CITY OF GRAPEVINE
The Planning and Zoning Commission Special workshop Meeting of the City of
Grapevine,. Texas, met Tuesday evening, September 27, 1994, at 6:30 p.m., in the
Conference Room #204, of the Police Building, 307 West Dallas Road, Grapevine,
Texas, with the following members present to wit:

After dinner was served to the Planning and Zoning Commission, Ron Cook called the
meeting to order at 5:30 p.m.
BUSINESS
PLANNING AND ZONING COMMISSION TO REVIEW SECTION 31 LIGHT
INDUSTRIAL DISTRICT
Section 31 was discussed several months ago relative to uses with outside storage
and their development impact. Tommy Hardy explained that concerns have been
expressed regarding the H.C. Beck Construction Company yard site on State Highway
360 and William D. Tate Avenue. Mr. Hardy suggested reviewing each use of Section
31 to insure interpretations by Staff follow the Commission's interpretation of uses.
During discussion, Larry Oliver and Curtis Young suggested creating a new Business
District to accommodate those businesses that would not fit into an industrial type
district. A business district could attract a wider range of businesses locating in
Grapevine.
Curtis Young suggested the area along William D. Tate Avenue and State Highway
380 would be suitable locations for a business district.
Ron Cook feels these areas need off -ramps and better access or will not be attractive
to businesses.
The reflected changes consisted of no outdoor storage be allowed under Permitted
Uses and all uses to be within an enclosed building. The deletion of AA A.7 and
A." 4 were decided upon by the Commission.
Under Accessory Uses, changes consisted of no accessory uses to be allowed in the
front yard.
Larry Oliver felt the height of the building relative to buffering adjacent to a residential
area in the "Ll" Light industrial District needs to be amended because it is currently
less restrictive than What is required in the commercial districts.
Under Conditional Uses, C.4 was suggested to be deleted.
DISCUSSION OF THE NORTHWEST GRAPEVINE PLANNING DISTRICT AND THE
PROPOSED SECTION 30 AMUSEMENT RECREATION DISTRICT.
Marcy Ratcliff explained to the Commission the draft proposal of the AR, Amusement
Recreation District and how it may impact not only the newly annexed northwest area
of Grapevine, but all of Grapevine.
At 8:15 P.M.,. Chairman Ron Cook called for a five minute break. The meeting
continued at 8:20 p.m.
There was discussion concerning the 100 foot buffer between an AR district and a
residentially zoned area; the planned commercial center as defined in Section 12,
Definitions; parking requirements would be reviewed on an individual basis; and
outside storage would not be allowed.
Marcy Ratcliff said the revisions for the AR District would be presented to the
Commission at their next workshop.
REVIEW AND DISCUSS THE BYLAWS OF THE PLANNING AND ZONING
COMMISSION
Next the Planning and zoning Commission reviewed the Bylaws relative to the
addition of alternate members. Chairman Cook related he had spoken with the City
Attorney. John Boyle, relative to the participation of alternate members. He confirmed
the alternates can interact during discussion in the public hearings, but cannot vote,,
unless there is not a quorum.
MISCELLANEOUS DISCUSSION
Marcy noted that October 25, 1994, at 6 :00 p.m will be the next Planning and Zoning
Workshop. The commission will discuss proposed Section 30, Amusement
Recreational District, amendments to the Section 31, "Ll" Light Industrial District, and
Section 00, Sign Regulations as it relates to the Central Business District.
Tommy Hardy commended Marcy Ratcliff and Teresa Wallace on hove well they have
been preparing the information for the public hearings and how heavy their work load
has been.
Marcy Ratcliff informed the Commission there are five Planning and Zoning cases for
October.
ADJOURNMENT -
With no further discussion, Larry Oliver made a motion to adjourn the workshop.
Steve Starnos seconded the motion which prevailed by the following vote:
