SUBJECT: FY 2012 OPERATING BUDGET AMENDMENT
COMMUNITY QUALITY OF LIFE CAPITAL PROJECTS FUND
RECOMMENDATION:
City Council to consider an ordinance amending the FY 2012 budget of the Community
Quality of Life Capital Projects fund for additional costs associated with project
allocations in the amount of$649,146.
FUNDING SOURCE:
Funds are available in the undesignated fund balance account of the Community Quality
of Life Capital Projects fund.
BACKGROUND:
The FY 2012 budget for the Community Quality of Life Capital Projects fund was
officially adopted on September 13, 2011. At the time, Council appropriated a total of
$1,350,804 in funding, which would be allocated to individual projects at a later date.
At the City Council Meeting Workshop held on February 20, 2012 staff presented a list
of capital projects for funding consideration. After receiving input from Council, the list
was amended to a total cost of$2,000,000. The complete list is attached as Exhibit A.
Staff recommends approval.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AMENDING THE FISCAL YEAR 2012
(FY 2012)OPERATING BUDGET(ORDINANCE NO. 201145,
AS AMENDED); PROVIDING A SAVINGS CLAUSE;
DECLARING AN EMERGENCY AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the Fiscal Year 2011 General Fund Sales Tax Revenues exceeded
budgeted FY 2011 General Fund Sales Tax Revenues by $2,300,000.00; and
WHEREAS, the Fiscal Year 2011 operating transfer from the General Fund to the
Community Quality of Life Capital Projects Fund exceeded the budgeted FY 2011 transfer
by $200,000.00; and
WHEREAS, the Fiscal Year 2011 Total Revenues of the Community Quality of Life
Capital Projects Fund exceeded FY 2011 Total Expenditures by $2,824,026.00; and
WHEREAS, $649,146.00 is needed for additional costs associated with Quality of
Life Project Allocations for 2012 as presented at the Special City Council Meeting
Workshop held on February 20, 2012; and
WHEREAS, it is necessary to appropriate $649,146.00 for completion of said
Quality of Life Projects, a list of which is attached hereto as Exhibit "A"; and
WHEREAS, the City Council determines that the passage of this ordinance is in the
best interests of the health, safety and welfare of the public.
NOW,THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated hereinabove are found to be true and correct
and are incorporated herein by reference as if copied in their entirety.
Section 2. That appropriation amounts for the FY 2012 budget as adopted by
Ordinance No. 2011-45, as amended by Ordinance No. 2011-63, is hereby amended by
the addition of the following amount:
Community Quality of Life Fund $649,146.00
Section 3. That all ordinances or any parts thereof in conflict with the terms of this
ordinance shall be and hereby are deemed repealed and of no force or effect.
Section 4. That if any section, subsection, sentence, clause or phrase of this
ordinance shall for any reason be held to be invalid, such decision shall not affect the
validity of the remaining portions of this ordinance.
Section 5. That the fact that the present ordinances and regulations of the City of
Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace
and general welfare of the inhabitants of the City of Grapevine, Texas, creates an
emergency for the immediate preservation of the public business, property, health, safety
and general welfare of the public which requires that this ordinance shall become effective
from and after the date of its passage, and it is accordingly so ordained.
