SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
SWIMMING POOL SANITATION CHEMICALS THROUGH AN
INTERLOCAL PARTICIPATION AGREEMENT WITH THE LOCAL
GOVERNMENT PURCHASING COOPERATIVE (BUYBOARD).
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of swimming pool
sanitation chemicals from DCC, Inc. through an interlocal participation agreement with the
Local Government Purchasing Cooperative (Buyboard).
FUNDING SOURCE:
Funding for this purchase is currently available in account 100-42205-312-5(General Fund/
Grounds Maintenance/Parks and Recreation Aquatics) for the amount not to exceed
$18,000.
BACKGROUND INFORMATION:
This purchase will be made in accordance with an existing interlocal participation agreement
with the Local Government Purchasing Cooperative(Buyboard)as allowed by Texas Local
Government Code, Section 271.102, Cooperative Purchasing Program.
The contract is for liquid chlorine and other chemicals used as needed to sanitize and
balance water chemistry for the City of Grapevine Dove Pool and Pleasant Glade Pool
facilities.
Bids were taken by the Cooperative and a contract was awarded to DCC, Inc. under
contract 367-10. Parks and Recreation staff reviewed the contract for specification
compliance and pricing and determined that the contract would provide the best product
and pricing for meeting the needs of the City. The Cooperative Purchasing Agreement
satisfies all bidding requirements under the Texas Local Government Code.
DCC, Inc. has provided this service to the City in the past with satisfactory results. This
contract will be for one year with an optional renewal for one year until the expiration of the
Buyboard contract.
Staff recommends approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO PURCHASE
SWIMMING POOL SANITATION CHEMICALS THROUGH AN
ESTABLISHED INTERLOCAL AGREEMENT AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a Cooperative Purchasing Program Agreement with other qualified entities in
the State of Texas; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) is a
qualified purchasing cooperative program as authorized by Section 271.102 of the Texas
Local Government Code; and
WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation
Agreement with the Local Government Purchasing Cooperative (Buyboard) and wishes to
use established contracts meeting all State of Texas bidding requirements; and
WHEREAS, the Local Government Purchasing Cooperative (Buyboard) has
established a contract with DCC, Inc., contract #367-10, for pool water treatment
chemicals; and
WHEREAS, the City of Grapevine Parks and Recreation Department has a need to
purchase chemicals to keep the City's swimming pools sanitized.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2, That the City Council of the City of Grapevine authorizes the purchase
of swimming pool sanitation chemicals from DCC, Inc. through an Interlocal Agreement
with the Local Government Purchasing Cooperative (Buyboard) for an amount not to
exceed $18,000.00.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said products and services.
Section 4. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 3rd day of April, 2012.
