Tate Called the joint meeting to order at 7:40 P.M., and Chairman Ron Cook called the Planning & Zoning Commission deliberation session to order at 8:45 P. M 0 INVOCATION Planning & Zoning Commissioner Curtis Young offered the Invocation. 1 P & Z Minutes 4/5/94 JOINT WORKSHOP PROPOSED AMENDMENTS TO COMPREHENSIVE MASTER PLAN - STATE HIGHWAY 360 CORRIDOR First on the Agenda for the Commission to consider and rake a recommendation to the city Council were proposed amendments to the comprehensive faster Plan 1974- 1994- Updated 1987, Map 2 Land use Plan relative to State Highway 360. In the Public Hearing, Marcy Ratcliff, city Planner advised the Planning and Zoning Commission held a workshop on January 18, 1994 to review the current Zoning, land use reaps, and the floodway and flood plain areas along the State Highway 360 Corridor. They met again on March 1, 1994 to review the draft land use map and to recommend final changes. They recommended the State Highway 360 corridor draft land use ma p to amend the Comprehensive Master Plan be set for a joint public hearing with City Council on April 5, 1994* Using wall maps to illustrate the boundaries of the study area, Marcy Ratcliff explained the proposed changes to the Comprehensive Master Plan by the Planning and Zoning Commission. She further explained that only four properties were really being effected by the change. They include the city property, Pear Creek Park, which is currently planned as "R --TH" Townhouse and "R -7.5" Lour Density Residential and is now proposed as Governmental Use. There are three tracts along Glade Road that are presently land use planned as love intensity commercial which are proposed to be planned as love density residential. These would include Arbormont Estates which is currently Zoned and developing as "R -7.5" Single Family Residential, Glade Tree Estates which is currently Zoned and developed as "R -7.5" Single Family Residential, and one tract that is mostly undeveloped and is proposed to be love density residential which is currently Zoned "CN" Neighborhood Commercial with one residence. Because this piece is surrounded by low density residential development the Planning & Zoning Commission thought this would be proper planning for the area. The other properties are to remain as developed and planned currently. With no guests to speak, one letter of opposition, the public hearing was closed. In the Commission's deliberation session, members discussed indicating the existing parks of Glade Crossing and Shadow Glen that are currently zoned "R -7.5" Single Family Residential be colored as green to indicate "GU" Governmental Use. with no further comments Cathy Martin, with a second by Marvin Balvin, moved to approve the amendments to the Comprehensive Master Plan including the changes illustrating the parks in the color green to indicate the use as governmental for a city park. Oliver, Martin, Nays: None Absent: Freed Young, Balvin, and Stamos NORTHWEST GRAPEVINE LAND USE STUDY - COMPREHENSIVE MASTER PLAN Text for the Commission to consider and make a recommendation was the land use study for the Northwest Grapevine area recently annexed in November of 1 993. The area has never been master planned by the City of Grapevine. Maps were used to illustrate the area east of Lonesome Dove Road and north of Foxfire Lane, north to the Corps of Engineer property and east to Meadowmere Park. The property is accessed from Dove Road west through Southlake and north on Lonesome Dove Road. Maps showing existing land uses and zoning currently in place were shown to depict the area being studied with a population of approximately 198 persons. There are approximately 28 single family residences and 63 mobile homes. A large portion of the properties are below the 572' elevation established by the Corps of Engineers which allows a flowage easement to that point. All buildings and structures below the 572' elevation must be approved by the Corps of Engineers. A third map was shown to illustrate property ownership of the annexed area. There are only three public right -of -ways which are Lonesome Dove Road, Burney Lane and Midway Road. Foxfire Lane and Gravel Road belong to the property owners with the exception of one property on Foxfire Lane. All of the properties annexed in November of 1993 are zoned "R -20" Single Family Residential, a love density single family use with minirnurr 20,000 square foot lot sizes. As a comparison of the area, an existing land use map of Southlake property adjacent to the study area showed mostly residential single family uses and agricultural land use. Marcy Ratcliff told the Planning and Zoning Commission and the City Council staff would address any questions relative to the study. With no questions from the Planning and Zoning Commission or the City Council, Mayor Tate asked if any guests were present who wished to speak. Comments regarding existing and proposed land uses were received from the following property owners: Phil Parker, 432 South Main Street, commented he had purchased the property, indicated in blue, shown as belonging to the American Bank of Grapevine. He is interested in creating a recreational area to serve needs of the lake area near Meadowmere Park. 3 P & z Minutes 4/5/94 James Light, 2399 North Lonesome Dove, commented regarding Virginia Lee Crawford's property. He was concerned about bullet holes he had found in the house presumably from the gun range operated by Doctor Mary Cannon. Doctor Cannon's property is east of the rear of Ms. Crawford's property. Scott Ritzman, 2299 Lonesome Dove Road, representing the Ranch of Lonesome Dove spoke regarding their proposed plans to develop a family recreational center. Jerry Yates, Lakeview Trailer Parr, asked when city services would be extended to the area. Mayor Tate asked citizens in attendance if they would like for the public hearing to stay open to allow there additional time to consider what type of developmental land use plans they would like to see for their area. Tommy Tardy, Director of Community Development, told the Council that the Planning and zoning Commission would be having another workshop to address the land use plans of the study area. He suggested another public hearing be held after the workshop planned for May 24, 1993. With no further comments, letter or petitions, the public hearing was closed. In the Commission's deliberation session, members discussed the lack of input from the property owners of the area. Staff was instructed to talk to the Corps of Engineers regarding recreational uses allowed on Corps property and the need for long term planning of recreational uses at Meadowmere Park.. Staff was instructed to talk to the Parks Department regarding their plans for the park. staff was instructed to follow up on the gun range and safeguards of surrounding property owners. Ron Cook, Chairman, instructed staff to set a workshop for May 24, 1994 to discuss these findings. Staff was also instructed to invite the property owners of the study area to attend the workshop for further input. With nothing further to discuss Larry Oliver, with a second by Cathy Martin, moved to adjourn the meeting at 9:15 P.M. which prevailed by the following vote: Ayes: Cook, Oliver, Martin, Nays: done Absent: Freed Young, Palvin and Stamos 0 P & Z Minutes 4/5/94 PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS, ON THIS THE DAY OF MAY, 1994.
