BACKGROUND: Certificate of Appropriateness application #CA19-123 was submitted by the owner Eric Tomlinson on December 19, 2019 with plans for a new addition to the rear of the house prepared by Edward and Isaac Designs LLC of Fort Worth, Texas following Design Guidelines established for Landmarked D. E. Box Addition Historic District. The existing house built in 1952 for Hamilton Munger Cosnahan was a businessman and automobile dealer, who served on Grapevine City Council and briefly as Mayor. The brick veneer house is built in the Traditional Ranch style popular in the 1950s. A massive brick chimney anchors the west end of the house adjoining the original two -car carport. The carport was later converted into a family room, office and storage area. The mid-century house with the enclosed carport contains 1873 square feet. The house with the new 706 square foot addition totals 2,579 square feet, which is within the maximum 3,400 square feet as per the Preservation Ordinance. The building height is 18 feet and the building coverage 16%, within the 40% maximum. A properly will be used as it was historically or be given a new use that requires minimal change to its distinctive materials, features, spaces and spatial relationships. 2. The historic character of a property will be retained and preserved. The removal of distinctive materials or alteration of features, spaces and spatial relationships that characterize a property will be avoided. 3. Each property will be recognized as a physical record of its time, place and use. Changes that create a false sense of historical development, such as adding conjectural features or elements from other historic properties, will not be undertaken. 4. Changes to a property that have acquired historic significance in their own right will be retained and preserved. 5. Distinctive materials, features, finishes and construction techniques or examples of craftsmanship that characterize a property will be preserved. 6. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture and where possible, materials. Replacement of missing features will be substantiated by documentary and physical evidence. 7. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments that cause damage to historic materials will not be used. 8. Archeological resources will be protected and preserved in place. If such resources must be disturbed, mitigation measures will be undertaken. 9. New additions, exterior alterations or related new construction will not destroy historic materials, features and spatial relationships that characterize the property. The new work will be differentiated from the old and will be compatible with the historic materials, features, size, scale and proportion and massing to protect the integrity of the property and its environment. 10. New additions and adjacent or related new construction will be undertaken in such manner that, if removed in the future, the essential form and integrity of the historic property and its environment would be unimpaired. Box Addition was built by Mr. H.M. Cosnahan in 1952. Hamilton Munger Cosnahan was born to Robert Waller and Edna Merle (Hughes) Cosnahan on January 6, 1914. H.M. Cosnahan enlisted in the US Army during World War II on October 13, 1942. He married Lucille Burns in Dallas, Texas on December 6, 1946. H.M. and Lucille Cosnahan built the five room brick veneer house at 840 East Worth Street. Mr. Cosnahan was a car dealer and owned the Cosnahan Chevrolet Co. dealership on Main Street in Grapevine; he later owned a couple of car lots in Rockwall and was the owner of Cos Auto Sales in Garland. He was elected Mayor of Grapevine in 1953 after the mayoral term of, grocer and hardware business owner, Gordon Douglas Tate. Mayor Cosnahan is remembered fondly as he called on the City Marshal to ticket well-known character Cotton Thompson for parking his garbage truck in a No Parking zone in front of City Hall. Cotton knew from his other alleged misdeeds, he could insist on a jury trial in a municipal court if he tendered a jury fee of one dollar which led to a put together courtroom in City Hall, six jury members picked from those passing by on the street and the antics of Cotton Thompson, well known as a notorious coffee shop entertainer. Needless to say it was a standing room only courtroom. On July 24, 1954 a fire broke out threatening Grapevine's business district destroying the Donie Chair & Manufacturing Company plant that Friday afternoon. The loss was estimated at $50,000 — 80,000. Grapevine Mayor H. M. Cosnahan announced the fire had swept rapidly through the three Quonset -type buildings housing the plant's machinery. Grapevine's volunteer fire department and units from Arlington, Euless, Haltom City and Colleyville stopped the flames from spreading to downtown stores and nearby homes. The house here at 840 East Texas Street was purchased in 1974 by John and Evelyn Kolb with Evelyn still living here in 2019 and only the second family to own this home. In October 1984, Former Grapevine Mayor H.M. Cosnahan and his wife died in a fire in a luxury hotel in the Philippines while attending an American Legion Reunion of the 401" Anniversary of the islands' liberation during World War II. Former Texas Street neighbor Clara Beth Shelton, wife of R.S. Shelton who served on City Council with Cosnahan, and Joe Box who also served on City Council with him remembered Cosnahan as a man "very much for growth and prosperity of the town as they needed to expand to become a home -rule city. Both supported avoiding inferior housing in Grapevine and joined with other Dallas -Fort Worth officials in an effort to bring the U.S. Air Force Academy to a location on the other side of Grapevine Lake.
