SUBJECT: CITY COUNCIL TO CONSIDER THE SECOND AMENDMENT TO THE
CONTRACT FOR CONSTRUCTION MATERIALS AND ENGINEERING
SERVICES
RECOMMENDATION: City Council to consider the second amendment to the contract for
construction materials and engineering services with Terracon
Consultants, Inc
FUNDING SOURCE: Funding for this is available in the participating departments in an amount
not to exceed $500,000.
BACKGROUND: A contract was awarded to Terracon Consultants, Inc. in the amount of
$250,000 on February 20, 2018. The purpose of this contract was to
establish third party support for construction materials and engineering
services required by the City for capital projects on an as -needed basis.
These services included geotechnical testing, materials testing, asbestos
materials testing, environmental testing, and inspection services. Staff
anticipated the $250,000 fee originally approved by Council, would
support services for two years.
Since the award of the contract, 24 task orders have been created
appropriating over $200,000 of the original amount. The task orders
included material, environmental, and geotechnical testing for Public
Works (Roads — Boyd, Nolen, Nash and Berry intersection and
Shadybrook; Utilities - I&I and WWTP projects), Bond Program (Fire
Stations 1, 2, 3 and 4, Animal Control and Golf Course), Police (Gun
Range cleanup), CVB (Palace Theater),Parks (softball facility, Green
Ribbon, Bessie Mitchell House and Dog Park).
An additional, $250,000 was awarded on June 4, 2019 that created 10
new task orders. They included substantial allocations for construction
materials testing for Fire Stations 2 and 3 and the Golf Course Clubhouse
and the Animal Shelter.
Staff recommends an additional $500,000 be awarded to Terracon
Consultants, Inc. for future construction materials and engineering
services. Staff intends to continue to use this contract in support of
specific currently authorized capital facility, roadway, parks, storm drain,
and utility projects. This contract will also be used for small-scale projects
where testing is required.
Staff recommends approval.
