The City Council of the City of Grapevine, Texas met in Special Session on this the
19th day of April, 1994 at 7:00 p.m. in Conference Room #204, 307 West Dallas
Road, with the following members present to-wit:

CALL TO ORDER
Mayor Tate called the meeting to order at 7:05 p.m.
ITEM 1 . EXECUTIVE SESSION
Mayor Tate announced the City Council would conduct a closed session regarding (A)
pending or contemplated litigation relative to Dallas/Fort Worth International Airport
Board's decision relative to proposed Runway 16/34 West and (B) real estate (relative
to Hall-Johnson Road right-of-way acquisition) under Sections 551 .071 and 551 .072,
Texas Government Code.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to the closed session. City Manager Trent Petty
stated there was no action necessary relative to (A) pending or contemplated litigation
relative to Dallas/Fort Worth International Airport Board's decision relative to proposed
Runway 16/34 West or (B) real estate (relative to Hall-Johnson Road right-of-way
- acquisition) under Sections 551 .071 and 551 .072, Texas Government Code.
NOTE: City Council continued with the Regular Joint City Council Planning & Zoning
Commission meeting.

Council Member Wickman, seconded by Council Member Wilbanks, offered a motion
to adjourn the meeting at 9:00 p.m. The motion prevailed by the following vote:

1 . Mayor Tate to recognize Mr. AI and Mrs. Alice Tamol for being named City of
Grapevine 1993 Volunteer of the Year.
JOINT PUBUC HEARINGS
2. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Conditional Use Application CU94-04 and final plat application of
Lots 2R, 3, and 4, Block 1, Towne Center Addition No. 2, being a replat of Lot
2, Block 1 . The conditional use application submitted by Mayse & Associates
for Boston Chicken Restaurant requests a waiver to specific requirements of
Section 47E.2 pursuant to Section 47F of Ordinance No. 82-73, as amended,
and requests a conditional use permit to amend a site plan approved by
Ordinance No. 93-29 to allow the development of a restaurant with a proposed
drive through window. The subject property is located at 1100 State Highway
114 West and is zoned "CC" Community Commercial with a conditional use for
a planned commercial center.
3. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Conditional Use Application CU94-05 submitted by Tate Street Joint
Venture for Boxies Cafe requesting a waiver to specific requirements of Section
47E.2 pursuant to Section 47F of Ordinance No. 82-73, as amended, and
requesting a conditional use permit to amend a site plan approved by Ordinance
No. 93-51 to allow the development of a restaurant with the possession,
storage, retail sale and on-premise consumption of alcoholic beverages (beer,
wine, and mixed beverages). The subject property is located at 1293
William D. Tate Avenue and zoned "HC" Highway Commercial with a
conditional use permit for a planned commercial center for retail development.
4. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Conditional Use Application CU94-06 submitted by Suntec Industries
for Granite Investments, Ltd/Deli Mart requesting a waiver to specific
requirements of Section 47E.2 pursuant to Section 47F of Ordinance No. ,
82-73, as amended, and requesting a conditional use permit to amend a site
plan approved by Ordinance No. 92-37 to allow the placement of awnings with
signage on the exterior of the building. The subject property is located at 3125
Ira E. Woods Avenue and is zoned "CC" Community Commercial with a
conditional use permit for gasoline sales and possession,storage, retail sale and
off-premise consumption of alcoholic beverages (beer and wine only} in
conjunction with the operation of a convenience store, car wash and auto repair
establishment.
5. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Special Use Application SU94-01 submitted by Southwestern Bell
Mobile Systems, Inc. requesting a waiver to specific requirements of Section
47E.2 pursuant to Section 47F of Ordinance No. 82-73, as amended and
requesting a special use permit to develop an equipment building and 106 foot
monopole cellular telephone antenna. The subject property is located at 3517
William D. Tate Avenue and is zoned "PID" Planned Industrial Development
District.
6. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Zoning Application Z94-03 submitted by Grapevine/Colleyville
Independent School District requesting rezoning of 2.074 acres from "R-7.5"
Single-Family District Regulations to "GU" Governmental Use Disirict. The
property is located at 2503 Pool Road and tennis facilities for Grapevine High
School are proposed to be constructed.
7. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Zoning Application Z94-04 submitted by Grapevine/Colleyville
Independent School District requesting rezoning of 15.184 acres from "HC"
Highway Commercial District Regulations to "GU" Governmental Use District.
The property is located at 3433 Ira E. Woods Avenue and athletic fields for
Grapevine High School are proposed to be constructed.
8. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Zoning Application Z94-05 submitted by Grapevine/Colleyville
Independent School District requesting rezoning of 27.940 acres from "R-MF-2"
Multi-Family Residential District to "GU" Governmental Use District. The
property is located at 4407 Heritage Avenue and a future high school is
proposed to be constructed.
9. City Council and Planning & Zoning Commission to conduct a public hearing
relative to the final plat application submitted by Mr. Jimmy C. Payton for Lot
1 R-1, Block 1 R, Payton-Wright Addition being a replat of Payton-Wright
Addition and Lot 1 R, Block 2, Hayley Addition. The subject property is located
westbound State Highway 114 Frontage Road, west of Main Street.

10. Conduct a public hearing relative to revised Land Use Assumptions, consider
a resolution approving revised Land Use Assumptions which will be used to
develop a revised Capital Improvements Plan for Water and Wastewater
Systems pursuant to which Water and Wastewater Impact Fees may be
imposed and take any necessary action.
NEW BUSINESS
' 11 . Consider a resolution approving the issuance by Grapevine Industrial
Development Corporation (the "Issuer") of an issue of 58,000,000.00 Industrial
Development Revenue Bonds, Series 1994 (Trencor Jetco, Inc. Project); and
approving the resolution of the Issuer authorizing the bonds, the issuance of the
bonds authorized thereby, the bond documents and take any necessary action. :
12. Consider a resolution authorizing an agreement with Texas Department of
Transportation (TxDOT) for a Congestion Mitigation and Air Quality
Improvement Grant in association with Lake Grapevine Trail Project and take
any necessary action.
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon
as one business item. Any member of the City Council or member of the audience
may request that an item be withdrawn from the consent agenda and placed before ,
the City Council for full discussion. Approval of the consent agenda authorizes the
City Manager, or his designee, to implement each item in accordance with Staff
recommendations.
13. Consider a resolution amending Resolution No. 79-35, as amended, to alter the
membership of the Golf Course Advisory Board to reflect one additional citizen
member and one less member from Metro Hotels, Inc. Golf Course Advisory
Board and Golf Director recommend approval.
14. Consider authorizing destruction of certain Police and Utility Billing departmental
records in accordance with State Law. Staff recommends approval.
15. Consider resolutions authorizing and directing Staff to proceed with the
execution of five environmental grants for the Parks & Recreation Department:
• Production of instructional composting video
• Production of film on used oil recycling
• Master Composter Outreach Project
• Grapevine Compost Demonstration Project
• Development of Master Composter Program
Parks & Recreation Director recommends approval.
16. Consider an ordinance amending the Grapevine Code of Ordinances, Chapter
23 Traffic, Section 23-27 Speed Limits -- Schedules of Additional School Zones
relative to Pool Road. Public Works Director recommends approval.
17. Consider authorizing a waterline oversizing reimbursement to Centurion
American Custom Homes, Inc. for the oversizing costs associated with
construction of the 12-inch Parr Lane waterline. Public Works Director
recommends approval.
18. Consider amending the Wastewater Treatment Plant Dechlorination Design
Contract with Freese and Nichols, Inc. Public Works Director recommends
approval.
19. Consider ratification of an emergency repair by Hytill Motor and Trailer
Company to a variable speed lift station pump motor. Public Works Director
recommends approval.
20. Consider award of Bid 94-519 Disposal of Debris to the lowest and best bidder
meeting specifications, SEGO Landfill, to establish contract pricing. Public
Works Director recommends approval.
21 . Consider approval of the minutes of the April 5, 1994 City Council meetings.
City Secretary recommends approval as published.

ITEM 1 . PRESENTATION 1993 VOLUNTEER OF THE YEAR AL AND ALICE
TAMOL
Mayor Tate presented AI and Alice Tamol a plaque in honor of being selected as
Grapevine's 1993 Volunteer of the Year. Mayor Tate thanked Mr. and Mrs. Tamol for
dedicating their time and efforts to the St. Vincent de Paul Society, an organization
affiliated with the St. Francis of Assisi Catholic Church in Grapevine.

Mayor Tate declared the public hearing open.
Planner Marcy Ratcliff advised the applicant had submitted a letter requesting
withdrawal of Conditional Use Application CU94-04 and final plat application of Lots
2R, 3, and 4, Block 1 , Towne Center Addition No. 2, being a replat of Lot 2, Block 1 .
The conditional use application was submitted by Mayse & Associates for Boston
Chicken Restaurant requesting a waiver to specific requirements of Section 47E.2
pursuant to Section 47F of Ordinance No. 82-73, as amended, and requesting a
conditional use permit to amend a site plan approved by Ordinance No. 93-29 to allow
the development of a restaurant with a proposed drive through window. The subject
property is located at 1100 State Highway 114 West and is zoned "CC" Community
Commercial with a conditional use for a planned commercial center.
Ms. Ratcliff stated the applicant's reason to withdraw was a different tract had been
chosen to develop.
Mayor Pro Tem Ware offered a motion to approve the applicant's request to withdraw
the conditional use application and final plat application. Council Member Traverse
seconded the motion and the vote was as follows:
Ayes: Tate, Ware, Spencer,Wilbanks, Traverse, Pittman & Wickman
Nays: None

Council Member Spencer inquired if an agreement was required between business
� owners on shared parking. Ms. Ratcliff stated that a written agreement was not
required and noted that the shared parking was designated on the master site plan for
the planned commercial center. Mr. John Evans, representing the applicant, stated
that a written agreement between business owners did exist.
Mayor Tate invited guests present to comment regarding the conditional use
