CITY OF GRAPEVINE
The Planning and Zoning Commission Special Workshop Meeting of the City of
Grapevine, Texas, met Tuesday evening, October 25, 1994, at 6:30 p.m., in the
Conference Room #204, of the Police Building, 307 West Dallas Road, Grapevine,
Texas, with the following members present to wit:

following city Staff were also present:

CALL TO ORDER
Chairman Ron Cook called the meeting to order after dinner was served to the
Planning and Zoning Commission at 6:45 P.M.
BUSINESS
PLANNING AND ZONING COMMISSION TO CONSIDER A REQUEST FROM JIM
SWINNEY
Mr. Jim Swinney presented a preliminary site plan for future development of property
located between and fronting on Northwest Highway and Wall Street. He is proposing
to develop a commercial site on Northwest Highway with a heritage theme with large
residential lots with stables that would allow horses fronting on wall Street.
Tommy Hardy, Director of Development Services, advised Mr. Swinney the Planning
and Zoning Commission would need to review the site plan for setback requirements,
buffering, and required parking before they could consider approving his request.
Commission members discussed the concept of the proposed development with Mir.
Swinney and advised him of issues they would like to see resolved relative to parking
and open space area.

PLANNING AND ZONING COMMISSION TO REVIEW SECTION 60,- SIGN STANDARDS
RELATIVE TO THE CENTRAL BUSINESS DISTRICT
The Historic Preservation Commission, at the direction of City Council, reviewed and
recommended specific amendments to Section 60, Sign Standards relative to the
"CBD" Central Business District . The specific amendments proposed would eliminate
discrepancies between the Historic Guidelines for Main Street and Section 60, Sign
Standards. The Planning and Zoning Commission reviewed the Historic Preservation
Commission's proposed amendments relative to sandwich board signs and historic
wall signs. Commission members expressed concerns over sandwich board signs
being placed in the middle of the sidewalk and in front of adjacent businesses. They
also wanted to clarify the limit size of the signs to two feet in width and three feet in
height. Placement of the signs would be limited to a distance not to exceed one foot
spread from the building face and must be directly in front of their oven business
location.
Marvin Balvin moved., with a second by Curtis Young, to set amendments to Section
60, Sign Regulations for public hearing on November 15, 1994. The motion prevailed
by the following vote:
Ayes: Cook, Oliver, Martin, Young, Balvin, Newby and Antilla

PLANNING AND ZONING COMMISSION TO REVIEW PROPOSED SECTION 30
AMUSEMENT RECREATIONAL DISTRICT"
Members reviewed changes from the September 27, 1994 workshop relative to the
proposed Section 30, Amusement Recreational District. Tommy Hardy, Director of
Development Services related to the Commission he was going to meet with Bart
Bradford of Carter & Burgess and was expecting to receive a similar zoning district
from another city that may aid their efforts in clearly defining uses in the proposed
district. Members agreed that no action be taken on the proposed district at this time.
PLANNING AND ZONING COMMISSION TO REVIEW SECTION 31 LIGHT
INDUSTRIAL DISTRICT
Tommy Hardy, Director of Development Services, explained that concerns have been
expressed relative to outside storage and the H.C. Beck Construction Company yard
site on State Highway 360 and William D. Tate Avenue. He also reported Staff had
made some revisions relative to outside uses and outside storage. Staff
recommended the Planning & Zoning Commission scrutinize the district to determine
the uses and any outside storage to be allowed in the district. Changes to Section
31, Light Industrial District will have a significant effect on light industrial
development in the City of Grapevine. Members agreed that no action be taken.

Next for the Commission to consider were the minutes of the September 27, 1994
workshop.
Cathy Martin, with a second by Curtis Young, moved to approve the minutes of
September 27, 1994. The motion prevailed as follows:

MISCELLANEOUS

Marcy Ratcliff discussed the dates of the tri- annual workshops to be held in 1995.
Members requested the proposed date of May 30, 1995 be changed to May 23,
19950
Members also discussed the appropriate time to discuss items in the deliberation
session with Chairman Ron Cook and Tommy Hardy, Director of Development
Services.
ADJOURNMENT
With no further discussion, Marvin Balvin made a motion to adjourn the workshop.
Larry Oliver seconded the motion which prevailed by the following vote:
Ayes: Cook, Oliver, Young, Martin, Balvin, Newby and Antilla
Nays: None
Absent: Stamos and Martinez
The meeting was adjourned at 8:35 p. m.
