CITY OF GRAPEVINE
The Planning and Zoning Commission Tri-Annual Workshop Meeting of
the City of Grapevine, Texas, met Tuesday Evening, May 14, 1991, at
6:50 p.m., in the City Council Chambers, Room #205, 307 West Dallas
Road, Grapevine, Texas, with the following members present to wit:

After dinner, Chairman, Ron Cook called the meeting to order at
7:00 p.m., and offered the Invocation.
OLD BUSINESS, THE POPULATION FORECAST
This item was tabled from the March 16, 1991 meeting. Planner, Ray
Collins presented a slide presentation to the members for
discussion of the assumptions and methodology used to obtain the
population figures for the City of Grapevine Population Forecast.
Ms. Collins also discussed why the figures are necessary for the
future planning of Grapevine.
After discussion, it was decided that Staff present the Population
Forecast to the City Council and Planning and Zoning Commission at
its next regular meeting to be held June 18, 1991.
NEW BUSINESS
Section 42.G.7. - Section 53.J.2 SUPPLEMENTARY DISTRICT
REGULATIONS RELATIVE TO ACHIEVING CONSISTENCY WITH SECTION 53.J.2,
LANDSCAPING IN THE VISIBILITY TRIANGLE
Building Official, Greg Wheeler informed the members of the
interpretation problems caused by the contradiction of Section
42.G.7, and Section 53.J.2. in reviewing subdivision fence permits.
After presentation by Mr. Wheeler and discussion by the members,
Tommy Hardy, Director of Community Development asked that Staff
have authorization to submit to the City Council, that Section 53
remain the same and that Section 42 be amended to reflect the
requirements of Section 53, which would require the length from the
intersection to be 20 feet.
A motion from Cathy Martin and a second from Curtis Young
recommended that the City Council approve the proposed amendments,
with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Meyer, Hinson, and Young
Nays: None
Section 24, CN, NEIGHBORHOOD COMMERCIAL DISTRICT TO PROPOSE SIZE
LIMITATION FOR STRIP CENTERS AND MAXIMUM FLOOR AREA OF BUILDING.
Planner, Marcy Ratcliff advised the members of possible future
problems in CN, Neighborhood Commercial Districts because of the
current size limitation and gross floor area now permitted and
asked that the members recommend to the City Council the following
revisions to Section 24. C-N Neighborhood Commercial District
Regulations:
24.A.1. PERMITTED USES: No individual retail store, office or
Personal service establishment and similar uses shall have a floor
area open to the public, including display, service and sales,
greater than ninety five hundred (9500) square feet. The hours of
operation shall be limited to 7:00 A.M. to 10:00 P.M. except as
provided in Section 24.C.10.
24.C.10. CONDITIONAL USES: Any individual retail store, office or
personal service establishment and similar uses with a floor area
open to the public, including display, service and sales, greater
than ninety-five hundred (9500) square feet.
24.D.1. LIMITATION USES: No individual retail store, office or
personal service establishment and similar uses shall have a floor
area open to the public, including display, service and sales,
greater than ninety-five hundred (9500) square feet. The hours of
operation shall be limited to 7:00 A.M. to 10:00 P.M. except as
provided in Section 24.C.10.
After discussion by members and staff a motion by Cathy Martin and
second by Ery Meyer to recommend the City Council approve the
revisions, with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Meyer, Hinson
Nays: Young
APPROVAL OF MINUTES OF APRIL 19. 1991
Motion by Ery Meyer, second by Curtis Young to approve the April
19, 1991 minutes as amended.
Ayes: Cook, Oliver, Martin, Meyer, Hinson, and Young
Nays: None
BRIEFING ON THE STATUS OF THE HISTORIC PRESERVATION ORDINANCE BY
P.W. MCCALLUM, DIRECTOR OF CONVENTION AND VISITORS BUREAU:
Director of Convention and Visitors Bureau, Mr. P.W. McCallum
introduced Mr. Jess Daniels of Grapevine and Mr. Ron Emerich,
Consultant.
Mr. Daniels and Mr. Emerich stated that they have had several
meetings with Grapevine business people and consultants in order to
gain opinions and find out what needs to be done and how the
Ordinance should be addressed. He discussed the possible incentives
that a private individual or business would have under the
ordinance. Mr. Emerich spoke of the goals the Council looks for in
towns to be a certified local government. The program gives
Grapevine the opportunity to be certified through the National Park
Service. A member of the Planning and Zoning Commission will be
appointed to serve. A historic zoning overlay district may be
established to preserve landmarks and areas of exemplary historical
significance
P.W. McCallum added that preservation has a strong positive
influence on an area. He noted that the architecture in Grapevine
in unique to North Texas, depicting the 19th Century and early 20th
Century.
MISCELLANEOUS DISCUSSION AND REPORTS:
Director of Community Development, Tommy Hardy noted that P & Z
member Mr. Robert Hinson has resigned and this is his last meeting;
The members were invited to attend a Refresher Course for Planning
and zoning Commission Members to be held June 3, 1991; The Staff
has completed a new Developer's Guide, which was given out along
with a list of the new developments in Grapevine. The new zoning
maps are in the process of being made and will be given out when
finished.
ADJOURNMENT:
With no further business for the Commission to consider, a motion
by Larry Oliver and second by Curtis Young was to adjourn the
meeting at 9:20 P.M., with the prevailing vote as follows:
Ayes: Cook, Oliver, Martin, Meyer, Hinson and Young
Nays: None
