The Planning and Zoning Commission of the City of Grapevine, Texas, met
in Regular Joint Public Hearing Session, on this the 18th Day of
September, 1990, at 7:30 PM in Room 205 for the Joint Public Hearing
and in Room 204, 307 West Dallas Road, Grapevine, Texas, for the
Commission's deliberation session with the following Commissioners

Mayor Tate called the meeting to order at 7:30 PM; and Planning and
Zoning Commission Chairman Ron Cook called the Commission's portion of
the meting to order at approximately 8:10 PM.

PUBLIC HEARING ZONING APPLICATION Z90-08, CENTEX REAL ESTATE
The first item for the Ccmmission to consider and make a recommendation
to the City Council was Z90-08, submitted by Centex Real Estate
Corporation.
Planner Marcy Ratcliff. advised Zoning Application Z90-08 had been
submitted by Centex Real Estate Corporation requesting rezoning of
approximately 30.1679 acres of land from "R-MT-2,", Multi-Family
District Regulations to "R-7.5", Single-Family District Regulations.
Ms. Ratcliff reviewed the land use and zoning surrounding the subject
tract, located at the southeast corner of Western Oaks Drive and
Heritage Avenue. The zoning exhibit submitted with the application
depicted 89 lots with a density of 2.95 units per acre. A concept plan
was not required to be submitted.
Ms. Ratcliff then introduced Mr. Jim Mixtacki, representing Centex who
addressed the City Council and Planning and Zoning Conrdssion
requesting consideration for the request. He stated the minimum lot
size would be just under 9,000 square feet, with the average lot size
being 12,000 square feet. Mr. Mixtacki stated that 50% of the lots
would be marketed to other builders within the City for development of
custom luxury hones.
There were no questions from the Planning and Zoning Commission.
Brief Council discussion ensued relative to a definition of "custom
luxury," which Mr. Mixtacki defined as being in the range of $65.00 to
$85.00 per square foot, with the hones ranging in size from 24,000 to
44,000 square feet.

In the CaTmission's deliberation session, a brief discussion related to
the area of the parking lot where bus drivers park their vehicles. It
was noted that the particular lot was not paved; however, it was not a
part of the required parking area.
With Chairman Ron Cook and Vice Chairman Larry Oliver abstaining, Cathy
Martin called for a vote. Robert Hinson's motion and Michael Palpant's
second was to approve Conditional Use CU90-12, and waive the
requirements of Grapevine Comprehensive Zoning Ordinance 82-73, Section
47.E.2 in accordance with Section 47.F, with the prevailing vote as
follows:
Ayes: Martin, Meyer, Hinson and Palpant
Nays: None
Abstain: Cook and Oliver
Absent: Atchley

The next item for the Commission to Consider and make a recommendation
to the City Council was the Preliminary Plat of Western Oaks Estates,
Section II.
Larry Frassinelli, Senior Civil Engineer, advised that Tarfive, Inc.,
applicant, requests approval to develop 30.17 acres earlier recommended
by the Commission to rezone from R-YF-2 to R-7.5. The concept plan
indicates 89 lots, with a cash-in-lieu of open space dedication of
$101,994.00 having been approved by the Open Space Committee. Mr.
Frassinelli further advised that adequate streets would be provided,
with a primary concern for adequate dedication for construction of
Heritage Avenue, and with no additional dedication for Western Oaks
Drive being required. He further indicated that chanellization was
recommended for the creek rather than leaving it in its natural state®
It was noted that a 10-inch water main and a 10- inch sanitary sewer is
available.
With no further discussion, a motion from Cathy Martin and second from
Robert Hinson was to approve the plat request, with the prevailing vote
as follows:
Ayes: Cook, Oliver, Martin, Hinson and Palpant
Nays: None
Abstain: Meyer
Absent: Atchley
PRELIMINARY AND FINAL PLAT OF THE CAPILI ADDITION
Next for the Commission to consider and make a reccmendation to the
City Council was the Preliminary and Final Plats of the Capili Addition.
Mr. Frassinelli advised Dr. Carleo Capili, M.D., wishes to develop for
the purpose of building an office. The .69 acre, one lot subdivision
is located on the south side of Northwest Highway between Northwest
Plaza Addition and Triple M Addition is zoned HC, Highway Comtercial®
In discussion the street system, it was noted that a $10.00 linear foot
feet will be required to construct sidewalks along Northwest Highway as
well as a downstream drainage fee® No new water line extensions are
being required; however, the area is not presently served with sewer.
A lengthy discussion ensued relative to Public Works' recommendation
for the developer to install a grinder pump system and force main to
carry the wastewater to an existing sanitary sewer collection system
located in the Northwest Highway right -of -way adjacent to the Northwest
Plaza Addition. If the system creates an unrealistic financial
hardship, the Director of Public Works may consider authorizing an
approved septic system. Mr. Frassinelli advised that another
alternative is a gravity flow system. Attorney Adrienne Leonard
advised that approval may not be contingent upon a lift station being
provided for the final plat.
