A -W A ' & A I-1 The Planning and ' Zoning Cdmmiss ion of the City of Grapevine, Texts, met in Special Joint Public Hearing Session, on this 19th day of March, 1991, in Room 205 for the Joint Public Hearing and in Room 204, 307 West Dallas Road, Grapevine, Texas, for the Commission's deliberation session with the following Commissioners present, to wit: Ron Cook Larry Oliver Cathy Martin Ery Meyer Robert Hinson Curtis Young Larry Atchley Chairman Vice Chairman Member Member Member Member Member constituting a quorum, and the following City Staff: H.T. CALL TO ORDER The Joint Public Hearing was called to order by Mayor Pro-Tem, Ted Ware at 7:30 P.M. The P & Z Deliberation Session was called to order by Chairman, Ron Cook. OATH OF OFFICE Curtis Young was sworn in as a member of the Planning and Zoning Commission. PRESENTATIONS 1. City Manager Mark Watson spoke regarding the Fire Fighter and Police Officers Civil Service Election. The presentation compared the cost of what the City now has in benefit as to what the benefits and cost would be if the voters elected to have Civil Service. 2. Ray Collins, Planner of the Community Development Departiient gave a presentation regarding the population Forecast through the year 2000. Mayor Pro-Tem, Ted Ware declared the public hearing open. Marcy Ratcliff spoke concerning the Zoning Application Z91-01 submitted bv Greg Rich • Siepiela I�terest inc. requesting rezoning of 12 acre-s from "CC" Conmunity ccnm-ercial District Regulations and it Neighborhood ComTercial District Regulations to "R-7.5" Single-FaTnily District Regulations. The property is located at the northwest corner of Glade Road and Grapevine-Euless Road. Bill Deacon spoke concerning future use of the land, stating that the land is laid out well for single-family. Larry Frassinelli, Senior Civil Engineer, requested the replat of the M.L. Hurst Addition, Lots 1R,2R, and 3R, Block 1, being a replat of Lot 1, Block 1 • the M.L. Hurst Addition, located south of Northwest Highway and West • Ball Street, and is zoned "HC "Highway Ccmercial. " P&Z Minutes March 19, 1991 Page 3 It was explained that Lot 1-R would be the Quick Lube, Lot 2-R would not be developed, Lot 3-R, is developed with the non-conforming upholstery shop. Mr. Sid Hollingsworth spoke for Ms. Hurst, Lipscomb and Davis and offered to answer questions, there were none. END OF JOINT PUBLIC HEARING The Planning and Zoning Commission recessed to Conference Room #204 to consider published agenda items. The City Council remained in session to consider separate agenda items. OLD BUSINESS 1. Conditional Use Application CU91-03 (Car Wash 'Equipment Company): Next the Commission was to consider Conditional Use Application CU91-03, and make a recommendation to the City Council. The applicant requests a waiver to specific requirements of Section 47.E.2. pursuant to Section 47.F. of Comprehensive Zoning Ordinance 82.73, as amended. The conditional use recruest was tabled by the Planning and Zoning Commission at the February 19, 1991 meeting. The Commission asked the applicant to amend the site and concept plan to show a shared drive entrance for lots 1R and 2R. The applicant has resubmitted his plans which now show a shared drive entrance between lots 1R and 2R. The applicant has met all specifications, The Board noted that the BZA granted a variance on Lot 3-R, which now meets the requirements. The Driveway will be wide enough to service both properties. Following brief discussion, Larry Atchley's motion and Robert Hinson's second was to recommend the City Council approve the request for a waiver to specific requirements of Section 47.E.2. pursuant to Section 47.F. of Comprehensive Zoning Ordinance 82.73, as amended, and for approval of Conditional. Use Application CU91-03, as requested, with the prevailing vote as follows: Ayes® Cook, Atchley, Martin, Meyer, Hinson, Young, and Oliver. Nays® None 2. Zoning Application Z91-01 Next for the Commission to consider, and make a recommendation to the City Council was Zoning Application Z91-01, submitted by Rich/Siepiela Interest.' Inc. The applicant requests zone changes from Community Commercial and neighborhood Commercial to R-7.5, Single Family. The property is located on the northwest corner of Glade Road and Grapevine-Euless Road. P&Z Minutes March 19, 1991 Page 4 After a brief discussion Mr. Rich ask the CcMmission to table the case for 30 days in order for him to work out some problems. With Larry Atchley's motion and Cathy Martin's second, the application was tabled until the April 16th meting, by the following prevailing vote: Ayes: Cook, Martin, Meyer, Atchley, Hinson, Young and Oliver. Nays: None 3. Replat of Lots 1R, 2R, and 3R, Block 1 • the M.L. Hurst Addition: Next for the Commission to consider and make a recomendation to the City Council was the Replat of Lots 1R, 2R, and 3R, Block 1, of the M.L. Hurst Addition. This proposed development is located in the central section of the City, North of W. Wall Street, South of Northwest highway, and West of Ball Street. This property is being platted for the development of 3 ccumrcial lots. The Developer is proposing to build a "Quick Lube" store on Lot IR. Scott Dyer, Civil Engineer, discussed questions from the Commission about drainage, stating that the site drains from west to east with the culvert under Ball Street which goes to Moorhead Branch. A motion by Cathy Martin, and second by Ery Myer was to approve the Replat of Lots 1R, 2R, and 3R, Block 1 of the M.L. Hurst Addition. Ayes: Cook, Martin, Atchley, Meyer, Hinson, Young and Oliver. Nayes: None P&Z Minutes March 19, 1991 Page 5 This development is located in the Southwest section of the City, South of Hall Johnson Road, East of Pool Road, and West of Countryside Estates Addition. Following a brief discussion Larry Atchley's motion and Robert Hinson's second was to recommend the City Council approve the Final Plat on the JEMTex Addition. Ayes: Cook, Martin, Meyer, Atchley, Hinson, Young and Oliver. Nayes: None 6. Preliminary Plat of the Heatherwilde Addition Next for the Commission to consider and make a recom-kendation to the City Council was the Preliminary Plat of the Heatherwilde Addition. This proposed subdivision is located in the Southwest section of the City, North of Big Bear Creek, South of Town Park Addition and Packwood Addition, and East of Timberline South Addition and Oak Creek Estates. This property is being platted for the development of 61 single family residential lots. After a brief discussion, Cathy Martin's motion and Robert Hinson's second was to recommend that the City Council approve the Preliminary Plat of the Heatherwilde Addition, with the following prevailing vote: Ayes: Cook, Martin, Meyer, Atchley, Hinson, Young and Oliver. Nayes: None 7. The Grapevine Population Forecast through the year 2000 Next for the Commission to consider and make a recommendation to the City Council was the Grapevine Population Forecast. The Comprehensive Master Plan 1985 Update provides population forecasts through year 2005. However, these forecasts indicate a population that deviates from the City's actual population. The Department of Community Development is proposing new population forecasts which will update the Master Plan and provide the basis for utility plans and capital investment planning. After discussion, Cathy Martin's motion and Ery Meyer's second, was for the recommendation to be tabled until further information can be gathered. The following vote prevailed: Ayes: Cook, Martin, Meyer, Atchley, Hinson, Young and Oliver. Nayes: None P&Z Minutes March 19, 1991 Page 6 8. Approval • the Minutes • February 19, 1991, Planning & Motion by Larry Atchley, and seconded by Ery Meyer, the minutes of the February 19, 1991 Planning and Zoning Commission Meeting were approved as amended. Curtis Young abstained. The prevailing vote was as follows: Ayes: Cook, Martin, Meyer, Atchley, Hinson, & Oliver. Nayes: None Abstain: Young • UA k 4L 151 Ima u 0 W City Staff briefly discussed the National Planning Conference, scheduled for March 23, 1991, in New Orleans. A May tri-annual workshop was discussed and Commissioners expressed'a desire to continue receiving Board of Zoning Adjustment packets. ADJOURNMENT With no further business Vice Chairman Larry Oliver made a motion to adjourn the meeting at 9:00 P.M.; and a second was offered from Ery Meyer.
