CITY OF GRAPEVINE, TEXAS
On Tuesday evening, October 18, 2011 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
Z11-06, CU11-26, PD11-06 - Grapevine Terrace Apartments - submitted by SPK
Development Partners property located at 2311 West Grapevine Mills Circle and proposed
to be platted as Lot 1, Block 1, Grapevine Terrace Apartments Addition. The applicant is
requesting to rezone 11 acres from "R -MF -2" Multifamily District to "R -MF" Multifamily
District for the development of a 4 -story apartment complex. The applicant is also
requesting a conditional use permit for density, height and parking and a planned
development overlay to include but not be limited to deviation from maximum length of
buildings and distance between buildings. The property is zoned "R -MF -2" Multifamily
District and is owned by City Bank.
CU11-27 - Grapevine Ford -Lincoln - submitted by Carroll Architects for property located
at 801 East State Highway 114, and platted as Lot 2, Block A, VTG Grapevine Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan to remove the used car sales building and allow the addition of a new car sales
showroom for Lincoln and a pole sign. The property is zoned "PCD" Planned Commerce
Development and is owned by AIGTLP-Texas LP.
CU11-28 - Baylor Medical Center - submitted by Baylor Medical Center for property
located at 1650 West College Street and platted as Lot 1A, Block A, Grapevine Medical
Center Addition. The application is requesting a conditional use permit to amend the
previously approved site plan to allow an expansion to the hospital. The property is
currently zoned "CC" Community Commercial District and "PCD" Planned Commerce
Development District and is owned by Baylor Regional Medical Center.
0DOXI - 2— D E Box Addition - submitted by City of Grapevine for property located
generally south of East Wall Street, west of Ruth Street, south of East Worth Street and
east of Eckley Street and platted as the Lots 1-6, Block 1, Lots 1-16, Block" 2, Lots 1-6,
Block 3, Lots 1-6, Block 4, Lots 1-16, Block 5, Lots 1-4, Block 6, Lots 1-8, Block 8, Lots 1,
2A, 2B, 3R, Block 9, D E Box Addition. The applicant is requesting designation as a
historical landmark sub -district. Such sub -district may include buildings, land, areas, or
districts or historical, architectural, archaeological or cultural importance or value that merit

protection, enhancement, and preservation in the interest of the culture, prosperity,
education, and welfare of the people. The property is owned by multiple owners.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

shown by the last City -approved tax rolls, you received this notice. If you cannot or
do not wish to attend the hearing, the attached form is provided for your
convenience. If owners of more than 20% of the property within 200 feet of the

Purpose of Request:
The public hearing is to consider an application submitted by City of Grapevine for property

This letter is written to support the Historic Landmark Subdistrict application (HL10-09)
submitted by City Manager Bruno Rumbelow regarding the tract known as the D. E. Box
Addition.
By all measures, research has definitively demonstrated that the D. E Box Addition meets or
exceeds preservation criteria established at the local, state and national levels to protect
architectural, archeological and cultural landmarks.
D.E. Box was a visionary man with the resources to fulfill bold aspirations for Grapevine. Among
his many achievements, the D. E. Box Addition is an authentic, recognized, cultural foundation
of our community. This remarkable neighborhood should be preserved as a living part of our
shared community life and development.
The D.E. Box Addition is an irreplaceable neighborhood and the protection of it is in the best
interest of our city. The D.E. Box Addition represents a legacy of cultural, educational, aesthetic,
inspirational and economic benefits that should be maintained and enriched for future
generation of Grapevine residents.
My wife and I own two landmarked properties in Grapevine. We recognize and deeply
appreciate the value that historic district status can add to a community and ask you to vote in

To whom it may concern,
I believe that it is important to the overall economy of Grapevine that developments like the
D.E. Box Addition be protected from future demolition and construction of potentially large
Colleyville style homes. One of the reasons that tourist give for visiting downtown Grapevine is
the quaintness and the old town feel. If they wanted to see big new houses they may as well just
stay at home or not leave the hotels when they come for conferences. Grapevine is unique and
we need to capitalize on our resources. When I was in Tulsa, OK for a preservation conference a
couple of years ago, one of the areas we toured was a well preserved neighborhood of beautiful
1950's Ranch Style homes that had been restored and modernized to meet their 21st century
needs.I appeal to the City Council of Grapevine to protect this area for future generations to
enjoy as I did in Tulsa. One more point, we view the old heritage of Europe as if it is an
admirable thing. We will never get to know how the future visitors view Grapevine if we allow
it to be demolished one home at a time and replaced with contemporary structures. Thank you in

REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS:
The applicant is requesting a Historic Landmark Subdistrict designation for property located
at Lots 1-6, Block 1, Lots 1-16, Block 2, Lots 1-6, Block 3, Lots 1-6 Block 4 Lots 1-16

to be known as the D E Box Historic District.
The Historic Preservation Commission, at their May 26, 2010 meeting, approved an
application for Historic Landmark designation for the 64 properties of the original plat of the
D. E. Box Addition.
In June 2009 a study group was established by City Manager Bruno Rumbelow to look at
the possibility of making the D. E. Box Addition, Grapevine's first subdivision, a Historic
District. The 64 home community was developed in 1948 and its homes were built
between 1948 and 1962. The addition, with the largest lots in the Township area (R-12.5

zoning with 12,500 sq. ft.) and convenient location, makes its properties attractive to
developers as teardowns, with low cost lots for new residential construction. The study
group included Bruno Rumbelow, Mike Lease, Shane Willbanks, Darlene Freed, PW
McCallum, Ross Bannister and David Klempin.
At the study group meeting, much discussion centered on Grapevine's 50 -year and older
properties that are not protected through landmark designation. Many of these properties
are located in the D. E. Box and Bellair Additions of Grapevine. The concept of a
Conservation District ordinance for the D. E. Box Addition was presented by staff. The
feeling of the study group was that the Conservation District approach would not guarantee
the desired outcome of protection and design review of the existing properties in the
Addition. The study group recommended that staff prepare a proposal for a full historic
district for the D. E. Box Addition and a presentation to be made at a Council Workshop.
At the Council Workshop, Ross Bannister made the presentation showing the historical
significance of the D. E. Box Addition to Grapevine's history of development. The
presentation pointed out that the addition was Grapevine's first Post World War II
neighborhood. The D. E. Box Addition epitomized the new wave of Post War housing that
moved beyond the old styles with innovations brought on by the new, more affluent Post
War American society. Homes had wide, spacious lots and backyards, containing large
specimen trees, beautiful gardens, children's play areas, and plenty of outdoor living
space. Many of today's city and civic leaders, at one time or another, lived in the D. E. Box
Addition. Each home was custom-built for the owner to serve their needs and reflect their
aspirations. The presentation went on to show that Mr. D. E. Box was a visionary man with
big dreams for his home town. He brought architect Walter Alschlager to Grapevine to
design the First National Bank building of Grapevine in 1940. Mr. Ahlschlager also
designed the Mercantile Bank Tower in downtown Dallas as well as the famous Roxy
Theatre in New York City. Mr. Box later developed the D. E. Box Addition, and built his
own home there. The Council was unified in its support of a historic district for the D. E.
Box Addition and agreed that the Addition is significant and contributing to the history of
development of Grapevine. The Council authorized Historic Preservation Staff to present
the idea at community meetings for Box Addition property owners early in 2010.
Community meetings were held on Tuesday, March 16 and 18, 2010 at 6:30 p.m. at the
Historic Homemaking Cottage at Faith Christian School, 730 East Worth Street. Over 40
residents of the Box Addition attended the meetings and all except one person were in
favor of the historic district proposal. The person said it would take a good bit of convincing
before he would accept the proposal.
PRESENT ZONING AND USE:
The property is currently zoned "R-12.5" Single Family Residential and is being used as
residential properties.

were zoned "C-2" Community Business District prior to the 1984 City Rezoning.

The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is/is not an appropriate use in this noise zone.

On Friday April 3rd while driving on East Worth Street, Historic Preservation staff member
David Klempin observed the final moments of a scrape -off of the site of the former home
of Jess Willingham at 840 East Worth Street that had been built in 1953. Historic
Preservation staff had not been informed of the issuance of demolition permit on March
18th for this house. The house in its entirety along with large trees and shrubs were
removed and placed in dumpsters and carried to a landfill. This was a tragic loss for the
Box addition representing 3% of the Addition's original housing stock.

As a resident of the Grapevine neighborhood known as the "D.E. Box Addition," you may
know that the City of Grapevine is exploring the possibility of adding your neighborhood to the
list of designated historic Grapevine properties. The list includes: the Grapevine Original
Township; the College Street Historic District; the Cotton Belt Railroad District; the West Wall
Street Historic District; and the Main Street Commercial Historic District. Your neighborhood
is very unique and beautiful and helps to tell the story of Grapevine's development, and we
feel that it is certainly worthy to be listed with the others.
As a part of the research process for historic designation, two focus meetings were held for
the residents of the D.E. Box Addition. The meetings took place at Faith Christian School in
the restored Homemaking Cottage building on March 16 and 18. More than 40 homeowners
attended representing approximately 24 properties. If you attended, we want to thank you for
making the time to attend the neighborhood meetings.
At the meetings attendees received a detailed presentation on the significance of the
neighborhood, including:
• Background on the life and vision of founder, D. E. Box.
• Information about why the D. E. Box Addition is one of the most distinctive of
Grapevine's early neighborhoods.
• Why the neighborhood is an important component of the history of Grapevine's
development.
• What the Historic District designation could mean for the property owners.
Following the meetings, a City Council Study Group was assembled and given information
about the neighborhood meetings. In addition, the Study Group was informed of the
demolition of the home located at 840 E. Worth Street. This home was known as the Jess
Willingham house and was custom built for his family. Because the Study Group was
concerned that more demolition might occur, they suggested that staff prepare a
recommendation to the Historic Preservation Commission that a Historic Landmark
Designation case be initiated for the D. E. Box Addition.

At the May 26th meeting of the Historic Preservation Commission a public hearing was held
on the recommendation to initiate a case, and the Commission approved the
recommendation. As a result, there is now a 90 -day moratorium in effect for new demolitions
and for new building permits for properties in the D. E. Box Addition. This was enacted in
order to allow sufficient time to complete the research process and to protect the
neighborhood.
Within the next few days we would like to schedule an appointment to meet individually with
you about historic landmark designation of your neighborhood. We would be happy to come

Questions & Answers Regarding
The Proposed Historic District Designation of the D. E. Box Addition
Please visit the City of Grapevine website at www.grapevinetexas.gov and click on "Historic
Preservation" for a complete overview of Grapevine's historic preservation program.
Q. What are the advantages of having a Historic District Ordinance?
A. A Historic District Ordinance safeguards the heritage of the city; preserves and
enhances the quality of the neighborhoods; establishes and preserves property values;
and promotes the culture and heritage of a city.
Q. What is the role of the Grapevine Historic Preservation Commission (HPC)?
A. The HPC is a group of local citizens appointed by the Mayor and City Council that
meets monthly to review issues related to Grapevine's historic districts.
Q. What is a local historic district?
A. A historic district is a special area established by City Ordinance, with defined
boundaries, that contains a high concentration of historically and/or architecturally
significant properties.
Q. How do 1 know if my property is located in the proposed D.E. Box Historic
District?
A. A map of the proposed D.E. Box Historic District is enclosed. Please contact the
Office of Historic Preservation at 817-410-3197 if you have any questions about the
map.
Q. Are all homes in a historic district necessarily historic?
A. No. When a boundary for a historic district is drawn, it may include non -historic
properties. Non -historic properties within a district are subject to the same review for
exterior changes and additions.
Q. Do I have any say as to whether my property is included in a historic district?
A. Yes. All property owners in the proposed district have the opportunity to express
their views either in writing or in person to the Historic Preservation Commission and the
Grapevine City Council. If a district is designated, all properties within the boundary are
included.
Q. Why is the City establishing this new district?
A. The D. E. Box Addition is a source of community pride and tells a unique story of
development in Grapevine's history. The purpose of implementing this district is to
ensure that new construction and renovations are respectful and compatible with the
existing character of the neighborhood.
Q. Will additional regulations inhibit economic development?
A. It has been proven in communities all across the country that historic districts do not
discourage investment in an area, but rather encourage it. Homeowners can be
confident that their investments in their homes will be protected because development
on adjacent and surrounding properties will fit with the scale of the neighborhood and
accentuate what is presently constructed.
Q. What are Design Guidelines?
A: Design Guidelines are written criteria that give details as to what is appropriate for a
particular historic district. The Design Guidelines for the proposed D. E. Box Addition
would be written with input from the D. E. Box Addition residents.
Q. What is a Certificate of Appropriateness (CA)?
A. If the D. E. Box Historic District is established, you would need to complete a CA
form before doing exterior work on your home where there is a change or upgrade in
the design, materials, or general appearance of the structure. A CA "certifies" that the
work to be done is "appropriate" for the period and style of your home and the district. A
CA form is included in this packet. You can always contact the Historic Preservation
staff for forms or with any questions about a project or the need for a CA.
Q. Is other information required when submitting a CA?
A. Depending on the complexity of the project, you may need to submit details such as
plot plans, material samples or descriptions, photographs, and dimensioned drawings.
These will enable the staff and Commission members to clearly understand your project
and to determine whether or not it meets the Design Guidelines established for the D.E.
Box Historic District. You and the Historic Preservation staff will work together to
develop the best possible application packet before presenting it to the Historic
Preservation Commission. This helps expedite the process!
Q. When can I begin work on my project?
A. When your CA is approved, you may begin your project.

Q. Am I going to be told what color I can paint my home?
A. You will choose your colors. There is a wide color selection, and you will make the
selections from the color charts established for the district. A CA is required if you
decide to change the existing colors on your house.
Q. I am planning to upgrade the windows in my home with more energy efficient
ones. Do 1 need to get a CA to do this?
A. Yes. Replacing windows in a home is a major change! Windows should be
replaced with the same window material as was originally installed in the house. This
would mean aluminum, steel or wood.
Q. The brickwork on my home is looking dilapidated and dirty. Can I cover it up
with vinyl siding?
A. No. The use of vinyl or aluminum siding that covers character defining features
such as brick and masonry would not be permitted in the proposed D.E. Box Historic
District. Staff can provide suggestions for working with your brick.
Q. I would like to replace the roof on my home. Does this require a CA?
A. Yes. Replacement of a roof is a major change and would require a CA.
Q. We would like to install a skylight in the roof to add more light. Does this
require a CA?
A. Yes. Installation of a skylight would require a CA and would be allowed if it is not
located on a highly visible roof plane, such as a roof facing the street. Skylights should
be low profile, have a flat surface and non -reflective colors and frames.
Q. I would like to install a new storm door. Does this require a CA?
A. Yes. Installation of a storm door would require a CA. This CS could be approved by
staff.
Q. Would I be able to add on to my home?
A. Yes. New construction should be concentrated on the rear (non-public) portion of
the home. A new addition is a major alteration and would require a CA and supporting
documents. Work must comply with Design Guidelines established for the proposed
D. E. Box Historic District.

Q. If I am unhappy with a decision made by the Historic Preservation
Commission concerning my CA, may I appeal?
A. Yes. Appeals are made to the Grapevine City Council.
Q. How will my property maintenance be supervised or regulated?
A. Normal maintenance and repair is not subject to review.
Q. What happens if I make changes without getting a CA?
A. The City of Grapevine has the authority to enforce this and other regulations by City
Code. This means that anyone found in violation of code could be subject to fines until
the violation is corrected. CA forms are not difficult to complete, and doing so can save
you time and money. Staff will be happy to assist you in completing the CA form.
Q. Would there be any restrictions to work done on the interior of my home?
A. No. Historic district designation places no restrictions on changes made to the
interior of a home.
Q. Property owners are doing a pretty good job of maintaining and upgrading
their homes. Why change anything?
A. There are benefits for being in a historic district. In Grapevine, grant money may be
available for professional design assistance, exterior restoration, windows and
foundation work. This helps preserve the district's homes and stabilizes home values.
Q. Is it going to cost me more to make alterations to my property if I am in a
historic district?
A. No, it should not cost you more. Historic districts are intended to ensure that the
underlying historic character of the buildings is not lost in the process of renovation.
Applicants often receive suggestions from staff that may save them money.
Q. Would the proposed D.E. Box Historic District affect the zoning or density of
my lot?
A. No. Zoning and density would still be subject to the zoning codes currently in force.
Q. Will my taxes go up?
A. Property taxes are tied to real estate value. Properties in historic districts are taxed
no differently than those outside the district.
