RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Conditional Use Request CU11-35 (Ord. 2012-03) approved at the January 17, 2012
meeting for the development of seven office/retail buildings, specifically to add 800 -
square feet to building number one (#1), provide the building elevations and take any
other action necessary.
Conditional Use Request CU06-17 (Ord. 06-41) was approved at the June 20, 2006
meeting for the development of seven buildings totaling 27,296 -square feet for the last
remaining lot within the Tom Thumb Shopping Center, which never developed.
At the January 17, 2003 meeting Conditional use Request CU11-35 (Ord. 2012-03) was
approved on the subject site to allow for the development of seven office/retail building
totaling 30,500 -square feet which also were never constructed.
With this request the applicant proposes to amend the layout of the subject site by
increasing the total square foot of building one (#1) from 3,700 -square feet to 4,500 -
square feet for a medical office building. The current request for building number one
also includes the proposed building elevations.

This letter is to verify that your request for a conditional use permit located at 1929 West
Northwest Highway and platted as Lot 6R, Block 1, Park & Wall, to increase the square footage of
Building #1 and provide elevations of the building was approved by the Site Plan Review Committee
on February 5, 2014 with the condition that the "No Left Turn" sign shall be placed in the triangle
median with the permission of the public works department. A copy of the approved site plan is
enclosed.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying

This prcpert ; is currently known as Lot 6R, Park & Wall Addition, contains approximately
196,91.7 square feet of Land (4.5209 acres), and is the land bordered by Tom Thumb on the west,
GTE switching station and Northwest Highway on the North, a creek and pond on the east and
south. The property is part of a community commercial development which was created in the early
1980's. The property has approximately 20' of fall in elevation from west to east and is heavily treed
with most of the trees less than 8" in caliper.
We have owned the property since 1993. Over the last 21 years we have attempted to find
retailers to locate on. this property. In 2006 we submitted this same development plan to the city of
Grapevine and we were approve. However we were not able to secure any tenants and as a result
decided not to develop. Recently over the past 3 months we have received interest from various
medical users that have an interest in locating to this property based on the original plan that was
approve in 2006 and 2012. It is our opinion that this property is now ready for development.
The purpose of our conditional use request is to accommodate multiple free standing
office/retail/medical buildings. The area fronting North-west Highway is currently zoned
Professional Office and the remainder of the property is zoned community commercial, Our intent is
to build a spec building on this lot starting early 2014,
The proposed. plan is to build a concrete private road connecting to the existing curb cut on
Northwest Highway (which will be limited to a right in - right out as requested by city council in
2006 and 2012) to an existing internal access road within the existing development. Each ad site is
designed to have frontage and access to the private road. The private road will be ownfg=ru

minimize post development grade changes from the existing grade thus saving many trees which
would otherwise be destroyed.
This proposed development represents a building coverage of approximately 16% (building area
to total land area) and an open space area of approximately 35% which exceeds the required open
space area by 15%.
This land is currently vacant and has a low ad -valorem tax value. Developed the tax valuation
should exceed 4 million dollars. This development will bring in additional employees and customers
to the Tom Thumb shopping center. This design minimizes tree loss, prevents the stacking of left
turn traffic coming from Northwest Highway (which would otherwise impact the residential traffic
flow to and from the neighborhood to the north) and is compatible with the office development to
the east. As a result this plan will not cause harm to the value, use, or enjoyment of other property in
the neighborhood. Instead this plan will add value and enjoyment to other property in the
neighborhood.
With the expansion of Baylor hospital we believe there is a heightened demand for medical
facilities in close proximity to the Baylor Campus. Currently we are speaking to two medical groups
that are not currently in the area.
The conditional use approval is being requested due to the fact that the individual buildings now
require a revised "Conditional Use Site Plan" as per the original developer's agreement with the City
of Grapevine.
The only difference in this revised submittal from the approved site plan/conditional use #
CU11-35 is an additional 800 square foot of building area for building #1.
