, Mayor Pro Tem Ware announced the City Council would conduct a closed session
�� regarding pending or contemplated fitigation relative to (A) Dallas/Fort Worth
' International Airport Board's decision relative to proposed Runway 16/34 West and

(B) City of Grapevine v Robert L. Taylor under Section 551 .071 , Texas Government
� Code.
� Upon reconvening in open session in the Council Chambers, Mayor Pro Tem Ware
� asked if there was any action necessary relative to the closed session. City Manager
iTrent Petty stated there was no action necessary relative to pending or contemplated
� litigation relative to (A) Dallas/Fort Worth International Airport Board's decision relative

1 . Mayor Tate to present a proclamation declaring November 15, 1994 as Texas
Recycles Day.
2. Staff to present the results of the City of Grapevine's 1994 GRACE and United
Way Campaign. '
3. Carter & Burgess, Inc. to present the draft of the Parks, Recreation and Open
Space Master Plan.
OLD BUSINESS
4. City Council to consider the recommendation of the Planning & Zoning
Commission relative to Zoning Application Z94-12 submitted by La Buena Vida
Vineyards and a subsequent ordinance, if applicable. The application requests
rezoning of 1 .8 acres located at 416 East College Street from "R-7.5" Single-
Family Residential District Regulations within the Historic Landmark District to
"GV" Grapevine Vint�age District Regulations. The item was tabled at the
October 18, 1994 City Council meeting.
5. City Council to consider the recommendation of the Planning & Zoning
Commission relative to Conditional Use Application CU94-29 submitted by La
Buena Vida Vineyards and a subsequent ordinance, if applicable. The
application requests a waiver to specific requirements of Section 47E.2
pursuant to Section 47F of Ordinance No. 82-73, as amended, and requests a
conditional use permit to allow a wine tasting facility at 416 East College Street
with the possession, storage, retail sale and on-premise consumption of
alcoholic beverages (wine only►. The item was tabled at the October 18, 1994
City Council meeting.

6. City Council to consider the recommendation of the Planning & Zoning
Commission relative to the final plat application filed by La Buena Vida
Vineyards for Lot 1 R3, Block 22R1, Original Town of Grapevine being a replat '
of Lot 1 R, Block 22R; Lots 1 R1 & 1 R2, Block 23R; and portions of Lots 3 & 4;
Original Town of Grapevine. The application was tabled at the October 18, ,
1994 City Council meeting.
NEW BUSINESS
7. Consider an ordinance canvassing returns and declaring the results of the 1994
Municipal Bond Election and take any necessary action. '
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon
as one business item. Any member of the City Council or member of the audience
may request that an item be withdrawn from the consent agenda and placed before
the City Council for full discussion. Approval of the consent agenda authorizes the
City Manager, or his designee, to implement each item in accordance with Staff
recommendations.
8. Consider the appointment of Ms. Carol Williamson to fill an eight month,
unexpired term on the Historic Preservation Commission. Historic Preservation
Commission and Convention & Visitors Bureau Director recommend approval.
9. Consider an ordinance amending the Grapevine Code of Ordinances Chapter 3
: Airports & Aircraft, Section 3-40 Appendix in its entirety to reflect new speed
limits on DFW International Airport Property as adopted by the DFW
International Airport Board's Resolution No. 91-213. Public Works Director
recommends approval.
10. Consider a resolution authorizing the purchase of one LIFEPAK° 10
defibrillator/monitor/pacemaker complete with carrying case from Physio
Control Corporation for use by the Fire Department. Fire Chief recommends
approval.
11 . Consider renewal of award of Bid 92-369 Magazine Subscription Contract to
the lowest and best bidder meeting specifications, EBSCO Subscription Service.
Library Director recommends approval.
12. Consider award of Bid 94-564 Provide and Install Interlocking Pavers to the
lowest and best bidder meeting specifications, Avalon Enterprises, to establish
contract pricing per square foot for Pavestone° interlocking pavers. Staff
recommends approval.
13. Consider award of Bid 94-556 Water and Wastewater Treatment Chemicals to
� the lowest and best bidders meeting specifications: DPC Industries Inc.; ,
General Chemical Corporation; BBB Fertilizer Company; Harcros Chemicals Inc.;
Citi-Chem Inc.; Allied Colloids; and to reject all bids for Item 11 . Staff
recommends approval.
14. Consider the minutes of the October 18, 1994 City Council meetings. City
Secretary recommends approval as published.

Council Member Wilbanks delivered the Invocation.
ITEM 1 . PRESENTATION, PROCLAMATION, TEXAS RECYCLES DAY
, Mayor Pro Tem Ware presented a proclamation declaring November 15, 1994 as
Grapevine Recycles Day and encouraged all citizens to commit to doing their share to
preserve the environment by participating in a recycling event for the good of the City
and the State of Texas.
ITEM 2. 1994 GRACE AND UNITED WAY CAMPAIGN RESULTS
Assistant to the City Manager David Tesmer presented the results of the 1994
Employees' Campaign, "A NEW BEGINNING", benefitting GRACE and the United Way
of Northeast Tarrant County. The overall goal of S 17,000 was surpassed with a final
total of 520,189.24.

Director of Parks & Recreation Douglas Evans introduced Mr. Philip Neeley, of Carter �
& Burgess, Inc., who gave a brief presentation on the process utilized to formulate the �
recommendations for the draft of the Parks, Recreation and Open Space Master Plan. �
Mr. Neeley stated the key elements in the preparation of the draft of the Master Plan E
were: creation of a task force and focus groups to give valuable citizen input to the =
formation of the citizen survey; citizen survey, which was mailed to every resident in �
Grapevine; data collection of existing facilities and programs available to residents of �
Grapevine; recommendations based on citizen input, the Texas Outdoor Recreation !
;
Plan, National Recreation & Park Association Standards, consultant expertise and Staff ;
awareness. He stated that after review and input from the City Council, Parks & ;
Recreation Advisory Board and Staff, Carter & Burgess would prepare the final master '
plan.
There were no questions from the City Council, and no action was taken.

ITEM 4. ORDINANCE ZONING APPLICATION Z94-12, LA BUENA VIDA
VINEYARDS
Planner Marcy Ratcliff advised that on October 18, 1994, the Planning & Zoning
Commission voted 5-1-1 to deny Zoning Application Z94-12 submitted by La Buena
Vida Vineyards requesting rezoning of 1 .8 acres located at 416 East College Street '
from "R-7.5" Single-Family Residential Zoning District Regulations within the Historic '
Landmark District to "GV" Grapevine Vintage District Regulations. At that time, the
City Council voted 6-0 to table the request until a full Council could be seated to vote
on the request. Ms. Ratcliff reported that the twenty property owners within 200 feet i
of the subject property responded as follows: eleven (1 1) supported the proposal,
three (3) were against the proposal and six (6) did not respond.
Council Member Spencer, seconded by Mayor Pro Tem Ware, offered a motion to
adopt the ordinance granting Zoning Application Z94-12. The motion prevailed by the
following vote:

Mr. Stan Laster, Assistant Director of Public Works, Engineering Division, advised that
on October 18, 1994, the Planning & Zoning Commission voted 6-0-1 for approval
of the final plat of Lot 1 R3, Block 22R1 , Original Town of Grapevine being a replat of
Lot 1 R, Block 22R; Lots 1 R1 & 1 R2, Block 23R; and portions of Lots 3 & 4, Block 23,
Original Town of Grapevine. The property located on the south side of East College
Street, west of Dooley Street is being platted to combine three lots and portions of
two lots into one lot to be developed as a tasting room/sales center for La Buena Vida
Vineyards. On October 18, 1994, the City Council voted 6-0 to table the final plat
until a full Council could be seated to vote on the request.
Council Member Spencer, seconded by Council Member Traverse, offered a motion
to accept the Planning & Zoning Commission's recommendation to approve the
Statement of Findings and the final plat application of Lot 1 R3, Block 22R1 Original
Town of Grapevine. The motion prevailed by the following vote:

Nays: None
NOTE: Council Member Traverse left the Council meeting.
ITEM 7. ORDINANCE, RESULTS OF 1994 BOND ELECTION
City Secretary Linda Huff recommended approval of an ordinance canvassing and
. declaring the results of the October 29, 1994 Bond Election. She stated there were
2,157 ballots cast by the 18,524 registered voters of the City. The results were as
follows:

The City Council commended the 1994 Bond Steering Committee and Assistant to the
City Manager David Tesmer for their excellent efforts and outstanding performance �
in promoting the issues to the public. Mayor Tate recommended that a perpetual
plaque be placed in one of the new buildings recognizing those that served on the '
bond committee.
Council Member Pittman, seconded by Council Member Wilbanks, offered a motion
to adopt the ordinance canvassing and declaring the results of the 1994 Bond
Election. The motion prevailed by the following vote:

Public Works Director recommended approval of an ordinance amending the Grapevine
Code of Ordinances Chapter 3 Airports & Aircraft, Section 3-40 Appendix in its

DALLAS/FORT WORTH INTERNATIONAL AIRPORT BOARD
BY AMENDING SECTION 3-40 ADOPTED - SET OUT,
