Tree Removal Permit TR95-06 - Gary Cooper submitted a tree removal permit applicant for the property located at 3115 Ira E. Woods Avenue, platted as Lot 1, Block 1, Mustang Square (adjacent to the GCISD Administration Building). The applicant is requesting to allow the removal of trees prior to the issuance of a building permit. The site plan is in the approval process. Public Works has reviewed and approved the civil construction plans as proposed. The applicant will be submitting a building permit in the next few weeks. See the attached memo from Public Works. Staff recommends the Planning and Zoning Commission to take any action deemed necessary. B. Amendments to allow Antennas on Existing Transmission Towers and Permitted Structures - Masterplan submitted a request for PCS PrimeCo, L.P. to the Planning and Zoning Commission to review their proposal and consider amending the Zoning Ordinance to allow antennas on existing transmission towers and on permitted structures. Currently, Section 49, Special Use Permits requires a special use permit for radio, television, or microwave towers in any business, commercial or industrial district and any microwave antennas and receivers in any district. See the attached letter and pictures of the proposal. Staff recommends the Planning and Zoning Commission take any action deemed necessary. C. Review the Future Land Use Map II of the Comprehensive Master Plan - Staff, as a result of the City Zoning Case in August and the Town Revitalization project, would like the Planning and Zoning Commission to review the Original Town area and the Northside Addition. The majority of these areas are land use planned for either medium density or high density. Development indicators show these areas would have a better chance of redeveloping if land use plan designations and zoning districts were for less dense development. See the circled areas on the attached Draft Future Land Use Map II. This map reflects all the land use updates that have occurred in the last two years with the corridor and quadrant studies. Staff recommends the Planning and Zoning Commission take any action deemed necessary. 0:\ZCU\PZW928.95 D. Section 31, Liaht Industrial Relative to Freight Movers and Truck Terminals - Staff would like to bring to your attention concerns about allowing, as a permitted use, freight movers and truck terminals in Light Industrial Districts. Staff will provide a map at the meeting indicating the proximity of Light Industrial Areas to Single Family Residential areas. Staff recommends the Planning and Zoning Commission authorize Staff to set a public hearing on October 17, 1995. E. Section 25, Community Commercial Relative to Planned Commercial Centers - Staff has proposed specific language for Planned Commercial Centers in excess of 1,000,000 square feet of gross leasable area in the Community Commercial District only. The proposed language would give the Council and the Commission the ability to waive any of the requirements in the Community Commercial District except for alcoholic beverage sale requirements. Staff recommends the Planning and Zoning Commission authorize Staff to set a public hearing on October 17, 1995. F. Consider Design Criteria Specifically for Hotels and Motels - Staff has been researching design criteria for exterior grills on through the wall HVAC units for hotels and motels. As a result of this research, Staff has come across several other design criteria items you may want to review. Please see the attached ordinances. Staff recommends the Planning and Zoning Commission take any action deemed necessary. G. Consider the 1996 Tri -Annual Workshop Dates - Staff reviewed the calendar for 1996 in accordance with the Commission Bylaws and has proposed the dates for next year's workshops. Please see the attachment: Proposed Tri - Annual Workshop Dates and review your personal calendars for conflicts. Box 95104 Grapevine, Texas 76051 Re: Mustang Square Addition Dear Marcy, As you know we are in the process of beginning construction on Phase 1 of the above referenced project. Due to the existing topography of the site it has become necessary for us to also extend utilities and do the required grading on the Phase 2 portion of the project at this time. The main reason necessitating this work at this time is for proper drainage of the site and to balance the cuts and fills so no more land than is necessary is disturbed. The underground utility lines to serve Phase 1 will also impact a part of Phase 2. Based on initial conversations with prospective tenants the developer of the project has also indicated he hopes the construction of Phase 2 would begin in the near future and doing this work at this time would facilitate the completion of that phase. The developer has proposed constructing this site in two phases, Phase I and Phase II, and intends to grade the entire site and complete all public improvements with Phase I construction. The site grading plan encompasses the entire site. The grading plan intends to level the site using surpluses from some areas to fill other areas (balancing cut and fill operations). Most of the area reserved for Phase II is scheduled to receive fill from cuts in the Phase I area. Very little of the area reserved for Phase H will remain at natural grade, so it is unlikely any trees can remain on this area. The fill on Phase H also allows the site to drain as designed. The denial of a tree removal permit at this time would mean that cut dirt would have to be removed from this site to be replaced with imported fill dirt at the time of Phase II construction. It is the developer's intention to develop Phase II as soon as Phase I is leased. Public Works recommends that the tree removal permit be issued in the interests of site drainage and economy. We would like to discuss an amendment to the zoning ordinance to allow the placement of mounted antennas on existing transmission towers and other permitted structures by right. Currently, the Grapevine Zoning Ordinance requires a Special Use Permit for all antennas, including those mounted on existing structures. Masterplan is representing PCS PrimeCo, L.P., a newly licensed Personal Communications Services (PCS) company. PrimeCo's goals are to provide innovative, easy-to-use, affordable wireless communications services. The new PCS technology is a digital generation of wireless communications services, including voice, data and video. PrimeCo's intent is to minimize the impact on community aesthetics by mounting antennas on existing structures and to avoid building new monopoles when possible. PrimeCo has a partnership with TU Electric, which, along with the development of new technology, makes it feasible for the antennas to be placed on existing transmission towers. This provides an opportunity to utilize these existing structures as an alternative to building new towers. Most of the transmission towers in the Grapevine area are around 100 feet tall. Placing antennas on these existing towers has no additional impact on adjacent uses and the surrounding area. In addition, allowing the placement of these antennas on other existing structures, such as on the top of buildings or within church steeples, provides an incentive to WirelPcc nrPrHTorc to find alternat;f'�I t'J qui ing w I`ii7;cOp�le f- We v�v'c iiavC slides of antennas that have been mounted on buildings around the metroplex which we would like to show you. Masterplan is in the process of reviewing zoning ordinances in metroplex cities to determine whether existing ordinances allow the placement of antennas on transmission towers and other permitted structures, and if not, to facilitate amendments to these ordinances. So far, we have 100% support for the concept. Three metroplex cities allow mounted antennas by right, and we are in the process of working with other communities to amend their ordinances. We would appreciate the Commission authorizing a public hearing on October 17, 1995 to amend the zoning ordinance regarding mounted antennas. LI Light Industrial District PURPOSE: The LI Light Industrial District is designed to accommodate light manufacturing, assembly, research and wholesale activities with limita, ions on outdoor storage. USES GENERALLY: In a LI Light Industrial District no land shall be used and no building or structure or part thereof, shall be erected, altered, or used, in whole or in part, for other than one or more of the following specified uses. All permitted uses listed shall be within a completely enclosed building or structure unless otherwise noted: A. PERMITTED USES: 1, Manufacturing, assembling or packaging of products from previously prepared materials. 2. Manufacturing and assembling of electronic components, precision instruments and devices. 3. Manufacturing of food products, pharmaceuticals and the like, except that such uses shall not include production of fish or meat products, sauerkraut, vinegar or the like; or the rendering or refining of fats and oils. 4. Other manufacturing, research, wholesale or storage uses, provided that such uses shall be contained within an enclosed building. 5. Printing, lithography, publishing or similar establishments. 6. No accessory uses shall be allowed within the front yard: 1. Heating, ventilating, and air conditioning equipment no nearer than one hundred twenty (120) feet to any residentially zoned district. 2. Provisions for off-street parking of employee and customer motor vehicles within sixty (60) feet of a residentially zoned district shall be screened in accordance with Section 50, Alternates A or E. 3. Screened refuse and garbage storage on a concrete pad, and located no closer than fifty (50) feet to a residentially zoned district. D. LIMITATION ON USES: 1. Whenever the C -C Community Commercial District is utilized for hotel -motel office or hospital use, the minimum open space shall be increased to thirty (30) percent of the total lot area. 2. Vehicular use or storage areas other than required parking associated with permitted uses such as automobile sales and service, boat sales, building materials, and supplies shall be visually screened from any adjacent residential district by a fence, wall or berm at least six (6) feet in height. 3. The minimum size of any C -C District shall be five (5) acres. E. PLAN REQUIREMENTS: No application for a building permit for construction of a principal building shall be approved unless: 1. A Plat, meeting all requirements of the City of Grapevine l?s bom approved by the City Council and recorded in the official records of Tarrant County. 2. A Site Plan, meeting the requirements of Section 47, has been approved. 3. If any section, paragraph, subdivision, clause, phrase, or provision of this ordinance shall be judged invalid or unconstitutional, the same shall not affect the validity of this ordinance as a whole or any portion thereof other than that portion so decided to be invalid or unconstitutional. SECTION 7. In addition to and accumulative of all other penalties, the City shall have the right to seek injunctive relief for any and all violations of this ordinance. SECTION 8. The sitelan is in th ro p e approval process. Public Works has reviewed and approved the civil construction ton pians as proposed. The applicant will be submitting a buildingpermit in then x p next few weeks. The Public works Department recommended approval of the tree ` pp ee removal perrn�t. Matt Goodwin of Goodwin and Marshall, Inc, was introduced to speak to the request. He explained that due to topography of the site it was necessary ` sa y to do the grading and utility construction of both lots at the same time so that dirt will not have to be removed in Phase I and replaced in Phase IL Members discussed options for saving as man trees possible y as p ss ble on the site. The applicant agreed to work with thea on replacement trees beingof ` . a certain size. AMENDMENTS TO ALLOv1IANTENNAS ON EXISTING TRANSMISSION TOWERS AND PERMITTED STRUCTURES Marcy Ratcliff, explained Staff had received a request from orn Masterplan for PSS PrimeCo, LRP, for the Planning and Zoning Commission to review their proposal and consider amending the Zoning Ordinance to allow antennas on existing transmission towers and on permitted structures. Currently, Section 49, Special Use Permits requires a special use permit for radio, television, or microwave towers in any business, commercial or in . industrial district and any microwave antennas and receivers in any district. See the attached letter and pictures of the proposal. Robert Reeves, of Robert Reeves & Associates, Inc. was introduced to make a slide presentation depicting the use of wireless communications for cellularh p ones by placing antennas on TU Electric towers and tops of existing buildings. After the presentation members discussed the size of the antennasn ` a d allowing them as a matter of right. 2 P & Z Workshop Minutes 9/26/95 The Commission requested the applicant to submit copies of recently amended ordinances to review at their next regular meeting. REVIEW THE FUTURE LAND USE MAP II OF TIME COMPREHENSIVE MASTER PLAN Staff, as a result of the City Zoning Case in August and the Town Revitalization project, would like the Planning and Zoning Commission to review the original Town area and the Northside Addition.. The majority of these areas are land use planned for either medium density or high density. Development indicators show these areas would have a better chance of redeveloping if land use plan designations and zoning districts were for less dense development. The circled areas on the Draft Future Land Use trap If reflects all the land use updates that have occurred in the last two years with the corridor and quadrant studies. Tommy Hardy, Director of Development Services, discussed the revitalization area maps of old Town Grapevine and the Northside Addition with the Commission, He explained the City Manager was working on a revitalization plan for both areas. He explained that the program will aid homeowners in the area to refurbish older homes as well as providing mortgage money for new homeowners. No action was taken on the Land Use Plan, SECTION 31 LIGHT INDUSTRIAL RELATIVE TO FREIGHT MOVERS AND TRUCK TERMINALS Staff brought to the attention of Commissioners concerns about allowing, as a permitted use, freight movers and truck terminals in Light Industrial Districts. Staff provided a map indicating the proximity of Light Industrial Areas to Single Family Residential areas. Staff recommends the Planning and Zoning Commission authorize Staff to set a public hearing on October 17.. 1995 to amend Section 31 making freight movers and truck terminals a conditional use in Section 31. Cathy Martin made a motion to remove freight movers from item #S adding it to item #9, and making all those uses listed in item #9 a conditional use in Section 31. Kathy Martinez seconded the motion, Marcy Ratcliff added auto repair garages needed to be added to the conditional use section of Section 31 and set for public hearing on October 17, 1995, Cathy Martin amended her motion to include automotive repair garages. Kathy Martinez seconded the motion which prevailed by the following vote; 3 P & Z Workshop Minutes 9/26/95 Ayes: Oliver, Martin, Young, Balvin, Freed, Martinez and Antilla Nays: None SECTION 25CQ1V111 UNITY -CO MERCIAL DISTRICT RELATIVE TO PLANNED COMMERCIAL CENTERS Staff has proposed specific language for Planned Commercial centers in excess of 1,000,000 square feet of gross leasable space in the Community Commercial District only. The proposed language woul` give the council and the Commission the ability to waive any of the requirements in the Community Commercial District except for alcoholic beverage sale requirements. Staff recommended the Planning and Zoning Commission authorize Staff to set a public hearing on October 17, 1995. Tommy Hardy, Director of Development services, explained to the Commission that the amendment would give users w th over 1,000,000 square feet of leasable are the ability to request a reduction of district requirements relative to landscaping and minimum lot sizes for surrounding pad sites. Members discussed the proposed language and expressed concerns about the terra waive" in regard to the requirements. After a discussion the members carne to a consensus to use the term "alternative plan" relative to zoning requirements which would allow the Planning and Zoning Commission and the city Council an opportunity to review and approve alternate plans presented by the applicant, Curtis Young moved to instruct Staff to correct the proposed language and set for public hearing on October 17, 1995. Darlene Freed seconded the ,notion which prevailed by the following vote: Ayes: Oliver, Martin, Young, Balvin, Freed, Martinez and Antilla Nays: None CONSIDER DESIGN CRITERIA SPECIFICALLY FOR HOTELS AND MOTELS Tommy Hardy, Director of Development Services, told the Commission Staff has been researching design criteria for exterior grills on through the wall HVAC units for hotels and motels. As a result of this research, Staff has come across several other design criteria items you may want to review. A copy of Farmers Branch design criteria for motels or hotels stated access to guest rooms shall be restricted exclusively to interior corridors accessed via the main lobby of the building or entryways individually equipped with some form of security controlled access system. 0 P & Z workshop Minutes 9/26/95 Commissioners also asked Staff to research parking requirements for hotels and motels for a future workshop. Commissioners discussed including the language as part of the definition of hotels/motels. PROCEDURES DURING PLANNING AND ZONING COMMISSION DELIBERATION SESSIONS The Chairman of the Planning and Zoning Commission led a discussion relative to procedures and policies that pertain to the Commission. MISCELLANEOUS Council Liaison, Sharron Spencer, suggested the Planning & Zoning Commission look at subdivision entrances and discuss the positive and negative aspects of having only one way entrance for entering or exiting a subdivision. . ■ !
