Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU16-14 (Ord. 2016-33) approved at the June 21, 2016
meeting for a planned commercial center to establish an automobile dealership and a
20 -foot pylon sign, specifically to allow for the addition of shade structures, and take any
other action necessary.
With this request the applicant proposes to add shade structures for Grapevine Porsche
on the subject site. The shade structures are proposed to be located within the west
half and north half of the site, adjacent to the north and west sides of the sales and
service building. The combined area of the shade structures is 213,493 square feet, are
approximately 16 feet in height and will be placed atop 807 parking spaces. The
purpose of the shade structures is to provide hail protection for vehicle inventory and
employee vehicles.
At the July 16, 2013 meeting City Council approved Conditional Use Request CU13-15
(Ord. 2013-33) and established a planned commercial center for the Park Place
Mercedes dealership and incorporated 14 more acres into the dealership to
accommodate parking/vehicle storage for both Lexus and Mercedes. The subject site
was the area designated as the parking/vehicle storage for both Lexus and Mercedes.
The City Council at the June 21, 2016 meeting approved Conditional Use Request
CU16-14 (Ord. 2016-33) to allow a dealership (Grapevine Porsche) and a 20 -foot pylon
sign on the subject site. The City Council also approved Planned Development Overlay
PD16-05 (Ord. 2016-43) to allow a reduction in the masonry requirement from 70% to
0% and allow a combination of aluminum composite material (ACM) and pre -finished
corrugated aluminum. The subject site has one point of controlled access along Texan
Trail and one point of controlled access along Minters Chapel Road.
No additional changes are proposed to the subject site.

SUBJECT: CONDITIONAL USE REQUEST CU19-39, LOT 1R, BLOCK 1, PARK
PLACE MERCEDES
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU13-15 (Ord. 2013-33) approved at the July 16, 2013
meeting to establish a planned commercial center and allow for additional parking,
specifically to allow for the addition of shade structures, and take any other action
necessary.

With this request the applicant proposes to add shade structures for Park Place
Motorcars Mercedes Benz Grapevine on the subject site. The shade structures are
proposed to be located within the northeast quadrant of the site, on the north side of the
sales and service building. The combined area of the shade structures is 77,203
square feet, are approximately from 12 feet in height to 16 feet in height and will be
placed atop 355 parking spaces. The purpose of the shade structures is to provide hail
protection for vehicle inventory.
The City Council at the December 15, 2009 meeting approved Conditional Use Request
CU09-43 (Ord. 2009-57) on the subject site to allow for a 20 acre Park Place Mercedes
dealership with dual frontage along Texan Trail and Minters Chapel Road. The
approval also included a 20 -feet in height pylon sign and a monument sign. The City
Council at the July 16, 2013 meeting approved Conditional Use Request CUl 3-15 (Ord.
2013-33) to establish a planned commercial center and add 14.07 acres immediately
adjacent to the north into the approved dealership to be used for parking for the Park
Place Mercedes and Park Place Lexus dealerships. The approval also included access
along Minters Chapel Road and one monument sign. The City Council at the June 21,
2016 meeting approved CU16-14 (Ord. 2016-42) to establish a new automobile
dealership (Grapevine Porsche) within the expanded parking area.
The Site Plan Committee at the October 12, 2017 meeting approved Conditional Use
Request CUl 7-21 to allow for an increase in area of the subject site to allow additional
parking. The request proposed a 9,697 square foot expansion to the subject site along
Texan Trail and utilize a portion of the expansion area to accommodate 54 additional
vehicle display parking spaces. The proposed expansion was a result of the property
owner acquiring TX DOT right-of-way along Texan Trail. Improvements proposed with
the approval including the 54 space parking lot expansion, shade structures shown in

the northeast portion of the site and the relocation of 19 existing trees due to proposed
pavement and utility easements within the expansion area have never occurred.
No additional changes are proposed to the subject site.

Staff recommends the Site Plan Review Committee consider the proposed changes to
Special Use Request SU15-02 (Ord. 2015-021) approved at the April 21, 2015 meeting for
a planned commercial center to allow for a church in a non-residential district, specifically to
allow the additions of 0.757 acres to the subject site and take any other action necessary.
With this request the applicant proposes a 32,974 square foot expansion to the subject site
along Ponderosa Trail. The proposed expansion area is adjacent and east of the subject
site and is the undeveloped portion of Lot 1A -2R, Block 1, W. R. Lawler Addition, the
remainder which is currently developed as a professional office use. The subject site and
the expansion area are proposed to be platted as Lot 1 R, Block 1, Philippians Addition.
Two points of access were approved to the subject site. The primary access is from
eastbound Ira E. Woods Avenue into a single driveway located at the northwest corner of
the site. The secondary access is from a single driveway located midway along the east
property line and Ponderosa Trail (a private drive). The subject site and the expansion area
will continue to have access from Ponderosa Trail. The expansion area contains an
existing common access easement which provides the professional office use access to
Ponderosa Trail. The property owner has not determined how the expansion area will be
utilized.

Special Use Request SU15-02 (Ord. 2015-021) was approved by the City Council at the
April 21, 2015 meeting. The request was to allow for a new 37,635 square foot church (121
Community Church) with seating for 850 persons and 448 parking spaces on the subject
site. Two points of access were approved to the site. The primary access is from
eastbound Ira E. Woods Avenue into a single driveway located at the northwest corner of
the site. The secondary access is from single driveway located midway along the east
property line and Ponderosa Trail (a private drive).
The Site Plan Review Committee at the November 17, 2015 meeting approved Special Use
Request SU15-04 to allow for revisions to the building footprint and exterior elevation
changes for 121 Community Church. The changes included a 2,265 square foot building
expansion from 37,635 square feet to 39,900 square feet. Sanctuary seating decreased 34
seats from 850 seats to 816 seats. Impervious area and open space on the subject site
both increased.
No additional changes are proposed to the subject site.
