IN ACCORDANCE WITH ARTICLE 6252-17, V.A.T.C.S., AS AMENDED BY CHAPTER 227, ACTS • THE 61ST LEGISLATURE, REGULAR SESSION, PLANNING AND ZONING COMMISSION WORKSHOP MEETING AGENDA WAS PREPARED AND POSTED ON THIS THE 21ST DAY • SEPTEMBER AT 5 PM. a ME WW , i MAN k�4mma' - R.—T. ff_=5�) Hardy ff DIRECTOR • COMMUNITY Al ?A Was 1 The Planning and Zoning Commission of the City of Grapevine, Texas, met in a dinner Workshop Session on this the 25th day of September, 1990, at 6:30 PM in the Conference Room #204, 307 West Dallas Road, with the following Commission members present, to wit: Ron Cook Larry Oliver Cathy Martin Ervin Meyer Robert Hinson Michael Palpant Chairman Vice Chairman Member Member Member Member constituting a q ' uorm, with Larry Atchley, absent; and with the following City Staff, to wit: H.T.(Tomy)Hardy Community Development Director Adrienne Leonard Assistant City Attorney Marcy Ratcliff Planner Joy Carroll Planning /Administrative Aide Greg Wheeler Assist-ant Building Official and with City Council Representative, Sharron Spencer CALL TO ORDER Chairman Ron Cook called the session to order at 6:30 PM. INVOCATION Vice Chairman Larry Oliver offered the invocation. DINNER Commissioners enjoyed a dinner before beginning the evenings business. NEW BUSINESS CONSIDERATION OF REZONING A TRACT OF LAND IN NORTHEAST GRAPEVINE BOUNDED BY DOOLEY, M;NER, STARNES, BREWER AND WASHINGTON STREETS TO R-5.0, ZERO LOT LOT, FROM THE PRESENT R-NF-1, MULTI-FAMILY DISTRICT The Planning and Zoning Commission was to discuss the area commonly known as "The Fill" from "R-MF-1" to "R-5.0". Marcy Ratcliff, Planner, advised there had been several Board of Zoning Adjustment cases initiated by property owners of homes in the subject neighborhood because of the non-conformity requiring special exceptions prior to any remodeling or additions contributing to the longevity of existing residences. The Con-mission's consensus was to request City Staff investigate desires or residents of the subject area. Following a brief discussion A. CONSIDER APPROPRIATE ZONING FOR 14+ ACRE TRACT AT SOUTHEAST CORNER OF PARK BLVD., AND STATE HIGHWAY 114 WEST BOUND SERVICE ROAD The Planning and Zoning Ccn►ission was to discuss the most appropriate zoning for the subject tract recently considered as Zoning Application 90-05 and Conditional Use Application 90-11. The City Council had denied the Yandell and Hiller request to rezone "PO", Professional Office to "CC", Community Commercial for a Texaco Convenience Store, Gasoline and Car Wash facility. Planner, Marcy Ratcliff, called for Commission input on this item. Chairman Cook, at the September 18, 1990, Meeting, had requested it be I a I &-fa 01 orgig I "las awagm goc glag j) NMI of AL•• Marcy Ratcliff distributed new 1"-1,0001 zoning maps and a "Staff Comments" sample from a Conditional Use Case to educate Commissioners about the typical processes applicants and Staff must maintain to prepare a case for public hearing. Then Chuck Giffin representing several area builders discussed recently adopted ordinance amendment relative to "builder's signs". Then Mr. John T�xna of Lead-In Sign Service contributed comments relative. to disadvantages in using stickers for the signs.
