Director • Ccmmfnit�, Developmnt I Was J wpj The Planning and Zoning Carmission of the City of Grapevine, Texas, met in their Third Quarterly Workshop Session on this the 12th day of September, 1989, at 7:00 PM in the Conference Room, Annex A, adjacent to the City Council Chambers/ Municipal Court Room, #205, in lieu of Conference Room #204, 307 West Dallas Road, with the following Commission members present, to wit: Larry Oliver Vice Chairman Larry Atchley Member Cathy Martin Member Ervin Meyer Member Robert Hinson Member constituting a quorum, with Chairman Ron Cook and Commissioner John Price absent; and with the following City Staff, to wit: H.T.(Tommy)Hardy Community Development Director Adrienne Leonard Assistant City Attorney Marcy Ratcliff Planner Joy Carroll Planning/Administrative Aide COX$) 114-0) Vice Chairman Larry Oliver called the third quarterly workshop session to order at 7:00 PM. NEW BUSINESS First, the Planning and Zoning Commission was to discuss the National Arbor Day Foundation Programs for Tree Preservation recently integrated in conjunction with Grapevine's existing programs and ordinances. Vice Chairman Larry Oliver introduced the item; and Marcy Ratcliff, Planner, discussed the pamphlet hand-out recently purchased by the Community Development Department available at the Building Inspection Counter to supplement City programs for preserving trees during all phases of development. The first Tree City USA Bulletins available were "Resolving Tree -Sidewalk Conflicts" and "How To Save Trees During Construction." Joe Moore, Assistant Director of Parks and Recreation, briefed the Commissioners on individual "tree" situations around town. Mr. H.T. (Ton -my) Hardy advised that recently transplanting trees was being implemented as an alternative to totally destroying trees removed because of construction. Mr. Moore further advised that one item not covered by the brochures available to the public and developers was a herbacidel barrier recently developed to direct tree root growth downward rather than "spread -out," which will alleviate much construction caused root damage. No formal action was necessary on the item, following Camissioners questions and a brief discussion. BED AND BREAKFAST FACILITIES Next the Commission was to consider amending Grapevine Zoning Ordinance to provide for bed and breakfast facilities. Mr. Hardy then advised that over the years, a number of inquiries investigating City Policies relative to bed and breakfast facilities had been received. Most often a residential home was involved; however, another potential area in Grapevine would be, for instance, the Central Business District. The ordinance enclosed with the meeting packet from Waxahachie and Granbury and the majority of other cities surveyed, handle the requests with a special permit. Following a brief discussion and questions, Commissioner Larry Atchley made a motion to authorize City Staff to set a public hearing for the Minutes: Planning & Zoning Cortnission September 12, 1989 Page 2 purpose of amending Grapevine Zoning Ordinance 82-73 to allow bed and breakfast facilities. With a second from Commissioner Ery Meyer.. the prevailing vote was as follows: Ayes: Oliver, Martin, Meyer, Atchley and Hinson Nays: None Absent: Cook and Price 16*01-111101fall 111 i � Ji N � 111121 i 111115:11 SITE SPECIFIC LANDSCAPE PLAN Next the Commission was to consider recommending the City Staff set a public hearing to amend the zoning ordinance to allow conceptual rather then site-specific landscape plans. Mr. Hardy discussed several occasions whereby a public hearing had been necessary (Rand Theater and Cousins) when the only site plan amendment necessary was to change a landscape material. To amend Section 48 and 49 to allow similar situations to be handled administratively se appropriate® With no further discussion or deliberation by the Commission, Cathy Martin's motion and Robert Hinson's second was to authorize City Staff to schedule a public hearing to consider amending Section 48 and 49 of Grapevine Zoning Ordinance 82-73 to authorize Staff to allow landscaping material substitutions and eliminate such need for a public hearing for site plan amendments. The prevailing vote was as follows: Ayes: Oliver, Martin, Meyer, Atchley and Hinson Nays: None Absent: Cook and Price Next for the Commission to consider was a possible amendment to reduce the minimum size for parking lot landscape planter islands from 10 X 20 to 10 X 18 feet. Marcy Ratcliff explained that at one time parking space minim= sizo requirements had been 20 X 10 feet; and the size requirement had becomas the reason to require the planter island size. Threre have been a number of developers disputing the practicality of the 10 X 20, as opposed to 9 Following a brief discussion on problems with the landscape island curb extending into drives, a motion from Larry Atchley and second from Ery Meyer was to authorize City Staff to set a public hearing to consider an -ending Grapevine Zoning Ordinance 82-73, Section 53, Landscaping. The prevailing vote was as follows: Ayes: Oliver, Meyer, Martin, Atchley and Hinson Nays: None Absent: Cook and Price lurginialigmian "4�g 11gem '!.gal i I gA SB�_ 31 '�IJI LIGHT INDUSTRIA LF A.4 AND B 4 Next the Planning and Zoning Commission was to consider scheduling a public hearing to amend Section 31, "LI", Light Industrial Zoning District® Mr. Hardy discussed descrepansies between the purpose paragraph which states a desire to limit types of outdoor storage unless screening is provided; and an accessory use listed outrightly allows outdoor storage. Expressing a desire to restrict specific outdoor storage for accessory uses without screening, the general consensus of the Commission was to amend the ordinance to enable consistent interpretations. Minutes: Planning & Zoning Commission September 12, 1989 Page 3 Additionally, Cathy Martin requested clarification relative to an inconsistent garbage storage setback in "LI". Other districts require 50 feet; and Section 31, "LI" denotes 30 feet. With no further discussion, Cathy Martin made a motion to authorize Staff to schedule a public hearing to amend Section 31, "LI", Permitted and Accessory Uses; and Robert Hinson seconded the motion with the following prevailing vote: Ayes: Oliver, Martin, Meyer, Atchley and Hinson Nays: None Absent: Cook and Price 14"W21QUIN, 0 J.. 41 Inemmomal uimgggy Vamwosa-, Next the Planning and Zoning Commission was to consider scheduling a public hearing to define reverse frontage lots. Marcy Ratcliff advised that the American Planning Association definition of reverse frontage lot is "a corner lot with rear or side yard abutting side yard of adjacent lot". There being no discussion, a motion by Robert Hinson and second from Ery Meyer was to schedule a public hearing to consider amending Section 12, Definitions, to add the "reverse frontage lot" definition. The prevailing vote was as follows: Ayes: Oliver, Martin, Meyer, Atchley and Hinson Nays: None Absent: Cook and Price The Commission was next to consider Mr. John Evans' request to schedule a public hearing to amend Grapevine Zoning Ordinance 82-73, Section 25.G. (1) and (2). Marcy Ratcliff outlined Mr. Evans letter requesting consideration be given to allowing outdoor amusements in 110C", Community Commercial and eliminating the minimum lot width and depth requirement; thereby, meting the minimum lot size would dictate the width and depth. It was noted that only "BC", Highway Ccnr-ercial Zoning allows outdoor amusements. It was noted that at least a 200 foot wide lot would be required if two drive cuts were needed for one lot; and drives on separate lots must be at least twenty feet apart. Following further discussion, Cathy Martin made a motion to authorize City Staff to schedule a public hearing to consider amending Section 25, "CC", Community Commercial setting the minimum width and depth as 120 feet for the 30,000 square foot lot and to include outdoor amusements as a conditional use. Larry Atchley seconded the motion which prevailed by the following vote: Ayes: Oliver, Martin, Meyer, Atchley and Hinson Nays: None Absent: Cook and Price USE POLE SIGN WIDTH AND DEPW Next the Commission was to review Staf f ' s presentation relative to existing pole signs front State Highway 114 for a possible amendment to regulate total square footage and eliminate a minimum width and depth. Using a study prepared by Staff, maps with pictures depicting existing pole signs along State Highway 114, Mr. Hardy advised maintaining a Minutes: Planning & Zoning Commission September 12, 1989 Page 4 consistent size for local signs or national logos but reiterated needing a deptb limitation to prohibit the "bucket" type signs. With only a brief deliberation, Larry Atchley made a motion to authorize City Staff to schedule a public hearing to consider amending Section 60, Sign Regulations, to eliminate the maximum width and length of the role signs; and Cathy Martin seconded the motion which prevailed by the following vote: Ayes: Oliver, Martin, Meyer, Atchley and Hinson Nays: None Absent: Cook and Price 1611"Usiumo IMINKMANIM0 The next item for the Commission's consider was the Minutes of the Meeting of August 15, 1989. There being no corrections or additions, Ery Meyer made a motion to iccept the Minutes of August 15, 1989, as published and Ccrmissioner Kobert Hinson seconded the motion which prevailed by the following vote: Ayes: Oliver, Meyer, Martin, Hinson and Atchley Nays: None Absent: cool-, d Marcy Ratcliff" distributed new 1":1,000' zoning maps and a "Staff Comments" sample from a Conditional Use Case to educate Commissioners about the typical processes applicants and Staff must maintain tw prepare a case for public hearing. Then Chuck Giffin representing several area builders discussed recently adopted ordinance amendment relative to "builder's signs". Then Mr. John Tuma of Lead -In Sign Service contributed comments relative to disadvantages in using stickers for the signs.
