This letter confirms on December 18, 2019 the Historic Preservation Commission approved
with conditions #CA19-112 for the property addressed 204 East Franklin Street, legally
described as Block 1 R, Lot 16, City of Grapevine Texas. The following was approved on this
Certificate of Appropriateness.-
1 . Renovate existing 1,165 square foot Yates -Allison House to provide open concept
museum display space; replace damaged siding on front of house and replace
non -original columns;
2. Construct a new 600 square foot addition to the rear of the house to provide
additional museum display space and an area for kilns and storage;
as per the attached plans with the condition a building permit a building permit is obtained
from the Building Department; and all exterior materials, finishes, paint colors, doors and
hardware, windows and exterior light fixtures are required to be approved on a separate
Certificate(s) of Appropriateness.
An approved Certificate of Appropriateness is not an approved building permit; a
building permit; is / is not required. Contact the City of Grapevine's Building

RECOMMENDATION:
Sfiaff recommends the Historic Preservation Commission approve with c®nd t ®nis-
Certificate of Appropriateness #CA19-112 for the property located at 204 East Franklin
Street, legally described as Block 1 R, Lot 16, City of Grapevine, to the Grapevine Historic
Preservation Ordinance 91-73 (Appendix G — Grapevine Code of Ordinances), as
amended for the following items:
1. Renovate existing 1,165 square foot Yates -Allison House to provide open concept
museum display space; replace damaged siding on front of house and replace
non -original columns;
2. Construct a new 600 square foot addition to the rear of the house to provide
additional museum display space and an area for kilns and storage, -
as per attached plans with the conditions a building permit is obtained from the Building
Department; and all exterior materials, finishes, paint colors, doors and hardware,
windows and exterior light fixtures are required to be approved on a separate Certificate(s)
of Appropriateness.
Certificate of Appropriateness application #CA19-112 was submitted on October 23, 2019,
by the applicant Tana Parks. The proposed changes are requested to provide an open
concept display space for the organization's collection of hand painted porcelain.
The Yates -Allison House was built in 1938 for Earl Yates Family. It was later purchased by
local doctor Joe M. Allison who operated a clinic next door in the former Bushong House.
The IPAT organization intends to open the facility to the public during Grapevine's festivals
and events and desires to create an attractive display to showcase its products. The new
addition would house an active kiln for teaching and live demonstrations and a secure
storage area.
Plans for the proposed work were developed following the 2013-23 Historic Preservation
Ordinance and Design Guidelines for the College Heights Historic District.

Staff review of the Secretary of Interior Standards for Rehabilitation of Historic Structures
Ten Criteria (attached) with regard to the property found the proposed work to be in
compliance with the Secretary of Interior Standards.
The total living area of the building is 1,165 square feet. The new addition of 600 square
feet would bring the total living area of the house to 1,765 square feet. This is within the
maximum allowed by the Preservation Ordinance. The property lot size is 16,087 square
feet and the building coverage with the new addition and the detached storage building is
11 %. The building height is 13'-7".
Staff recommends the Historic Preservation Commission approve #CA19-112 with the
conditions a building permit is obtained from the Building Department; and all exterior
materials, finishes, paint colors, doors and hardware, windows and exterior light fixtures
are required to be approved on a separate Certificate(s) of Appropriateness.

Ms. Parks discussed plans for the exterior of 204 East Franklin (Dr. Joseph Allison House) showing Dove Grey color paint
with off white eggshell trim, for the asbestos shingled exterior walls on all elevations except the west side of Masonite°
lap board looking like today's Hardy° board but rotting at the foundation due to water and the nature of the Masonite®
product.
Ms. Parks noted the ridge over the original structure stating she wanted to extend the ridge to the rear point of the
enclosed rear porch addition and raise the low interior ceilings; the rear east wall here with rear entry door and a low
shed roof would remain low. At the front entry porch, she noted the added 60's metal railings to be removed and
replaced with wood, asked about color here; HPO responded railing to be the trim color and Yes she could use an
attractive accent color for the front entry door. Rotted wood on porch beam and face boards of porch roof to be
replaced; gutters; small support posts to be boxed in for more girth; concrete step into front entry to be filled in with
matching concrete to wall, approximately 1-foot X 2.5 feet extended to remove small void. Ms. Parks requested to use
fish scale shingles for trim at roof pitch; HPO said no, only if this was original to the landmarked home, to please wait to
see what was original under the add-ons and patch work through the years. City Building Official Don Dixon showed Ms.
Parks an area exposed where the two roofs met, appearing to be No. 105 wood siding.
On the front elevation (North) Ms. Parks showed two windows with shutters she wished to repair/replace the shutters
to be painted the 'to be chosen accent color. The electric service meter was mounted on the front wall between the
two windows, she asked to put a three (3) foot board there, with perhaps a post on each side to cover the meter.
The west side of the structure appeared to have been James Hardy® board but was in a deteriorated condition and
actually Masonite° siding with a stamped wood grain; the HPO recommended going back with the same material now
grandfathered in and replacing the bottom three runs with like material at this time.
Back to the rear (south) elevation to look at the roof ridge again, asking to bring the ridge out another 10 —12 feet to
raise the ceiling inside the enclosed rear porch. She said she would like to add a 12 feet wide by 30 feet deep new
garage here for storage of their magazine archives and other materials; and for their KILN. She wanted a small door cut
in to the back wall for interior access to the planned garage storage to be added.
On the interior, her plans were to open two-thirds of the wall dividing the original living area and kitchen saying it was a
non -supporting wall; and to widen the door from the living room area into the front bedroom. Upper glass front kitchen
cupboards would remain with other cabinets removed/replaced. Closets would be removed on the common wall
between the front and back bedrooms to allow two more feet for the smaller back bedroom. The bath was planned to
remain the same with open shelves and the tub removed and replaced with a Home Depot fiberglass stand-up shower
enclosure.
She showed a sample of a snap -in wide plank, weathered grey color vinyl flooring for the front room into the bedrooms
(display rooms) and kitchenette.
HPO Klempin stated she would need professional plans drawn for all exterior elevations showing as 1) exists now and
2) another set of the 'to be' planned changes; 3) a roof plan; 4) floor plan and 5) demolition plan. She questioned how
to get these and was recommended to begin with locating the company who had drawn up the roofing plans in 1998 to
get started. Ms. Parks felt they were out of business, City Official Dixon advised she check with the Texas Board of
Professional Engineers to check by zip code. Ms. Parks had a quote from someone local for $10K and said one -tenth of
this cost in Tulsa, it was explained someone in Tulsa could draw but would need to be licensed in Texas Tarrant County
area recommending she check with the Texas Board of Architectural Examiners and/or the Tarrant County Architectural
International Association to locate the gentleman who had drawn the 1998 plans for better pricing. Mr. Dixon did let
her know the 8.5 x 14 inch plans would not show details needed, to request the 11" x 17" for City Hall building plan
examiners.

HPO Klempin explained the Pre -Construction form required for issue of permit with the purpose to avoid costly mistakes
of irreplaceable building materials. He addressed each of the eight requirements stressing any changes or additions in
the plans attached to #CA19-112 exterior, are to be submitted on a separate #CA application for approval. The HPO
verified, with the general contractor/property owner, his cell phone number for any questions.
On any changes to the footprint as shown on the approved plans, a #CA will be required. The HPO shared the original
and a copy of the #CA19-112 Commission approval packet going over each page. 204 East Franklin Street is Landmarked
and will require approval for all exterior selections.
Discussion: Ms. Parks presented a listing of all work and plans to be completed:
Front Porch: 1-2. Railing removed and replaced; 3. Concrete fill in open/void area between the wall and existing
step; 4. Gable- replace metal flashing and underlay under replaced siding to stop pest's entry; 5. Gutters to be
removed and replaced; 6. Remove and replace damaged wood on soffit and fascia on entire structure; 7. Replace
porch posts with period appropriate four inch posts; 8. Remove damaged and loose siding using original wood siding
if possible; 9. Remove and replace bottom molding to match siding; 10. Remove and replace light fixture;11. Remove
screen door at entry; 12. Front entry door paint to be selected.

A Certificate of Appropriateness (#CA) is required for any exterior changes after this meeting.
Hans Strayer explained the City of Grapevine Building Department Pre -Construction Checklist with the surveys required,
a prominent street number address posted for emergencies and deliveries, parking at jobsite, the hours permitted for
construction work, inspections, permits and waste management and asked for any questions. Ms. Parks asked if she
could have a POD storage unit on site in the rear drive; Mr. Strayer said yes and no permit required.
Required: Form board survey for addition with step over -to wall.
The Historic Township and City Building Department Pre -Construction agreements were signed by the general
contractor/((property owners, HPO and building inspector. The HPO asked for any other concerns.

Upon the Approval of a Certificate of Appropriateness (#CA) NO work is to begin until:

Department Inspector have met with a mutual understanding of the Historic Preservation
Ordinance as applied to this property. (Ord. No. 2013-23, § 2, 6-4-13).
Sec. 12. - Penalties. any person violating any of the provisions of this ordinance shall
be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum
not to exceed $2,000.00 and a separate offense shall be deemed committed upon each
day during or on which a violation occurs or continues.

This documented meeting is to aid in Grapevine's historic properties construction process
to preclude any construction errors or misinterpretations and is not intended to be a
comprehensive list of all Historic Preservation Ordinance requirements
1. A pre -construction meeting shall be held with the 1) Property Owner, 2) Contractor, 3)
Historic Preservation Officer and 4) Building Department Inspector to review the Historic
Preservation Ordinance and the requirements of the Approved Certificate of
Appropriateness. A copy of the signed Historic Preservation Officer's notes from the
meeting are a part of this document and must be attached*. Signatures certifying this
meeting are required below.
2. Additional Certificates of Appropriateness may be required for a Landmarked Property
for exterior work as established in the initial Certificate of Appropriateness. This includes
all exterior finishes, paint color selection, exterior lighting fixtures, doors and door
hardware, windows, porch posts and railings, etc. In most cases, additional #CA's are
required beyond the first approved #CA for the structure itself.
3. After the meeting, no changes from the approved #CA are to be made to the building
or site without submitting revised plans for approval by requesting an additional
Certificate(s) of Appropriateness. Such changes would include siding removal,
alterations to exterior walls, door and window framing, replacing entry and garage doors
and hardware, windows or changing any building detail not specified on Historic
Preservation Approved plans.

4. It is the contractor's responsibility for any existing preservation materials removed to
be stored, secured and kept safe at all times until reattached.
5. The contractor named on this document will be held responsible to notify all in his
employ, to include sub -contractors and tradesmen, of red lined items on the plans with
any approved changes.
6. Any proposed changes to Historic Preservation Commission approved plans, must
return before the Commission, at a regular meeting, for approval. Contact the Historic
Preservation Department to determine applicability.
City of Grapevine business hours are Monday through Friday, 8 a.m. - 5 p.m.
The required pre -construction meeting will be scheduled as quickly as possible following
the property owner's call to the Historic Preservation Office, 636 South Main Street,
817-410-3197 or 817.410.3185. This meeting is required before any work, clean up,
demolition or changes are made to the property listed above.

a guide to aid in the construction process.
CONSTRUCTION TRAILER: Requires a separate building permit as do storage
containers, contractor signs, electrical, mechanical, plumbing, etc.
Provide clear and fully legible Project Site Address Sign, readable from the curb.
e Working hours in the city are from 7AM to 7PM Monday through Saturday. No work is
allowed on Sunday.
6 No work may be covered prior to receiving written approval from the inspector. All
inspection approvals should be kept on site with the approved drawing packet by the
project manager.
Inspections requested prior to 7:30 am will usually be performed the same morning.
Inspections requested by 12:30 pm will usually be performed that afternoon. Inspection
request phone number is 817-410-3010. After hour inspections or Saturday inspections
require 48-hour advance approval and fee payment. Minimum $84.00.
Provide a copy of the Setback Survey for city of Grapevine approval. Your surveyor may
fax this to the building department at 817-410-3012.
0 No inspections on the foundation will be made prior to city approval of a Setback Survey
No changes from the city approved plans may be made to the site or building without first
submitting revised plans and receiving written approval from the historic and building
departments. This includes signs, landscaping, lighting, etc.
*Note: Projects that went through the Historic Commission approval process must go back
through Historic Commission for most exterior changes. Allow 30-45 days for this process.

A building permit final approval will not be issued prior to written approval from historic,
fire and public works departments. All work shown on the approved plans must be
complete before a final approval will be issued. This includes landscaping, screening,
grading, signage, etc. You are advised not to call for your final inspection on the day the
occupancy is desired. Due to the complexity of most projects, it is very common for the
initial final inspection to fail.

• Republic Waste is the exclusive waste hauler for the city and is the only one you may use.
Any other waste receptacles will be cited and ordered removed immediately.
• Sanitary facilities shall be available at the location where the work is performed as well as
hand wash facilities for the workers. Do not go to adjacent businesses for sanitation.
• All contractor and sub -contractor parking is required to be located on the project site.
• All weather access to the site shall be provided for the city inspectors and emergency
responders.
