On Tuesday evening, August 16, 2005 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following

Location: just east of the northeast corner of South Gravel Road and
Lonesome Dove Road; proposed to be platted as Lots 1 thru 3,

GRAPEVINE CITY COUNCIL AND
PLANNING AND ZONING COMMISSION
You received this notice because you are a property owner within 200 feet of the subject tract
of land as shown by the most recent City -approved tax rolls. If you can not or do not wish to
attend the hearing, the attached form is provided for your convenience.
If owners of more than 20% of the property within 200 feet of the subject tract object to the
case, a 3/4 vote of the City Council is required to approve the request. To be considered a
part of the area property owners that object, the attached form, or a written response must be
returned to the Department of Development Services no later than 5:00 p.m. on the day
preceding the public hearing.
You may appear in person during the public hearing to state your opinion concerning the
request in lieu of a written response however, your in-person protest of the referenced case
will not be considered when calculating the percentage of property necessaryto require a 3/4
vote of the City Council.

RECOMMENDATION:
Staff recommends the City Council authorize Staff to set a public hearing for consideration
of a proposed Historic Landmark Subdistrict overlay to the Grapevine Historic Preservation
Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as amended for property
addressed as 702 East Northwest Highway, legally described as Lot 2, Block 1, Premier
Addition.
BACKGROUND INFORMATION:
Staff recommends that a Historic Landmark Subdistrict overlay be established for the
historic Carl K. Simmons house and property, to allow the Commission to have input on the
development of the site.
This property contains the original Simmons house that was built for Carl and Della
Simmons in 1938 in the Mediterranean Revival Style. Both Carl and Della were children of
early Grapevine area pioneers. The Tudor Revival Stone cottage is one of only two stone
Period Revival houses built in Grapevine during this time period. (The other is located at
222 East Franklin Street.) The stone house stood alone as a Grapevine landmark for many
years to travelers entering Grapevine from the east along Northwest Highway.
The Simmons grew up in Grapevine and attended Grapevine schools and were married in
1923. Their way of life and earned income were based on the agriculture base of the
Grapevine Prairie's early years. They moved into the house to be closer to city activity after
living on its outskirts. Carl spent his adult years in partnership with his brothers, Hugh Lee
and Arthur Glenn. The men farmed, traded in livestock and ran a successful dairy. The
dairy and all of its cattle were sold by auction in 1947 to make way for the construction of
Grapevine Lake. The Simmons lived in the home until their respective deaths in 1974-75.
The house was remodeled to serve as the offices for C. C. Hall Construction Company,
which was owned by the couple's nephew C. C. Buddy Hall, Jr. The Simmons story and
the construction of their home exemplifies the story of Grapevine. The home they built is a
fine example of the distinctive trends of the time and it was built with quality materials that
have withstood the test of time.

Staff has prepared a set of design guidelines for use in reviewing future alterations to this
property. The guidelines are attached to the HL application for your review regarding a
proposed color palette, staff recommends adopting the Sherwin William's Preservation
Palette, Pittsburgh Paints historic colors, Benjamin Moore Paints American Restoration
exterior colors and Valspar's American Tradition historic colors (exterior only).

PROPERTY LOCATION AND SIZE:
The subject property is located at 702 East
Northwest Highway and is platted as Lot 2, Block 1,
Premier Addition. The addition contains 1.53 acres
and has approximately 100 feet of frontage along
East Northwest Highway.
REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS:
The applicant is requesting a Historic Landmark Subdistrict designation for the property
addressed at 702 East Northwest Highway and platted as Lot 2 Block 1 Premier Addition
to be known as the Simmons House.
The Historic Preservation Commission at their June 29, 2005 meeting adopted the
preservation criteria for the Simmons House. Preservation criteria for this proposed district
addressing such issues as setbacks, driveways, parking, exterior finishes and other
architectural embellishments were established by the Historic Preservation Commission to
preserve the historic integrity of the property. See the attached preservation criteria.
PRESENT ZONING AND USE:
The property is currently zoned "HC" Highway Commercial District and is a mostly

undeveloped tract with the exception of the Simmons House.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and the properties to the north, east, and west were zoned "C-2"
Community Business District prior to the 1984 City Rezoning. A portion of the property
located immediately to the west of the subject property at the southeast corner of Dooley
Street and Northwest Highway was zoned "L -I" Limited Industrial District prior to the 1984
City Rezoning. The property to the south was zoned "R-1" Single Family Residential
District prior to the 1984 City Rezoning.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: "CC" Community Commercial District—vacant property
SOUTH: "R-7.5" Single Family Residential District—College Height Addition,
single family residences
EAST: "HC" Highway Commercial District—various commercial businesses
WEST: "HC" Highway Commercial District—various commercial businesses
AIRPORT IMPACT:
The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Commercial land use. The
applicant's proposal is in compliance with the Master Plan.

THAT pursuant to Ordinance No. 91-73, 91-77 and 97-80, which is codified as Appendix
G, § 1-13 of the Code of Ordinances for the City of Grapevine, being the Section of the Zoning
Ordinance controlling the alteration and change of Historic Landmarks within the City of
Grapevine, Texas and in compliance with TEXAS LOCAL GOV'T CODE § 315.006(h) which
provides that each municipality shall record in the real property records of the County Clerk's
office of each county in which the municipality is located, a verified written instrument setting forth
each historic structure or property that is located in the municipality and county. Notice is hereby
given that the City of Grapevine, a Home Rule Municipal Corporation, has designated this
property a Historic Landmark, the exterior of which such properties, may not be changed, altered,
restored, removed, or demolished without making an application to the Historic Preservation
Commission for a Certificate of Appropriateness and such a certificate being granted.
THAT this provides notice to all men of the above restrictions placed on the property
described below as a result of a Historical Landmark designation by the City of Grapevine. This
restriction shall run with the land.
