Joint Powers Alliance (NJPA), has established a contract
with ThyssenKrupp Elevator Corporation, contract#102111-TKE; and
WHEREAS, the City of Grapevine has a need to purchase elevator maintenance
services for City facilities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of elevator maintenance services through a cooperative agreement with a national
government purchasing cooperative, the National Joint Powers Alliance (NJPA) for
$17,238.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said services.
Section 4. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 1st day of May, 2012.
