RECOMMENDATION:
Staff recommends the Historic Preservation Commission approve with conditions Certificate of
Appropriateness #CA13 -27 for the property located at 510 Smith Street, legally described as Block
31, Lot 3B, City of Grapevine, to the Grapevine Historic Preservation Ordinance 91 -73 (Appendix G
— Grapevine Code of Ordinances), as amended for the following items:
construct new two-car garage and driveway on south end of existing house
as per attached plans with the conditions that all doors, windows, siding, trim, roofing, paint
colors and light fixtures be approved on a separate Certificate of Appropriateness and that a
building permit be obtained from the building department.
BACKGROUND:
Certificate of Appropriateness application #CA13 -27 was submitted on March 12, 2013 by the
applicant Bob Bintliff construct a new two -car garage and driveway on the south end of his existing
house. The property is located within the College Street Residential Historic District. The large, one
story ranch -style house was originally constructed in the 1960s and contained a complete in -law
apartment. Bob Bintliff purchased the house in 2007 and extensively renovated the interior several
years ago. This garage addition was planned in 2007 and the design reviewed by Historic
Preservation staff for compliance with Design Guidelines. The owner did not build the garage at
that time due to financial changes brought about by the downturn in the economy during 2008. A
Grapevine Township Revitalization Project grant was awarded for the property which was used to
restore the exterior of the house.
The house does not presently have a garage. The owner has offered the house for sale and has a
buyer who wishes to construct a two -car attached garage on the south end of the house. Plans
were prepared by M. J. Wright Architects which are attached with this packet for your review,
indicating the character of the proposed addition and its impact on the orginal house.
Staff recommends approval with conditions of Certificate of Appropriateness #CA13 -27 for the new
garage which was designed following the Design Guidelines established for the property with the
conditions that all doors, windows, siding, trim, roofing, paint colors and light fixtures be approved
on a separate Certificate of Appropriateness and that a building permit be obtained from the
building department.

This letter confirms on March 27, 2013, the Historic Preservation Commission
approved with conditions #CA13 -27 for the property addressed 510 Smith
Street, legally described as Block 31, Lot 3B, Grapevine, City of, Grapevine, Texas.
The following was approved on this Certificate of Appropriateness:
to construct a new driveway and two -car garage attached to the south end of
the existing house with the conditions:
1) the proposed plans for a gable roof are changed to a hip roof and the
revised plans be submitted for approval;
2) all doors, windows, siding, trim, roofing, paint colors and light fixtures be
approved on a separate Certificate of Appropriateness;
3) a building permit is obtained from the Building Department.
An approved Certificate of Appropriateness is not an approved Building
Permit and a permit is . / is not required. Contact the City of Grapevine's
Building Department at 817 -410 -3165 for fees and information regarding
permits.
