The site contains 1.99 acres and has approximately 212 feet of frontage along Texan Trail and 315 feet of frontage along East Dallas Road. REQUESTED SPECIAL USE AND COMMENTS: The applicant is requesting a special use permit to allow for the development of a public utility distribution facility and its associated equipment. ONCOR Electric Delivery Company intends to construct and operate an electrical substation on the two -acre tract located at the northeast corner of Texan Trail and East Dallas Road. Upon completion, the site will be screened by an eight foot masonry wall and landscaped along Texan Trail and a portion of East Dallas Road. PRESENT ZONING AND USE: The property is currently zoned "LI" Light Industrial District and is undeveloped. \ZCU \SU12 -05.4 1 January 10, 2013 (9:18AM) HISTORY OF TRACT AND SURROUNDING AREA: The subject and surrounding area was zoned "I -1" Light Industrial District prior to the 1984 Citywide Rezoning. At Council's January 1998 meeting conditional use request CU97 -70 was approved allowing freight forwarding uses on the property to the north. At Council's September 2, 2000 meeting a special use permit was approved (S000 -14) to allow the collocation of cellular equipment on an existing TU transmission tower. Several sites on the west side of Texan Trail were zoned "SP" Specific Use Permit District and "C -2" Community Business District before the 1984 Citywide Rezoning. Zone change request Z73 -19 (Ord. 73 -41) approved a zone change from "C -2" Community Business District to "SP" Specific Use Permit District for off - premise alcohol beverage sales in conjunction with a small grocery store (Mac's Corner) at the northwest corner of Texan Trail (formerly East Northwest Highway) and Dallas Road. Several additional conditional use permits have been approved for Mac's Corner (CU94 -01 and CU95 -26) which revised the original site plan and included the expansion of the store and of the gasoline sales area. SURROUNDING ZONING AND EXISTING LAND USE: NORTH: "LI" Light Industrial District —Trans Trade building SOUTH: D /FW International Airport EAST: "LI" Light Industrial District —J.A. Green air -cargo complex WEST: "LI" Light Industrial District —Mac's Corner AIRPORT IMPACT: The subject tract is located within "Zone B" Middle Zone of Effect as defined on the "Aircraft Sound Exposure: Dallas /Fort Worth Regional Airport Environs" map. In Zone B, the following uses may be considered only if sound treatment is included in building design: multi family apartments, motels, office buildings, movie theaters, restaurants, personal and business services. Single family residential and sound sensitive uses such as schools and churches should avoid this zone. The applicant's proposal is an appropriate use in this noise zone. MASTER PLAN APPLICATION: The Master Plan designates the subject property as an Industrial land use. The applicant's proposal is in compliance with the Master Plan. THOROUGHFARE PLAN APPLICATION: The Thoroughfare Plan designates Texan Trail as a Type A Major Arterial, with a minimum 100 foot right -of -way developed as six lanes with a median. /rs 2CUM12 -05.4 2 January 7, 2013 (3:55PM) January 25, 2013 Mark Housewright Masterplan 900 Jackson St #640 Dallas, TX 75202 RE: GRAPEVINE FILE #SU12 -05 To Whom It May Concern: This letter is to verify that your request for a special use permit located at 1095 Texan Trail and platted as Lot 1, Block 1, Grapevine Texan Trail Substation Addition to allow for the development of a public utility distribution facility and its associated equipment was approved by City Council on January 15, 2013. A copy of the approved site plan and ordinance 2013 -04 are enclosed. On January 15, 2013, the Planning and Zoning Commission recommended the City Council approve the request. Any changes to a site plan approved with a conditional use or a special use (no matter how minor or major) can only be approved by city council through the public hearing process. No special use permit shall be valid for a period longer than one (1) year from the date on which the City Council grants the special use, unless within such one (1) year period: (1) a Building Permit is obtained and the erection or alteration of a structure is started, or (2) an Occupancy Permit is obtained and a use commenced. The City Council may grant one additional extension not exceeding one (1) year, upon written application, without notice or hearing. No additional extension shall be granted without complying with the notice and hearing requirements for an initial application for a special use permit. Oncor is unable to close on the property until the agreed upon improvements to Old Dallas Road are completed by the adjacent property owner/seller and ProLogis. These improvements must be accepted by the City before Oncor can close. Special Use Permit SU12-05 was originally considered and approved at the January 15, 2013 joint public hearing. The Site Plan is scheduled to expire in January, 2014. The reason the extension is necessary is that Oncor will be unable to close on the property until the agreed upon improvements to Old Dallas Road are completed by the adjacent property owner /seller and ProLogis. In addition, those improvements must be accepted by you, the City of Grapevine, before Oncor can close on the tract. Hopefully, the road improvements will be completed in a timely fashion and Oncor can then proceed with the closing and, subsequently, construction. Thank you for your consideration in this matter.
