1. Consider an ordinance adopting Fiscal Year 2002-2003 budget and take any
necessary action.
2. Consider an ordinance adopting Fiscal Year 2002-2003 ad valorem tax rate and
take any necessary action.

The City Council of the City of Grapevine, Texas met in Special Session on this the 10th
day of September, 2002 at 5:00 p.m. in the City Council Conference Room, Second Floor,
200 South Main Street with the following members present to-wit:
William D. Tate Mayor
Ted R. Ware Mayor Pro Tern
Sharron Spencer Council Member
C. Shane Wilbanks Council Member
Clydene Johnson Council Member
Roy Stewart Council Member
Darlene Freed Council Member
constituting a quorum, with the following members of the City Staff:
Roger Nelson City Manager
Bruno Rumbelow Assistant City Manager
Matthew Boyle Assistant City Attorney
Linda Huff City Secretary
Melisa Leal Assistant to the City Manager
Jennifer Hibbs Assistant to the City Manager
CALL TO ORDER
Mayor Tate called the meeting to order at 5:00 p.m.
ITEM 1. ORDINANCE, ADOPT FISCAL YEAR 2002-2003 BUDGET
City Manager Nelson requested approval of an ordinance adopting Fiscal Year 2002-2003
Budget as presented during the budget workshop held on August 21, 2002 and public
hearing on September 3, 2002. The general fund budget is $38,396,414.00 with a tax rate
of $0.366 per $100.00 valuation, the same as last year. He stated preparation of the
FY2003 Budget has been significantly affected by the condition of the local economy. The
FY2003 Budget follows the trend of FY2002, which supports existing programs with no
expansion of increased service levels
Council Member Spencer, seconded by Council Member Johnson, offered a motion to
adopt the ordinance approving Fiscal Year 2002-2003 Budget as presented. The motion
prevailed by the following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed
Nays: None

ORDINANCE NO. 2002-66
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS ADOPTING THE BUDGET FOR THE
CITY OF GRAPEVINE, TEXAS FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 2002 AND ENDING SEPTEMBER
30, 2003; PROVIDING FOR INTRA- AND INTER-
DEPARTMENTAL FUND TRANSFERS; PROVIDING FOR
INVESTMENT OF CERTAIN FUNDS; DECLARING AN
EMERGENCY; AND PROVIDING AN EFFECTIVE DATE
ITEM 2. ORDINANCE, ADOPT 2002-2003 AD VALOREM TAX RATE
City Manager Nelson requested approval of an ordinance setting the Fiscal Year..2002-
2003 ad valorem tax rate at $0.366 per $100.00 valuation apportioned as follows: General
Fund - $0.14890 and Debt Service - $0.21710. He stated the tax rate remains the same
as the current fiscal year.
Council Member Spencer, seconded by Council Member Wilbanks, offered a motion to
adopt the ordinance as presented setting the ad valorem tax rate at $0.366 per $100.00
valuation the same as the current fiscal year. The motion prevailed by the following vote:

ORDINANCE NO. 2002-67
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, SETTING THE ANNUAL TAX RATE
FOR TAX YEAR 2002; LEVYING TAXES FOR THE TAX
YEAR 2001 TO BE ASSESSED ON ALL TAXABLE
PROPERTY WITHIN THE LIMITS OF THE CITY OF
GRAPEVINE, TEXAS; PROVIDING PENALTIES AND
INTEREST FOR THE DELINQUENT TAXES; DECLARING AN
EMERGENCY AND PROVIDING AN EFFECTIVE DATE
ADJOURNMENT
Council Member Wilbanks, seconded by Council Member Stewart, offered a motion to
adjourn the meeting at 5:03 p.m. The motion prevailed by the following vote:
Ayes: Tate, Ware, Spencer, Wilbanks, Johnson, Stewart & Freed
Nays: None
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE,
TEXAS on this the 17th day of September, 2002.
