The site Plan Review committee of the City of Grapevine, Texas met in Session, on
this the 7th day of December 2011, in the Development Services Director's Office, 200
South Main Street, First Floor, Grapevine, Texas with the following members present -to-
wit:

CALL TO ORDER

Larry Oliver called the meeting to order at 3:34 p.m.
NEW BUSINESS
CONDITIONAL USE APPLICATION CU11 -30 - MASSEY CAR WASH
First for the Committee to consider was conditional use application CU11 -30 submitted
by Steve Massey for property located at 1211 Vilest Northwest Highway and platted as
Lot 1, Block 1, Westview Business Park. The applicant was requesting conditional use
permit to allow renovations to an existing hand held car wash, specifically to convert
one bay into an automatic wash bay
At the November 20, 2011 the Planning and Zoning commission recommended the
following stipulations as conditions of approval to the request: the entrance /exit on
Northwest Highway be marked as right turn only and the northern most entrance /exit on
Dove Road should be marked right turn only with a directional median installed, traffic
buttons shall also be installed on the southern side of the car wash for control of interior
traffic flow. Also the applicant shall work with staff regarding the placement of the
directional median and traffic buttons with submittal to the Site Plan Review
Committee for acceptance.
The Committee was informed that no left turn signs had been installed by staff at the
location. Discussion continued regarding the size and scope of the directional median.
Mike Pacelli, Transportation Manager, stated that a solid curb should: be constructed no
higher than three inches, therefore it can be driven over without damaging vehicles.

After a brief discussion, Scott Williams moved to approve conditional use application
CU1 1-30 with the condition that that a raised three inch above grade solid island be
installed as a directional median along Dove Road. Darlene Freed seconded the
motion, which prevailed by the following vote:
Ayes: Oliver, Freed and Williams
Nays: None
CONDITIONAL USE APPLICATION CU1 1-33 - TEXAS NISSAN
Next for the Committee to consider was conditional use application CUl 1-33 submitted
by Pacheco Koch for property located at 1401 West State Highway 114 and platted as
Lot 1 R, Block 1, Regency Addition. The applicant was requesting a conditional use
permit to amend the previously approved site plan of CU08-16 (Ord. 08-35) for an
automotive dealership with sales and service of new and used vehicles, specifically to
allow a 4,655-square foot expansion to the service department and parts.
Discussion was held regarding parking for employees on site. Mr. Triplett stated that
the applicant confirmed that there is enough parking on site for all employees.
After a brief discussion, Darlene Freed to approve conditional use application CU1 1-33.
Larry Oliver seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Freed and Williams
Nays: None
CONSIDERATION OF MINUTES
Next for the Committee to consider were the revised Site Plan Review Committee
minutes of November 2, 2011.
Approval of the November 2, 2011 minutes was tabled to the next Site Plan Review
Committee.
ADJOURNMENT
With no further business to discuss, Larry Oliver adjourned the meeting at 4:05 p.m.
