CITY OF GRAPEVINE
The City Council of the City of Grapevine, Texas met in Special Session on this the
10th day of August, 1993 at 7:00 p.m. in the Central Fire Station Training Room, 601
Boyd Drive, with the following members present to-wit:
William D. Tate Mayor
Ted R. Ware Mayor Pro Tem
Sharron Spencer Council Member
C. Shane Wilbanks Council Member
Gil Traverse Council Member
Jerry L. Pittman Council Member
constituting a quorum, with Council Member Will Wickman absent, with the following
members of the City Staff:
Trent Petty City Manager
Larry Koonce Finance Director
Linda Huff City Secretary
CALL TO ORDER
Mayor Tate called the meeting to order at 7:10 p.m.
ITEM 1 . WORKSHOP, PROPOSED 1993-1994 BUDGET
City Manager Trent Petty continued discussion of the proposed Fiscal Year 1994
budget by briefly reviewing specific revisions to the General Fund as follows: (1)
proposed salary increase of 3% for topped out employees and 5% for all other
employees at a cost of S525,101 .00; (2) proposed increase to a 6% contribution by
the City in the Texas Municipal Retirement System at a cost of $150,473.00; (3) four
new Permanent Maintenance Funds -- Street S450,000.00, General Fund Capital
5311,804.00, Utility Fund 5569,800.00 and Lake Enterprise Fund S225,000.00; (4)
reference librarian position at an annual cost of S32,325.00 and nine fire personnel
at a cost of S93,331 .00 to staff Fire Station #4 for three months in Fiscal Year 1994;
and (5) an enhanced Police Department capital and equipment replacement program.
Mr. Petty reported the proposed revenues of S 18,045,126.00 represents a 10.7%
increase over the current year's budgeted revenues. Proposed expenditures for Fiscal
Year 1994 are 516,591,634.00.

Discussion continued relative to the proposed contingency service improvement
options that the City Council could consider should revenues be realized at or above
projections during the upcoming fiscal year: additional part-time Library Assistant,
increase Permanent Street Maintenance Fund to add Timberline Drive Overlay, :
increase Permanent Capital Maintenance Fund to Five Year Program level, range
adjustments for positions most warranted by salary survey (target exempt positions),
and range adjustments for non-exempt positions based on salary survey. Also
discussed was possible inclusion of a multi-use in-line skating rink that could be ,
located on City owned property north and east of the Library off Nash Street to
provide park facilities in the downtown area.
During discussion of the proposed budget, it was the consensus of the City Council
to review the proposed contingency list during the year and that salary ranges be
reviewed and adjusted, if necessary. Council Member Spencer expressed concems .
about the employee benefit package, how it compares to other cities as well as to the '
private sector and that the entire benefit package should be reviewed at one time and
not piece-mealed.
City Manager Petty stated the public hearing on the proposed budget would be held
on September 7, at 7:30 p.m., in the Council Chambers and considered for adoption
on September 14.
There was no formal action taken by the City Council.
ADJOURNMENT
Council Member Spencer, seconded by Council Member Traverse, offered a motion
to adjourn the meeting at 8:00 p.m. The motion prevailed by the following vote:
Ayes : Tate, Ware, Spencer, Wilbanks, Traverse & Pittman
Nays : None
Absent: Wickman
