Historic Preservation Officer required notes
Pre -Construction Meeting 013120 Ref: #CA17-89 (#CA17-89b)
Rob Wolfle
1914 Wall House 31 January 2020
325 East Worth Street 12:30 p.m.
Meeting at City Hall Conference Room A with attending: Property Owner(s) Rob Wolfle; Contractor(s) Phil Ware; Don
Dixson Building Department Official; David Klempin, Historic Preservation Officer (HPO); Scott Leavelle, Code Inspector;
Mary Bush, Historic Preservation staff.
HPO Klempin explained the Pre -Construction form required for issue of permit with the purpose to avoid costly mistakes
of irreplaceable building materials. He addressed each of the eight requirements stressing any changes in the plans
attached to #CA17-89 (and b) exterior, were to be submitted on a separate #CA application for approval. The HPO
verified, with the general contractor/property owner, his cell phone number for any questions.
On any changes to the footprint as shown on the approved plans, a #CA will be required. The HPO shared the original
and a copy of the #CA17-89 (and b) Commission approval packet going over each page. 325 East Worth Street is not
Landmarked at this time.
Discussion of Dormer Windows on front elevation would require a staff approved Certificate of Approval (#CA);
Design plans showing square columns; could be round, file additional #CA for approval if needed.
A Certificate of Appropriateness (#CA) is required for any changes after this meeting for code inspection.
The packet and plans were discussed with corrections in red lined bubble on plans; the copy was given to the
homeowner and contractor. Mr. Wolfle and Mr. Ware asked about adding one or two dormers; and discussed
harvesting any possible unused space in the attic; a #CA application would be required for these changes.
Scott Leaelle explained the City of Grapevine Building Department Pre -Construction Checklist with the surveys required,
a prominent street number address posted for emergencies and deliveries, parking at jobsite, the hours permitted for
construction work, inspections, permits and waste management and asked for any questions; there were none.
The Historic Township and City Building Department Pre -Construction agreements were signed by the general
contractor/property owners, HPO and building inspector. The HPO asked for any other concerns.
