CALL TO ORDER
Mayor Tate called the meeting to order at 7:16 p.m.
ITEM 1 . EXECUTIVE SESSION
Mayor Tate announced the City Council would conduct a closed session regarding
pending or contemplated litigation relative to Dallas/Fort Worth International Airport
Board's decision relative to proposed Runway 16/34 West under Section 551 .071,
Texas Government Code.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to the closed session. City Manager Trent Petty
stated there was no action necessary relative to pending or contemplated litigation
relative to Dallas/Fort Worth International Airport Board's decision relative to proposed
Runway 16/34 West under Section 551 .071, Texas Government Code.
NOTE: City Council continued with the Regular City Council meeting.

3. Consider appointments to the Northwest Highway Communications Committee,
Mayor to appoint Chairman and City Council liaisons and take any necessary
action.
4. Consider authorizing the City Manager to enter into a contract with the Texas
Historical Commission for National Register of Historic Places Survey and
Nomination and take any necessary action.
5. Consider a services contract with ArchiTexas to conduct historic resources
survey and prepare National Register of Historic Places nomination for all
eligible sites in Grapevine and take any necessary action.

CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon
as one business item. Any member of the City Council or member of the audience
may request that an item be withdrawn from the consent agenda and placed before
the City Council for full discussion. Approval of the consent agenda authorizes the
City Manager, or his designee, to implement each item in accordance with Staff
recommendations.
6. Consider a resolution allowing single-family homes within the City to be
purchased through bond funds issued by the Tarrant County Housing Finance
Corporation through the First Time Home Buyers Program. City Manager
recommends approval.
7. Consider the second and final reading of Ordinance No. 94-34 authorizing
Special Use Permit SU94-01 granting a waiver to specific requirements of
Section 47E.2 pursuant to Section 47F of Ordinance No. 82-73, as amended
and granting a special use permit to develop an equipment building and a 106
foot monopole cellular telephone antenna. The subject property is located at
3517 William D. Tate Avenue and is zoned "PID" Planned Industrial
Development District. Community Development Director recommendsapproval.
8. Consider amending the Main Street Signalization Contract with Barton-Aschman
Associates, Inc. to provide Signal Construction Engineering Services for the Ball
� Street at Wall Street and the Ball Street at College Street traffic signals. Public
Works Director recommends approval.
9. Consider authorizing the City Manager to enter into a voluntary agreement with
the Environmental Protection Agency for participation in the EPA's Green Light
Program. Interim Internal Services Director recommends approval.
10. Consider award of Bid 94-520 Pedestrian Bridge to the lowest and best bidder
meeting specifications, Continental Bridge, for purchase of a pedestrian bridge
to be installed by City Staff at Heritage Park. Public Works Director
recommends approval.
11 . Consider rescinding Bid 94-509 Tree Contract, Section IA, IB, IIIB and IV from
Hydrotech of Texas and re-award the bid to Earth Works for Section IA; A-1
Irrigation and Landscpade for Section IB and Section IIIB; and Southwest
Landscape for Section IV. Staff recommends approval.
12. Consider the minutes of the April 19 and 26, 1994 City Council meetings as
published. City Secretary recommends approval as published.

Mayor Tate called the meeting to order at 7:35 p.m.
INVOCATION
Mayor Pro Tem Ware delivered the Invocation.
ITEM 1 . PROCLAMATION. GRAPEVINE HISTORIC PRESERVATION MONTH
Mayor Tate presented a proclamation declaring May 8-14, 1994 as National Historic
Preservation Week and the month of May as Grapevine Historic Preservation Month.
During May, the City will celebrate the 150th anniversary of the first settlement of the
Grapevine Prairie, the 10th anniversary of the Grapevine Historical Society, the
dedication of Grapevine's Calaboose on Main Street, and the 10th annual Main Street
Days Festival. The proclamation was accepted by Library Director Janis Roberson on
behalf of the Grapevine Historical Society, Mr. Burl Gilliam on behalf of the Historic
Preservation Commission, and Convention & Visitors Bureau Director P. W. McCallum
, on behalf of the Grapevine Heritage Foundation.

ITEM 1 A. CITIZENS REQUEST. MR. BRUCE RIDER
Mr. Bruce Rider, 325 West Worth Street, paid his respects to Justice of the Peace
Floyd Gray, age 84, who passed away today. He acknowledged Justice Gray's active
leadership and longtime commitment to youth and the citizens of Grapevine and
commended Justice Gray for his contributions to the history of Grapevine. ,
Mayor Tate expressed appreciation for Justice Gray's service to the community
throughout the years and stated the Council shared his family's loss.
ITEM 2. PUBLIC HEARING, ANNEXATION, FOUR TRACTS. EXTRATERRITORIAL
JURISDICTION, DALLAS AND DENTON COUNTIES
Mayor Tate declared the public hearing open.
Planner Marcy Ratcliff stated the four tracts proposed for annexation are located in
Grapevine's extraterritorial jurisdiction in Dallas and Denton Counties and were �
disannexed from the City in 1993. The service plan for the tracts will not create a
need for additional personnel or a budget increase, as the four tracts were previously
within the City limits and are currently adjacent to incorporated property. The
annexed property will automatically be zoned "R-20" Single-Family District
Regulations.
There were no questions from the City Council.
Mayor Tate invited guests present to comment regarding the proposed annexation.
No one wished to speak and there was no correspondence to report.
Council Member Pittman, seconded by Council Member Wilbanks, offered a motion
to close the public hearing. The motion prevailed by the following vote:

ITEM 3. RESOLUTION, NORTHWEST HIGHWAY COMMUNICATIONS
COMMITTEE APPOINTMENTS
Public Works Director requested the City Council consider appointments to the
Northwest Highway Communications Committee and that the Mayor appoint the
Chairman and the City Council liaisons.
Council discussion ensued relative to amending the resolution that established the
Committee to increase the membership of the Committee from 15 to 20 to receive
input from all interested applicants. (Twenty applications were received.) Discussion

continued relative to the Committee being advisory only and that it would serve to
communicate with the remaining property/business owners during the widening of
Northwest Highway.
Council Member Wilbanks, seconded by Mayor Pro Tem Ware, offered a motion to
amend the resolution establishing the Northwest Highway Communications Committee
to increase the membership from 15 to 20. The motion prevailed by the following '
vote:

RESOLUTION NO. 94-23

COMMITTEE; AND PROVIDING AN EFFECTIVE
DATE
Council Member Pittman, seconded by Council Member Spencer, offered a motion to
appoint the following to the Northwest Highway Communications Committee:
Mr. Mark Ross, Mr. Brian Ross, Ms. Darleen White, Mr. Jerry Pair, Mr. Marcus
Wayland, Dr. Don Gerschick, Mr. Joe Wright, Mr. Glen McCutcheon, Mr. Tim Raine, ;
Mr. Mark Kusman, Mr. Ken Lowe, Mr. John iven, Mr. Larry Oliver, Mr. Gary Scott,
Mr. Bruce Crouch, Mr. James Dodson, Ms. Connie Campbell, Mr. Don Ramey,

Mayor Tate appointed Mr. Burl Gilliam as the Chairman of the Committee and
appointed Mayor Pro Tem Ware and Council Member Pittman as Council liaisons to
the Committee.
Council Member Spencer commended the Public Works Staff for the excellent map
work of Northwest Highway detailing the applicants' locations.
ITEM 4. GRANT CONTRACT, TEXAS HISTORICAL COMMISSION NATIONAL
REGISTER OF HISTORIC PLACES SURVEY AND NOMINATION
Foundation Director Ron Emrich requested the City Council consider authorizing the
City Manager to enter into a contract with the Texas Historical Commission to receive

a 56,000.00 Certified Local Govemment Grant. Mr. Emrich reported the Grapevine
Historic Preservation Commission applied for and was awarded the grant which will
be matched with Convention & Visitors Bureau budgeted funds and in-kind services
provided by the Convention & Visitors Bureau staff. The grant will be used to hire a
consultant to record each historic structure and site in Grapevine, complete the
inventory of those historic places, and prepare a National Register of Historic Places
Multiple Property Nomination for eligible properties in Grapevine.
Council Member Spencer, seconded by Council Member Pittman, offered a motion to
approve the grant contract. The motion prevailed by the following vote:

ITEM 5. SERVICES CONTRACT NATIONAL REGISTER OF HISTORIC PLACES
SURVEY AND NOMINATION, ARCHITEXAS
Foundation Director Ron Emrich requested the City Council approve a services
contract for 59,660.00 with ArchiTexas to conduct a Historic Resources Survey and
prepare National Register of Historic Places Nomination for all eligible sites in
Grapevine. Listing of properties in the National Register of Historic Places imposes no
restrictions or obligations on property owners and provides no protection from
demolition or inappropriate alteration. Mr. Emrich reported that studies indicated that
National Register District listing serves to stabilize and often improve property values,
increases tourist visitation, increases community pride, and requires federal review
should an federally funded or licensed projects potentially affect such districts.
Funding for the project is through the Texas Historical Commission's Certified Local
Government matching grant program.
Council Member Wickman, seconded by Mayor Pro Tem Ware, offered a motion to
approve the services contract. The motion prevailed by the following vote:

The next order of business for the City Council to consider was the consent agenda
items, which were deemed to need little or no discussion and were acted upon as one '

Item 6. Resolution, First Time Home Buyers Proaram
City Manager recommended approval of a resolution allowing single-family homes
within the City to be purchased through bond funds issued by the Tarrant County
Housing Finance Corporation through the First Time Home Buyers Program.
Motion by Council Member Traverse, seconded by Mayor Pro Tem Ware, offered a

Item 9. Agreement. Environmental Protection Aqency's Green Light Program
Interim Internal Services Director recommended approval of an agreement with the
! Environmental Protection Agency for participation in the EPA's Green Light Program
� that encourages cities to install energy-efficient lighting and controls.

Item 10. Award Bid 94-520 Pedestrian Bridqe
Public Works Director recommended award of Bid 94-520 Pedestrian Bride to the
lowest and best bidder meeting specifications, Continental Bridge, in the amount of
56,299.00 for the purchase of a pedestrian bridge to be installed by City staff at
Heritage Park.

Staff recommends rescinding award of Section IA, IB, IIIB and IV to Hydrotech of

Irrigation and Landscape for Section IB and Section IIIB; and Southwest Landscape for
Section IV.

Item 12. Consideration of Minutes
City Secretary recommended approval of the minutes of the April 19 and 26, 1994
City Council meetings as published.

motion to approve as recommended. The motion prevailed by the following vote:

MISCELLANEOUS REPORTS AND/OR DISCUSSION
ITEM 13. LANCASTER TORNADO RECOVERY ASSISTANCE
City Manager Trent Petty commended the Police, Public Works, and
Parks & Recreations Departments for the assistance rendered to the City
of Lancaster following the tornado that destroyed a major portion of their
downtown. He noted there would be a report forthcoming detailing
Grapevine's assistance. He commended those employees who worked
around the clock to offer support to the City of Lancaster.
ITEM 14. SPECIAL CITY COUNCIL MEETINGS/WORKSHOP
City Manager Trent Petty reminded the City Council there would be a
Special City Council meeting on May 9 to canvass the ba�lots from the
City Officers Election, followed by a workshop at the D/FW Airport
Hilton Executive Conference Center.
ITEM 15. LOT TO LOT DRAINAGE PROPOSAL
Council Member Spencer requested the City Staff thoroughly review the
lot to lot drainage proposal so that it does not preclude trees and
swimming pools. City Manager Petty acknowledged the proposal was
strict and he requested the City Council review and offer comments on
' the proposal, as the City needs to address drainage problems at the time
of construction.
ITEM 16. GRANT APPLICATIONS
Council Member Wilbanks commended the Parks & Recreation
Department, Public Works Department, Convention & Visitors Bureau,
and the Heritage Foundation for their work in preparing grant proposals

that successfuliy resulted in the City receiving a 565,000 grant for
restoration of the Section House and a 5530,000 grant for a Pedestrian
Walkway along State Highway 26 from Pool Road toward the Depot.
