CITY OF GRAPEVINE
The Planning and Zoning Commission Tri- Annual workshop Meeting of the City of
Grapevine, Texas, met Tuesday evening, January 25, 1994 at 5:30 p.m., in the
Conference Room #204, Police Building, 307 west Dallas Road, Grapevine, Texas,
with the following members present to wit:

After dinner, the Planning and Zoning Commission convened in room #204 where
Chairman Ron Cook called the meeting to order at 6:30 P.M.
NEW BUSINESS:
CONSIDER AMENDINGCOMPREHENSIVE ZONING ORDINANCE 82-73 SECTION 5B
OFF- STREET PARKING REQUIREMENTS RELATIVE TO APARTMENTS
CONDOMINIUMS, TRIPLEX AND FOURPLEX MULTIFAMILY UNITS
Director of Community Development, Tommy Hardy, introduced Brett Nichols of Real
Estate Corporation of America and Sanford Steinberg, Architect, to address parking
requirements of the R -MF -Z Multifamily District. Brett Nichols explained they were
proposing to develop a new apartment complex near Charter Hospital. He was
requesting the Planning and Zoning Commission consider reducing the 2.5 parking
space requirement to allow more room on the development for open space and
recreational activities. He said a parking study had been done on the other apartment
complexes in the area and found that the 2.5 required parking spaces were more than
were necessary.

Durin g discussions Commission members discussed the close proximity to the lake
and the large amount of boats and recreational vehicles stored on these properties
snake the additional parking necessary. There was no consensus to change the
current parking requirements
Tommy Hardy, Director of Community Development, then introduced Randy Howell
to speak to off - street parking space requirements for triplex and fourplex units.
Again, there was no consensus to change the current parking requirements with a
suggestion that if he could not meet the current requirements he needed to request
a variance from the Board of Adjustment.
CONSIDER AMENDING COMPREHENSIVE ZONING ORDINANCE 82-73---TO ALLOW
STORAGE BUILDINGS AS PERMITTED ACCESSORY USES IN COMMERCIAL
DISTRICTS
Ron Yeary and Craig Johnson of Burger Street, Inc. were introduced to discuss their
request to allow an outside storage building as a permitted accessory use in any
commercial district. Specifically, Burger Street would like to have an outside storage
building to be used as a freezer for frozen food in a community Commercial District.
Currently, Highway Commercial is the only commercial district that allows an outside
storage building as a permitted accessory use.
Commission members discussed attaching the frozen storage area to the rear of the
building rather than having it placed at the rear of the lot. The Commission carne to
a consensus that there was no reason to amend the Zoning Ordinance to allow
outside storage as an accessory use in any commercial zoning districts.
CONSIDER AMENDING COMPREHENSIVE ZONING ORDINANCE 82 -73 TO REQL�IRE
EXISTING BUSINESSES TO PROVIDE SCREENING FROM RESIDENTIAL DISTRICTS
Mrs. Joni Espinoza - Smith was introduced to address the request to require existing
commercial businesses to provide screening from adjacent residential districts. She
was expressing a complaint about the time of the dumpster pickup early in the
mornings and the amount of noise from employees on break in the rear of the building
that backs up to her property.
The Commission discussed they could not retroactively require existing businesses to
provide a screening fence. In order for them to require screening fences the zoning
on the property must change. The Commission suggested that she contact the
property owner and propose to share the cost of a screening fence between her
property and the existing commercial use. They also told her the time of the
durnpster pick up could be controlled and Staff would research the problem with
Laidlaw, Inc.

PROFESSIONAL OFFICE DISTRICT TO AMEND BUFFER AREA REGULATIONS
Tim Lancaster was introduced to explain his request to consider amending the buffer
yard requirements to reduce the placement of a building or structure from two times
the height of the building or structure or twenty five feet as a minimum in the
Professional office District to one and one half the tunes of the height of the building
or structure required before September 21, 1 993 to any residentially zoned property.
His concern was that he could not make his professional office district, adjacent to
Baylor Hospital, work with the new restrictions.
Staff provided a map showing professional office districts adjacent to residential
zoning districts.
The Commission explained the reason they changed the ordinance was to allow
residential use abutting professional office districts a greater measure of privacy,
They explained that parking is allowed in the buffer yard with a ten foot landscape
requirement. They further stated they save no reason to change the requirement and
if he could not make a development work he could seek a variance from the Board of
Zoning Adjustment.
CONSIDER AMENDING THE COMPREHENSIVE ZONING ORDINANCE 52 -73 OFF -
STREET PARKING REQUIREMENTS SECTION 56 RELATIVE TO EATING AND
DRINKING ESTABLISHMENTS WITH NO SERVICE TO AN AUTOMOBILE,
Councilwoman Sharron Spencer suggested the Planning and Zoning Commission make
a report to the City Council at the February 15, 1993 meeting that they will survey
the parking requirements of eating and drinking establishments with no service to an
automobile. She further suggested the Planning and Zoning Commission at the
February 15th meeting make a formal recommendation to consider placing no parking
signs on CrossRoads Drive,
Larry Oliver moved, with a second by Cathy Martin, to study and report to City
Council on February 15, 1994 on the off - street parking requirements, Section 56,
relative to eating and drinking establishments with no service to an automobile
and consider making a formal recommendation to the City Council to place no parking
signs on CrossRoads Drive which prevailed by the following vote:
Ayes: Cook, Oliver, Martin, Young, Balvin
Nays: None
Absent: Freed and Stamos

QONSIDER COMPREHENSIVE MASTER PLAN RELATIVE To STATE HIGHWAY 360
CORRIDOR
Staff asked the Commission for direction to proceed with the State Highway 380
Corridor Study.
The Commission agreed the State Highway 380 Corridor Study was needed and
directed Staff -to provide a colored land use reap at the same scale as the existing
zoning reap to make a better comparison at the February 15, 1994 meeting. They
discussed setting a mobile workshop to view the corridor relative to the current
Master Land Use Plan. They also discussed initiating a zone change to governmental
use for park land in the Bear Greek flood plain.
OLD BUSINESS:
Marc y Ratcliff, Planner, told the Commission the topographical maps of the northwest
quadrant of Grapevine would soon be ready to begin review and study a land use plan
of the area.
Chairman Ron Cook made a recommendation that the Commission have a workshop
on March 1, 1994 to discuss the State Highway 360 Corridor and the Northwest
Quadrant to provide a land use plan for both areas.
Marcy Ratcliff also asked if anyone would like to participate at the National APA
conference in San Francisco, California April 18, 1994. Member Curtis Young was
chosen to attend.
ADJOURNMENT:
With no further business for the Commission to consider a motion by Marvin Balvin
and a second by Cathy Martin was to adjourn the meeting at 8:40 P.M., with the
prevailing vote as follows:

Nays: gone
Absent: Freed and Stamos
Young, and Balvin
