The Planning and Zoning Commission of the City of Grapevine.. Texas, met in ,point
Public Hearing with the City Council, on this the 16th day of May, 1995, in the City
Council Chambers, Room #205, 307 west Dallas Road, Grapevine, Texas, with the
following members present to wit:

PUBLIC NEARING
Mayor Tate called the joint meeting to order at 7:50 P.M., and Chairman Ron Cook
called the Planning & Zoning Commission deliberation session to order at 8:15 P. v
Z95 -03 - ALI PIROUZ
First on the Agenda for the Commission to consider and snake a recommendation to
the City Council was Zone Change Request Z95 -03 submitted by Ali Pirouz for
M.M.D.A. requesting to rezone 4.846 acres from "R_20" Single Family to "R- 12.5'
Single Family. The subject property is located at 3056 Nall - Johnson Road and is not
platted at this tune. The request would allow the density to increase from 2 units per
acre to 3 units per acre. The current zoning would allow a maximum of 9.6 units per

acre and the proposed zoning would allow a maximum of 14.5 units per acre. The
applicant has submitted a proposed layout of the property developed with 10 lots and
a maximum density of 2.08 units per acre.
Marcy Ratcliff explained to the Council and the Planning & zoning Commission the
applicant was requesting to table the public hearing until June 20, 1995 to allow
additional time to address concerns of the adjacent property owners and draw up
deed restrictions for the property.
Curtis Young moved, with a second'by Cathy Martin, to table zone Change Request
Z95-03 to the June 20, 1995 public hearing.
Z95 -04 - INDUSTRIAL DEVELOPMENTS INTERNATIONAL
Next for the Commission to consider and male a recommendation to the City Council
was Zone Change Request Z95 -04 submitted by Mr. Doug Johnson for Industrial
Developments International. The applicant is requesting to rezone 118.882 acres
from "R -20" Single Family District to "BP" Business Park District. The subject
property is located at 5000 State Highway 121 north and is proposed to be platted
as Df FW Trade Center. The applicant is proposing to develop 1,882,095 square feet
of warehouse /distribution facilities in Grapevine and 1,28 `,000 square feet in Coppell.
The subject property was once a part of the "Terra Tract" which was a part of a large
zoning casein 1985. This same property was disannexed on June 15, 1993 and was
reannexed on June 21, 1994. The property was automatically zoned "R -20" Single
Family when it was reannexed into the City Limits of Grapevine. A portion of the
property disannexed was settled with a boundary line dispute with the City of Coppell
and is no longer a part of the City of Grapevine.
Matt Goodwin, of Goodwin and Marshall, was introduced to respond to questions
relative to the request. Planning & zoning Commissioners expressed concerns about
buildings, proposed on the concept plan, that would split the city limit boundary lines.
Trent Petty, City Manager, told the Commissioners that an Interlocal Agreement was
being negotiated relative to utilities and public services for the proposed development
between the Cities of Grapevine and Coppell. Further, he stated the Council had
discussed the agreement in executive session that evening. Others expressed
concerns relative to the appearance of loading dock doors from State Highway 121
requesting the developer consider landscaping features to conceal the view from the
roadway.

With no further questions, guests to speak, nor letters or petitions, the public hearing
was closed.
In the Commission's deliberation session, Tommy Hardy, Director of Development
Services, addressed members concerning the Interlocal Agreement between the cities
of Coppell and Grapevine. He told them the development would operate under one
set of rules with the City of Grapevine controlling the zoning codes and building
codes* There would also be agreements for water and sewer service furnished by the
Cit y p of Grapevine. Police and Fire protection would be provided by the City of
Coppell. The tax base generated by the development would be split between the two
cities.
Commissioners were also concerned about the property which had been dedicated to
the Grapevine Colleyville Independent School District or money to be donated in lieu
of donated property from the old zoning case on the Terra tract. Mr. Hardy said he
believed the agreement for property designated as school land or monies to be
donated to schools event away with the disannextion of the property.
Commissioners discussed landscaping of the buildings fronting on the State Highway
with overhead dock doors exposed to public right -of -way view. Members were
reminded that a grade crossing was planned by the Texas Department of
Transportation and landscaping of the development would be difficult to conceal the
dock doors. Mr. Cary Sieb, Director of Planning and Community Services, City of
Coppell was introduced to add comments relative to the request. He told
Commissioners the City of Coppell was in favor of the development. He told the
members that landscaping of the development was also an issue that would need to
be addressed by their Planning and Zoning Commission and City Council. He said the
City of Coppell was planning to mirror the requirements of the City of Grapevine's
Business Park District so that development would be consistent.
Steve Stamos moved to approve Zone Change Request ZB5- 04-, conditional on
approval of the Interlocal Agreement between the City of Grapevine and the City of
Coppell. Marvin Balvin seconded the motion which prevailed by the following vote:

Z95 -05 -CITY OF GRAPEVINE
Next for the Commission to consider and make a recommendation to the City Council
was Zone Change Request Z95 -05 submitted by the city of Grapevine. The applicant

is requesting to rezone 0.5653 acres from "CN" Neighborhood Commercial to "CBD"
Central Business District for development of a parking lot for the future City Hall. The
subject property is located at 300 Texas Street and is proposed to be platted as Lot
26A, Block 1, Grapevine City Hall Addition. The concept plan shows a parking lot
containing 73 off - street parking spaces screened by an 8 foot wooden screening
fence along the northern and pastern perimeters for the development of the future City
Nall parking lot.
Michael webb, Director of Internal Services for the City of Grapevine, was introduced
to respond to questions relative to the request. council member Sharron Spencer
expressed concerns over the number of trees on the existing property. Michael Webb
told the Council ArchiT'exas had completed a tree survey of the property. Mrs.
Spencer directed Staff to save as many trees as possible by utilizing planter islands
to contain existing trees.
With no questions from the City Council or the Planning and Zoning Commission.. no
guests to speak, nor letters or petitions, the public hearing was closed.
In the Commission's deliberation session, Staff was commended on trying to save as
many trees as possible on the lots. Marvin Balvin moved to approve Zone Change
Request Z95-05. Curtis Young seconded the motion which prevailed by the following
vote:

FINAL PLAT - LOT 26A BLOCK 1 GRAPEVINE CITY HALL ADDITION
Next for the Commission to consider and make a recommendation was Final Plat
Application for Lot 26A, Block. 1, Grapevine City Kali Addition being a replat of a
portion of Lot 26 and 27, Block 1, Original Town of Grapevine.
Marcy Ratcliff, Planner, explained the property is located at the northeast corner of
Church and Texas Streets. The applicant is replatting the property to consolidate
portions of two lots into one lot to develop as a parking lot to serve the future city
hall.
The site contains 0.5653 acres and is located on the east side of Church Street on
the north corner of Texas Street. The property is currently zoned "CN" Neighborhood
Commercial and is proposed to be rezoned to "CBD" Central Business District.

In the Commission's deliberation session Steve Stamos moved, with a second by
Cathy Martin,, to approve the Statement of Findings and the Final Plat of Lot 26A,
Block 7 Grapevine City Hall !Addition. The motion prevailed as follows:

FINAL PLAT - LOT 1 R1 & 1132, BLOCK 5, RIDCFCRFST ADDITION
Next for the Commission to consider and make a recommendation was the Final Plat
application for Lot 1 R1 & 1 RZ, Block 5, Ridgecrest Addition, being a replat of Lot 1,
Block b, Ridgecrest Addition, submitted by Dellwood Development. The applicant is
requesting to final plat the subject property to divide 1 lot into 2 lots to develop
town homes .
The site contains 0.195 acres and is located on the south side of Wall Street west of
Dogwood Drive. The property is currently zoned R-8.5 Two Family District and is
undeveloped.
With no guests to speak to the request, nor letter or petitions, the public hearing was
closed.
In the Commission's deliberation session, Cathy Martin moved to approve the
Statement of Findings and the Final Plat Application of Lots 1 R1 & 1 R2, Block 5,
Ridgecrest Addition. Kathy Martinez seconded the motion which prevailed by the
following vote:
Ayes: Cook, Oliver, Martin.. Young, Balvin, Stamos and Martinez

END OF PUBLIC HEARING
PRELIMINARY PLAT - FW -TRADE CENTER
Next for the Commission to consider was the Preliminary Plat Application of the DFW
Trade Center submitted by Industrial Developments International. The applicant is
requesting to plat 116.882 acres to develop a mixed office distribution center
business park.
The property is located on the west side of State Highway 121 north of the DFW
Hilton Hotel and south of Denton Creek. The property is currently zoned "R -20"

Single Family District and is undeveloped.
Marvin Balvin moved, with a second by Steve Stamos, to approve the Statement of
Findings and Preliminary Plat Application of the D1Fw Trade center. The motion
prevailed by the following vote:
Ayes: Cook, Oliver, Martin, Young, Balvin, Stamos and Martinez

FINAL PLAT - LOT 1 jr BLOCK MUSTANG SQUARE
Next for the Commission to consider was the Final Plat Application of Lot 1, Block. 1,
Mustang Square submitted by vary Cooper. The applicant is requesting to final plat
the property to develop a retail strip center.
The property is located on the south side of Ira B. Woods Avenue, west of the
Grapevine Colleyville Independent School District Administrative Complex. The site
contains 4.598 acres and is currently zoned "CG" Community Commercial.
Members Ron Cook and Larry Oliver announced they would abstain from voting on the
Final Plat request because they were employed by the Grapevine Colleyville
Independent School District,
Steve Stamos moved to approve the Statement of Findings and the Final Plat
Application of Lot 1, Block 1, Mustang Square. Marvin Balvin seconded the motion
which prevailed by the following vote:
Ayes: Martin, Young, Balvin, Stamos and Martinez
Nays: None
Abstain: Cook and Oliver
MINUTES - APRIL 1$ 1995
Text for the Commission to consider were the minutes of the April 18, 1995 meeting.
Curtis Young moved, with a second by Cathy Martin, to approve the minutes for the
April 18, 1995 meeting as amended. The motion prevailed by the following vote:

Ratcliff reminded members of the Tri- Annual workshop scheduled for May 23,
1995 to be held in the Police Training Room #104 at 5:00 P.Ma
Chairman Ron Cook informed the Commission that he was not reapplying for
membership on the Planning & Zoning Commission. He stated he had been a member
since 1979 and felt it was time for someone new with fresh ideas to come on the
Commission to guide future planning efforts.
ADJOURNMENT
With nothing further to discuss, Curtis Young moved to adjourn the meeting at $:55
