The first item for the Planning and Zoning Commission to consider and make a recommendation to the City Council was the Replat of Lots 7, 8 and portions of Lot 3 and 4, Block 15 into Lot 7R, Original Town of Grapevine. The subject property is located at 131 East Hudgins Street. Senior Civil Engineer Larry Frassinelli advised a replat for Lots 7, 8 and portions of Lot 3 and 4, Block 15, Original Town of Grapevine was in conjunction with rezoning of the subject 1.98 acres (Z90-09) from CN, Neighborhood Commercial District Regulations to LI, Light Industrial District. The zoning case was approved October 16, 1990. The applicant, Mr. Carroll Rcbotham, requested the tract be replatted into Lot 7R, Original Town of Grapevine. Consideration of the replat was tabled at that time. There were none to speak for or against the case and no correspondence was reported. With no further questions from the Council or Ccmission, the public hearing was then closed. In the Planning and Zoning Conroission's deliberation session, Mr. Frassinelli further discussed the fire hydrant, streets, water and sewer systems and advised City Staff recommends approval. With no further discussion, a motion from Cathy Martin and second from Robert Hinson was to recommend the City Council approve the replat as requested, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Meyer, Atchley, Hinson and Palpant Nays: None ZONING APPLICATION Z90-10-MR. LARRY TAYLOR (WESTWOOD SUBDIVISION) Next for the Planning and Zoning Commission to consider and make a reccmTendation to the City Council was Zoning Application Z90-10 submitted by Mr. Larry Taylor for 19.226 acres presently zoned R-TH, Townhouse District Regulations. Marcy Ratcliff, Planner, advised the requested zoning is R-5.0, Zero Lot Line Zoning District Regulations. The subject property is located in the Westwood Subdivision, north of Dove Elementary, east of Marina Del Rey Apartments, and south of Dove Crossing and the Shorewood Addition, west of Hood Lane and the Hood Ridge Addition. It was further noted that a concept plan is required for the Zero Lot Line Zoning District which proposes 99 units with a density of 5.1 units per acre. Mrs. Ratcliff noted the area zoning: North of the tract the existing Shorewood Addition and Dove Crossing is zoned R-MF-1 and Site Plan; south of the tract R-5.0 and R-TH and GU is developed with Dove Meadows, Oak Grove, Marina Del Rey and Dove Elementary School and Dove Park; east of the tract zoned R-MF-2 is P&Z Minutes (11-20-90 Page 3 developed with Marina Del Rey Apartments; and west of the tract, zoned R-7.5, is developed with Hood Ridge Addition. It was further noted that the applicant was requesting variances December 3, 1990. The Board of Zoning Adjustment is scheduled to hear BZA90-31, then if the variances are approved, the City Council may consider the second reading of the ordinance to rezone December 4 or 18, 1990. Then Mr. Doyle Cameron of Duncan, Dickson and Taylor offered to answer any questions and described the request to Members of the City Council and Planning and Zoning Ccmnission. Mr. Cameron assured those present that the trees along Hood Lane would remain. He discussed the entrance to the subdivision, addressed questions relative to the variance requested in conjunction with the development. In response to Mayor Tate's invitation for citizens to speak, Mr. Mark La Croix, 2011 Hood Ridge Court, advised that he was not opposed to the development but questioned drainage plans and advised a sidewalk is needed. A letter from Marion Yeagler was read into the record by Linda Huff, City Secretary. In the Ccmmission's deliberation session, a brief discussion related to sidewalks being provided and trees preserved along Hood Lane. It was noted that the large trees are in the Hood Lane right-of-way. Then Cathy Martin's motion and Robert Hinson's second was to reccmmmd the City Council approve the request, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Meyer, Atchley, Hinson and Palpant Nays: None ZONING APPLICATION Z90-11-JOE L. WRIGHT The next item for the Commission to consider to make a recommendation to the City Council was Zoning Application Z90-11 submitted Mr. Joe L. Wright. Marcy Ratcliff advised the 9.009 acres presently zoned R-20 is located east of Roberts Road, south of the Meadows Addition, west of Minters Chapel United Methodist Church, and north of the Grapevine/Colleyvi Ile Independent School District's new elementary school. The requested zoning is R-7.5, Single Family District. Ms. Ratcliff further advised no concept plan is required. The adjacent tract to the north is P-20 and R-7.5, Single Family, developed with the Meadows Addition, Westover Addition and several single-family residences. To the south is R-20 and Governmental Use zoning developed with single family residences and the Grapevine-Colleyville ISD elementary school. Ms. Ratcliff then introduced Mr. Martin Schelling, Wright Development, who requested favorable consideration for the request. fie also advised P&Z Minutes (11-20-90 Page 4 Wright Development's plans are to purchase additional property to the south for the purpose of rezoning to R-7.5 as well. A brief discussion related to interior streets and walkway access to the school. Cathy Strothez, Meadow Drive, Grapevine expressed approval of the zoning but concern that four underground springs would contribute to a drainage problem for the southeasternmost lots of the Meadows addition. There were no other citizens wishing to speak and no correspondence to report. In the Commission's deliberation session following a brief discussion, relative to R-12.5 zoning and the applicant's contingency to purchase additional property, CaTmission Robert Hinson's motion and Commissioner Atchley's second was to recommend the City Council approve the request, with the prevailing vote as follows: Ayes: Cook, Oliver, Hinson, Atchley and Palpant Nays: Martin and Meyer Next for the Planning and Zoning Commission to consider and make a recommendation to the City Council was Zoning Application Z90-12 submitted by Mr. Don Herzog. Marcy Ratcliff advised that the 12.966 acre, presently zoned R-MF-2, Multi-Familv is located south of Hughes Road, east of Hollyberry Trail and west of the Shadow Glen II-B Addition. The requested zoning is Ra-7.5, Single Family and the applicant had submitted a letter to table the case because of the tract's incomplete financial contract. A motion from Commissioner Cathy Martin and second from Robert Hinson was to recommend the City Council allow the case to be tabled, with the following prevailing vote: Ayes: Cook, Oliver, Martin, Meyer, Atchley, Hinson and Palpant Nays: None �* Mtgllz�#��Crl Next for the Commission to consider and make a recommendation to the City Council was Zoning Application Z90-13 submitted by Mr. Joe Lipscomb. Marcy Ratcliff advised the request was R-7.5, Single Family zoning for an 11.264 acre tract zoned PO, Professional Office and a 5.092 acre tract zoned R-TH. The 11.265 acre tract is located south of Timberline Drive between the Timberbrpok Addition on the east and Timberline South Addition on the west. The 5.092 acre tract is located north of the Pearl Tree Apartments.. Marcy Ratcliff, Planner, advised the Parkwood Addition and Town Park Addition, both zoned R-7.5, exists to the north; to the south R-20, P&Z Minutes (11-20-90 Page 5 Single Familv zoning exists; to the east R-MF-2, Multi- Family zoning developed with Pearl Tree Apartments and the CC, Communitv commercial zoning developed with the GTE Switching Office, and west of the tract is zoned R-7.5, Single Family developed with Timberline South Addition, and a small undeveloped portion of Oak Creek Estates. It was further advised that no zoning exhibit had been submitted. Mr. Joe Lipscomb of 210 West College, advised he was representing Mr. Tarry Lightner, the creek is a natural buffer and the present owner has no current plans for the lot lay out. Following a brief Council /Planning and Zoning Commission discussion, with no guests to speak and no correspondence to report, the public hearing was then closed. In the Commission's deliberation session, with no discussion, a motion from Cathy Martin and second from Robert Hinson was to recommend the City Council approve the application as requested, with the following prevailing vote: Aves: Cook, Oliver, Martin, Meyer, Atchley, Hinson and Palpant Nays: None CONDITIONAL USE APPLICATION CU90-13 - HANSOM HANK'S The next item for the Planning and Zoning Commission to consider and make a recommendation to the City Council was CU90-13, submitted by Hansom Hank's Convenience Store. Marcy Ratcliff advised the request was for an additional 20 foot pole sign for the 30,524 square foot tract located at the southwest corner of Hall-Johnson Road and William D. Tate Avenue (2101 Hall Johnson Road). Two signs would be allowed because of the double street frontage. The approved site plan is for the sale, storage and off-premise consumption of alcoholic beverages (beer only) in conjunction with a convenience store, gasoline -sales and a waiver to specific requirements of Section 47.E.2 in accordance with 47.F of Comprehensive Zoning ordinance 82-73. Ms. Patclif f advised the area to the north and south of the tract was zoned CC, Community Commercial and was vacant and undeveloped; to the east is PCD, Planned Commerce Development, CC, Community Commercial and R-7.5, Single Family, some vacant undeveloped, Wm. D. Tate Avenue and the developing Sayebrook and Glade Crossing IV Subdivisions; and west is CC, Community Commercial and R-MF-2, Multi-Family, vacant undeveloped and the La Petite Academy. Mrs. Ratcliff then introduced Mr. Bob Cahill who explained the need for an additional sign. There was discussion by the Commission and Council to investigate possible alternatives to another sign and questions relative to tree replacement. Because no guests wished to speak and there were no letters or petitions to report, the public hearing was then closed. P&Z Minutes (11-20-90 Page 6 In the Commission's deliberation session, a lengthy discussion ensued relative to the Commission's preference for a monument sign as opposed to a pole sign. Greg Wheeler, Building Official, noted that two pole signs could have been approved automatically because of the double street frontage if the tract were not subject to the Conditional Use. With no further discussion, Chairman Cook then called for a motion. Commissioner Robert Hinson's motion and Larry Atchlev's second was to reconriend the City Council approve the request, with the prevailing vote as follows: Ayes: Cook, Oliver, Mever, Hinson and Atchley Nays: Martin and Palpant Then, Commissioner Hinson offered an amendment to the motion to add waiving the application requirements of Grapevine Comprehensive Zoning Ordinance 82-73, Section 47.E.2 in accordance with Section 47.F. It was seconded by Ery Meyer, with the prevailing vote as follows: Ayes: Cook, Oliver, Mever, Hinson and Atchley Nays: Martin and Palpant A Next for the Commission to consider and make a recommendation to the City Council was Conditional Use Application CU90-14 submitted by Mr. Danny J. Tosh Architects for Chevron USA. In the public hearing Marcy Ratcliff advised the request was for 2040 Northwest Highway presently zoned CC, Conmmitv Commercial with an approved site plan for a Planned Commercial Center designation, off-premise consumption of alcoholic beverages (beer only) on Lot 4, and a 40 foot pole sign at the corner of Wall Street and State Highwav 114 Frontage Road. The requested conditional use would amend the approved plan by requesting the sale, storage and off-premise consumption of alcoholic beverages (beer only) on Lot 4 and a 40 foot pole sign on Lot 5 for a 14.1 acre center; and requesting a waiver from the Site Plan Review application requirements of Section 47.E.2 in accordance with Section 47.F. A slide presentation indicated PO, Professional Office and R-7.5 and R-20, Single Family zoning to the north developed with Grapevine Shopping Center, Medical Offices and Single Family Homes; to the south PO and R-3.5, Duplex zoned property is not developed; to the east exists the PO zoned Lakeview office Plaza and undeveloped R-7.5 property; and to the west HC zoned undeveloped and developed with Lone Star Gas and Rainbow Lighting. Those present were then advised that a 5 foot parking ' r lot perimeter buffer landscape variance was being requested on the eastern property line. The site plan also indicates a 75 foot drive separation, with 120 feet being required. Ms. Patcliff introduced Mr. Chuck Bradley, representing Chevron, USA, who then fielded Council and Con-mission questions relative to the variance, the need for two drives and vehicular circulation within the tract. P&Z Minutes (11-20-90 Page 7 There were no comments from the audience or letters, or petitions to report; and the public hearing was then closed. In the Commission's deliberation session a lengthy discussion ensued. The resulting consensus of the Commission was to require one drive to be located 188.5 feet from the curb at Northwest Highwav, which would be 22 feet south of the existing northernmost drive and to relocate the parking from the western side of the tract to the front along Northwest Highway. There was a lengthy discussion also relative to the proposed pole sign. Then a motion from Larry Atchley and second from Michael Palpant was to table the request to allow the applicant to Pliminate one drive entrance on Park Boulevard and locate the one drive 188.5 feet from the curb at Northwest Highway, with the prevailing vote as follow: Ayes: Cook, Oliver, Martin, Meyer, Atchlev and Palpant Nays: None Abstain: Hinson PRELIMINARY PLAT OF HIDDEN LAKE ESTATES Next for the Con-mission to consider and make a recommendation to the City Council was the Preliminary Plat of Hidden Lake Estates. Larry Frassinelli, Senior Civil Engineer, advised the Commission and guests that the 36.94 acre tract located on the east side of Silvercrest Lane south of Silvercrest Addition was zoned R-7.5, Single Family Residential and 118 lots were proposed. Following brief discussion relative to drainage, Mr. Don Herzog discussed the plat noting that the preliminary plat approval six months prior had expired. With no further discussion, a motion from Cathy Martin and second from Ery Meyer was to recommend the City Council approve the plat, with the prevailing vote as follows: Ayes: Cook, Oliver, Martin, Meyer, Atchley, Hinson and Palpant Nays: None 11111 JIM- 111, A 60160041ANZI Next for the Commission to consider and make a recommendation to the City Council was the Preliminary Plat of Westover Addition. The subject 13.30 acre tract zoned R-7.5, Single Family is located on the south side of Hall Johnson Road, east of the Meadows Addition and west of Heritage Avenue-, Mr. Frassinelli advised. Commissioners discussed the extension of Valleywood Drive and possible sidewalk access to the school tract. Director of Public Works Jerry Hodcre discussed possible side-walk additions to Hall Johnson Road. Then Vice Chairman Larry Oliver's motion and Cathy Martin's second was to recommend the City council approve the plat contingent that the P&Z Minutes (11-20-90 Page 8 final plat provides a pedestrian access to Heritage, with the prevailing vote as follows: Aves- Cook, Oliver, Martin, Meyer, Atchlev, Hinson and Palpant Nays: None TREE REMOVAL PERMIT TR90-04 - CHEVRON Next for the Commission to consider was a tree removal request from Chevron, USA. Marcy Ratcliff advised the hatched area will be 12 inch fill with significant grade difference from the north property line southward. The discussion related to the pole sign planned, with Commissioners' consensus being to consider replacing it with a ground sign and no tree should be cut to add the sign. There was also discussion relative to the total caliper inches planned to replace trees necessary to remove. The Commission requested the applicant to keep all mature trees not in the fill area, to indicate the location and caliper of trees to be removed and replaced and investigate using a ground sign. With no further discussion a motion from Vice Chairman Oliver and second from Cathy Martin was to table the request, with the prevailing vote as follows: Ayes- Cook, Oliver, Martin, Meyer, Atchley, Hinson and Palpant Nays: None ml=S OF THE MEETING OF OCTOBER 16, 1990 Last for the Commission to consider was the minutes of the October 16, 1990, Meeting.
