1. Please add case name and number CU13-31 and number each sheet
within the signature block of each sheet.
2. For the purposes of sheet consolidation, sheets 1, 8, 10, 11, 15, 16 and 17
may be omitted from the final conditional use submittal. The team
members table and revised project plan index from the cover sheet may
be placed on the master site plan sheet.
3. The required parking shall be based on the area of indoor amusement.
Please provide a dimensioned floor plan with the indoor amusement area
labeled.

4. Within the site data table, lot size, open space and parking provided are
not consistent with the data provided on the architectural site plan sheet
12 of 17. Please revise accordingly.
5. The parking count appears to be 129 vs. 128 shown in the site data table.

6. Due to archival procedures the shading on the master plan must be
removed.
7. According Tarrant Appraisal District, the legal description of the subject
site includes 2nd Installment. Please revise accordingly.

previously approved site plan of C000-26 (Or. 2000-62) for a
planned commercial center, specifically to allow for a 20,822
square foot indoor shooting range.

architectural site plan sheet 12 of 17 may be placed on the sheet.

13. The number of parking spaces shown does not match the number of
spaces shown and counted on the Master Site Plan. Please revise
accordingly.
14. Please include in the parking calculation chart the number of required and
provided parking spaces based upon the amount of indoor amusement

17. Planter islands are required at the terminus of all rows and must contain at
least one tree. Please revise the landscape plan accordingly.

20. Please provide the proposed sign elevation and dimensions.
21. The screening wall for the dumpster enclosure may not exceed eight (8)
feet in height. Please revise accordingly.
22. Please verify that the details shown on sheets 14 and15 are legible on an
11" x1 T' sheet.
23. Please provide the light pole elevation and the following note:
• The pole mounted lights including the base shall be mounted no
higher than the highest point on the primary structure and in no
case greater than 30 -feet in height.

24. The site light plan may be omitted for the final submittal but please provide
one full size blackline sheet if any revisions occur based upon the height
of the light poles.
25. Please note the following Public Works/Engineering comments.
Please direct all questions regarding the following comments to
John Robertson — Engineering Manager or Cristin Turner - Civil
Engineer or Paul Lee — Civil Engineer at 817.410.3136:
• The 2" meter indicated will require a bypass meter. Please show the
meter box to scale using the appropriate size.

• The water meter will need to be placed by the fire lane. So meter
reader can access it.
• The line up to the meter is required to be in an easement. The fire line
cannot be in the easement.
• A 10' easement will be required around the fire hydrant and lead.
• Do not put a 90 degree bend on the fire hydrant lead.
• Indicate location of FDC or add a note that the FDC must be within
150' of a Fire hydrant.
• If fire riser is more than 60' from the main a back flow preventor and
vault will be required.
• A cross access easement will be required at the entrance at Main
Street.
• An amended plat will be required to provide the requested
easements.
26. Please note the following Fire Department comments. Please direct
all questions regarding the following comments to Randie Frisinger —
Deputy Chief or Craig Reed — Captain at 817.410.2301:
• Turning radii needs to be 30 -foot inside radii.
• The hydrant will need to be within 150 -feet of the FDC and the FDC
needs to be within 50 -feet of the fire lane.
27. For verification purposes please email a PDF of the final plans by
Monday, November 25th to atriplett(a)grapevinetexas.gov. Please do
not reproduce final copies requested below prior to Planning Staff
approval.
The above comments must be reflected in the revised submittal,
which is due by Wednesday, November 27th for the December 17th
public hearing. Please submit the revised documents to the Department
of Development Services at 200 South Main Street.
The revised submittal shall include:
One (1) Mylar of each sheet (minimum size 22" x 34")
One (1) colored version of a rendered landscape plan (as shown on
sheet 11 of 17) on 11" x 17" or a digital version of the same
Twenty five (25) reduced sorted (collated sets) copies at 11" x 17" stapled
and z -folded (fold the right edge to the left edge and then fold the
right edge in half to form a z -fold).

scheduled for the next available agenda.

On Tuesday evening, December 17, 2013 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73 - The City Council
and the Commission will consider amendments and changes to the Comprehensive Zoning
Ordinance, No. 82-73, same being Appendix D of the Code of Ordinances as follows:
Creation of a new Zoning Ordinance District, Section 42, Supplementary District
Regulations relative to sale of alcoholic beverages and any other additions, deletions, or
changes to various sections, articles and provisions contained in said Ordinance No. 82-
73.
CU13-19A - La Buena Vida - submitted by Virginia Puente for property located at 416 East
College Street and platted as Lot 1 R3, Block 22R1, City of Grapevine. The applicant is
requesting a conditional use permit to allow the possession, retail sales, storage and on
and off -premise consumption of alcoholic beverages (beer and wine only) and outside
dining in conjunction with a restaurant. The property is currently zoned "GV" Grapevine
Vintage District and is owned by Puente Land Holdings.
PD1 3-02 — The Source — submitted by Biatwic LLC for property located at 520 South Main
Street and platted as Lot 2R, Block 4, Original Town of Grapevine. The applicant is
requesting a planned development overlay to allow a residential component in the Central
Business District. The property is currently zoned "CBD" Central Business District and is
owned by Biatwic LLC.
CU13-30 — Traveler Trader Hotel Stores - submitted by Traveler Trader Hotel Stores for
property located at 1501 Gaylord Trail #1241 & #1271 and platted as Opryland Addition.
The applicant is requesting a conditional use permit to amend the previously approved site
plan to allow off -premise consumption of alcoholic beverages (beer and wine only) in
conjunction with gift stores located with the Gaylord Texan. The property is zoned "PCD"
Planned Commercial Development and is owned by Opryland Hotel.
CU13-31 — Texas Gun Experience - submitted by Texas Gun Experience for property
located at 1901 South Main Street and platted as Lot 1, Block 3, Metroplace 2nd
Installment. The applicant is requesting a conditional use permit to amend the previously
approved site plan for a planned commercial center to allow an indoor shooting facility.

CU13-32 — The Peavler Group - submitted by Homeyer Engineering for property located
at 2215 Westgate Plaza and proposed to be platted as Lot 2R, Block 2R, Westgate Plaza.
The applicant is requesting a conditional use permit to amend the previously approved site
plan for a planned commercial center to allow a new office building. The property is zoned
"CC" Community Commercial and is owned by Highway 114 Prospect.
CU13-33 — Silver Lake Crossings — submitted by Grapevine Metro Hotels GP LLC for
property located at 2200 & 2250 Bass Pro Court and platted as Lot 1, Block 1, Silver Lake
Crossings and Lot 2A, Block 1, The Bluffs At Grapevine. The applicant is requesting a
conditional use permit to establish a planned commercial center and a 20 foot pole sign.

Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City -approved tax rolls, you received this notice. If you cannot or
do not wish to attend the hearing, the attached form is provided for your
convenience. If owners of more than 20% of the property within 200 feet of the
subject tract object to the case, a 3/4 vote of the City Council is required to approve
the request.
Purpose of Request:
The public hearing is to consider an application submitted by Texas Gun Experience for
property located at 1901 South Main Street and platted as Lot 1, Block 3, Metroplace 2nd
Installment. The applicant is requesting a conditional use permit to amend the previously
approved site plan for a planned commercial center to allow an indoor shooting facility.

PROPERTY LOCATION AND SIZE:
The subject property is located at 1901 South Main
Street and is platted as Lot 1, Block 3, Metroplace
Addition, 2nd Installment. The property contains
approximately 2.81 acres. The subject site has 225
feet of frontage along South Main Street and
approximately 490 feet of frontage along Metroplace
Drive.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to amend the previously approved site
plan of C000-26 (Ord. 2000-62) for a planned commercial center, specifically to allow for
the development of an indoor shooting range.
The applicant intends to develop a 20,822 square foot structure for retail sales of guns and
an indoor shooting range. The indoor shooting range will be'used forfiring of guns for sale,
pre -purchase firing and also for existing gun owners to fire their personal weapons.
Required parking for the proposed use is 89 -spaces; 129 -spaces are provided.
PRESENT ZONING AND USE:
The subject property is currently zoned "CC" Community Commercial District and is
undeveloped. Conditional Use Requests CU94-35, CU95-10 and CU96-35 approved a

hotel on the subject site, which never developed.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and the property to the east, west and south were rezoned in the
1984 City Rezoning from "R-1" Single Family District and 14' Light Industrial to "PID"
Planned Industrial Development. The subject site and the adjacent lots were included in
the Planned Commercial Center rezoning (Z90-04) from "PID" Planned Industrial
Development District to "CC" Community Commercial District. The property to the west
was rezoned (Z93-04) from "PID" Planned Industrial Development to "CC" Community
Commercial District in 1993. Conditional Use Request CU94-35 (Ord. 95-03) approved at
the December 20, 1994 meeting approved a hotel with alcoholic beverage sales on the
subject site which never developed. Conditional Use Request CU95-10 (Ord. 95-30)
approved at the April 18, 1995 meeting approved elevation revisions and site layout
change for a hotel with alcoholic beverage sales on the subject site which never
developed. Conditional Use Request CU96-35 (Ord. 96-102) approved at the December
17, 1996 meeting approved revisions to the site plan and layout for a hotel with alcoholic
beverage sales on the subject site which never developed.
Conditional Use Request CU95-20 (Ord. 95-61) approved at the August 15, 1995 meeting
approved alcoholic beverage sales in conjunction with a restaurant (Schlotzsky's).
Conditional Use Request CU95-21 (Ord. 95-74) approved at the September 19, 1995
meeting approved a two story hotel (Super 8) and the relocation of a pole sign from Lot 7
to Lot 2 of Metroplace 2nd Installment. Conditional use Request CU96-12 (Ord. 96-43)
approved at the June 18, 1996 meeting revised the pole sign. Conditional Use Request
CU95-28 (Ord. 95-88) approved at the November 21, 1995 meeting approved an auto
service use and retail tire store (National Tire Warehouse) and off -premise parking for
Saltgrass Restaurant, Conditional Use Request CU99-22 (Ord. 99-79) approved a site
layout change for an expansion to the Saltgrass Restaurant. Conditional Use Request
C000-26 (Ord. 2000-62) approved at the June 20, 2000 meeting approved addition parking
for Saltgrass Restaurant.

The subject tract is located within "Zone A" Zone of Minimal Effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. Few
activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
The Master Plan designates the subject property for Commercial land use. The existing
property is developed in compliance with the Master Plan.
The Thoroughfare Plan designates South Main Street as a Type B Major Arterial, requiring
a minimum of 80 -feet of right-of-way to be developed as four lanes with a median.

Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU13-31 (Ord. 2013-58) approved at the December 17, 2013
meeting for a Planned Commercial Center to allow for the development of an indoor
shooting range and take any other action necessary.
BACKGROUND INFORMATION
Conditional Use Request CU13-31 (Ord. 2013-58) was submitted by Texas Gun
Experience to allow for the development of a 20,822 square foot structure for retail
sales of guns and an indoor shooting range. The request was approved by Council at
the December 17, 2013 meeting with the stipulation to allow the Site Plan Review
Committee review exterior masonry revisions.
With this request the applicant proposes the following exterior elevation changes:

On December 17, 2013, the Planning and Zoning Commission recommended the City Council

Any changes to a site plan approved with a conditional use ora special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

facilities for customers to "try out" the products before purchasing. The
Texas Gun Experience will also provide mn"expwhence"for customers to
