This letter confirms on March 27, 2013, the Historic Preservation Commission
approved with conditions #CA13 -25 for the property addressed 314 East College
Street, legally described as Block 22 Lot 5C, Grapevine, City of, Grapevine, Texas.
The following was approved on this Certificate of Appropriateness:
for the installation of an iron driveway gate with electric opener equipment,
pedestrian access gate and fence for the shared driveway of the properties at
310 East College Street ( #CA13 -13) and 314 East College Street ( #CA13 -25)
per the presented photograph with slight arch in gate top with the following
conditions:
• the fence and gate pickets have closed tops and all pickets are to be
straight with no spirals;
• the driveway gate post with hinge is to be located at the southern most
corner board of the chimney gable end of 314 East College Street as per
the attached drawing;
• a revised drawing of the driveway gate, pedestrian access gate and
fence be submitted for approval; and
• a permit is required from the Building Department.
An approved Certificate of Appropriateness is not an approved Building
Permit and a permit 0 / is not required. Contact the City of Grapevine's
Building Department at 817 -410 -3165 for fees and information regarding
permits.

An application was filed in the office of Historic Preservation requesting Historic
Preservation Commission approval for Certificate of Appropriateness #CA13 -25 on the
property addressed as 314 East College Street.
The application was filed by the owner of 314 East College Street for the Commission to
hold a public hearing relative to a request for Certificate of Appropriateness CA13 -25 to
install an ornamental iron fence, walk gate and driveway gate across the shared driveway
with the property at 310 East College Street.
A public hearing regarding this application will be held by the Historic Preservation
Commission on Wednesday, March 27, 2013 at 6:00 PM, in the Grapevine Convention &
Visitors Bureau 2nd Floor Board Room, 636 South Main Street, Grapevine, Texas 76051.
Appendix G, Section 7.(C) of the Grapevine City Code requires that the Commission shall
deny, approve, or approve with conditions any Certificate of Appropriateness application
within 30 days of receipt of a completed application, determining whether the proposed
work is consistent with the regulations contained in this ordinance, in all applicable
ordinances, and in the zoning ordinance designating the Historic Landmark Districts. Upon
posted notice, and notification by regular mail at least five (5) days in advance to the
immediately adjacent property owners as that ownership appears on the last approved tax
roll, the Commission shall conduct a public hearing on the application, at which time an
opportunity is provided for proponents and opponents of the application to present their
views.
If you cannot or do not wish to attend the public hearing, the attached form is
provided for your convenience.

RECOMMENDATION:
Staff recommends the Historic Preservation Commission approval with conditions of Certificate
of Appropriateness #CA13 -13 for the property located at 314 East College Street, legally described
as Block 22, Lot 5C, City of Grapevine to the Grapevine Historic Preservation Ordinance 91 -73
(Appendix G — Grapevine Code of Ordinances), as amended for the following items:
Construct an iron fence with driveway gate, electric gate opener equipment and access
gate, across a driveway shared with 310 East College Street
with the conditions that the fence pickets have closed tops; that the top of the gate be
straight without the arch top and that the placement of the fence gate be moved to the end
of the corner wall with the house at 314 East College Street.
BACKGROUND:
Certificate of Appropriateness application #CA13 -25 was submitted on March 8, 2013 by Ruben
Deleon requesting approval of a plan by the owner of 310 East College Street to construct an iron
fence with driveway gate and access gate between the two properties at 310 and 314 East College
Street. Homeowners David Cox and Shelley James worked with Chris Gruensfelder of Lambert's
Ornamental Iron to develop the plan. Because the proposed iron fence with gates would be
installed on two properties, it is necessary to have this case reviewed by the Historic Preservation
Commission for two separate cases, one for each property, 310 and 314 East College Street. The
driveway gate which would serve both properties would be supported on a post set on the property
at 314 East College Street.
The proposed location of the fence inappropriately intersects with the brick chimney and feature
wall of the house at 314 East College. This problem would be resolved by moving the fence three
feet south to the corner of the wall of the house at 314 East College Street.
The proposed driveway gate features an arched top and the fence has pointed metal iron pickets
that are not appropriate to the Bungalow houses they would adjoin. Staff provided the owner with
the attached examples of period- appropriate fence styles for Bungalow Homes. These example
fences and gates have simple, clean lines and closed tops.
Staff recommends approval of Certificate of Appropriateness application #CA13 -25 for a new
shared driveway gate, access gate and fence with conditions that the fence pickets have closed
tops; that the top of the gate be straight without the arch top and that the placement of the fence
gate be moved to the end of the corner wall with the house at 314 East College Street.
