SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
A LIBRARY ILS COMPUTER SYSTEM WITH ANNUAL
RENEWALS FOR THE CITY LIBRARY FROM SIRSIDYNIX
AND CONSIDER THEM A SOLE SOURCE VENDOR.
RECOMMENDATION:
City Council to consider approval of a resolution for the purchase of a library ILS
computer system with annual renewals for the City Library from SirsiDynix and consider
them a sole source vendor.
FUNDING SOURCE:
Funding for this purchase is currently available in account 114-44686-313-3 (Special
Revenue Fund/Non Resident Fees/Library Memorial) in the amount of $235,036.76.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A) (7) (A). (See attached letter.)
The Grapevine Public Library has had an automated computer system since 1998. The
current automated system has become outdated and not able to interface with new apps
and technology that are being used by patrons today. This purchase will migrate the
existing system to the new platform with SirsiDynix and have it hosted by them at their
facility. This will update RFID technology from proprietary tags to a more cost efficient
standard based tags which will allow improved service and provide access to the newest
technology interaction with our customers. Additional cost savings will occur from not
housing the equipment, and save staff time with updates and changes to the system.
Funding is available from the non-resident fees collected annually.
Staff recommends approval.

Sole Source Product and Service Overview
Mrs. Roberson:
This letter is to confirm that the partnership of SirsiDynix and Bibliotheca-ITG provides certain
products and services which are unique to the RFID Library market, especially in relationship to its'
integration with your future migration to our Symphony system.
• SirsiDynix 1 Bibliotheca-ITG RFID Partnership: SirsiDynix selected Bibliotheca-ITG as
their RFID Strategic Partner over 7 years ago. This means that Bib-ITG is an authorized
subcontractor of SirsiDynix and all of their RFID products and services have been vetted
and sanctioned for purchase through our company.
• Grapevine 1 SirsiDynix Contracts: Because your library would be purchasing their Bib-
ITG RFID products through us, this purchase can be accomplished within your existing and
future SirsiDynix contracts. It is simply processed as though you were buying another one
of our `modules', like Acquisitions or Serials, to enhance the functionality of your ILS. Our
guarantee and contractual obligations apply to all of your purchases under that legal
umbrella, including RFID and the free SIP2 interface we would provide.
• Annual RFID Maintenance: This close business relationship is exemplified by the fact that
your annual Bib-ITG maintenance is bundled with all of your SirsiDynix annual maintenance
in a single invoice. This is unique. We do not offer this combined service for any other
RFID vendor in the market.
• SirsiDynix Enhanced SIP2 Development: Our SIP2 interface is required for any RFID
system to access your Symphony database. This is where all your critical bibliographic,
circulation and patron information resides and is accessed by an RFID system.
As our RFID Strategic Partner, we participate in joint development with Bib-ITG as we
continue to increase the functionality and features of our SIP2 interface. This ensures
libraries using our ILS and Bib-ITG RFID systems that there will be a seamless integration
of the two.
• SirsiDynix `Library of the Future': As we move to a brand new building in Nov. 2011, we
will be setting up our `Library of the Future' which will include our premier Symphony system
and the latest in library automation and technology. As such, we will be installing,
exclusively, the Bibliotheca-ITG RFID system. This library will be a showcase where our
company can bring customers and prospects to show them the potential of cutting edge
integrated library technology. There will be no other RFID products installed in this library
except for Bibliotheca-ITG. This means that libraries selecting their RFID system will be
running the same products that we do in-house. It means that the Bib-ITG system will the
benchmark used by our product developers and integration teams as they produce future
Symphony releases with regard to RFID.
As a long time SirsiDynix customer we value your continued business. As such, we strive to make
automating your library for the benefit of your community and the increased efficiency of your staff,
a priority as we pursue our annual objectives. Making it easier for you to purchase and integrate

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNEE TO DECLARE
SIRSIDYNIX A SOLE SOURCE PROVIDER FORA LIBRARY
ILS COMPUTER SYSTEM FOR THE LIBRARY AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code Chapter 252,
Subchapter B, Section 252.022 (a) (7) (A) to consider items available from only one
source as an exception to the bidding requirements of the State of Texas; and
WHEREAS, SirsiDynix is the sole distributor of a library ILS computer system; and
WHEREAS, the City of Grapevine Library has a need to upgrade the current library
computer system to make the City Library more efficient and citizen friendly.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1: That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Manager, or his designee, is authorized to take all steps
necessary to purchase a library ILS computer system from SirsiDynix in the total annual
amount of$235,036.76.
Section 3. That this resolution shall take effect from and after the date of its
passage.

GRAPEVINE, TEXAS on this the 6th day of March, 2012.
