CALL TO ORDER
Mayor Tate called the meeting to order at 6:40 p.m.
ITEM 1. EXECUTIVE SESSION
Mayor Tate announced the City Council would conduct a closed session regarding
pending or contemplated litigation (relative to Dallas/Fort Worth International Airport
Board's decision relative to proposed Runway 16/34 West) under amendments to
Article 6252-17, Subsection 2(e).
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to the closed session. City Manager Trent Petty
stated there was no action necessary as a result of the closed session relative to
pending or contemplated litigation (relative to Dallas/Fort Worth International Airport
Board's decision relative to proposed Runway 16/34 West) under amendments to
Article 6252-17, Subsection 2(e).
NOTE: City Council continued with the Regular City Council meeting.

Council Member Wilbanks, seconded by Council Member Spencer, offered a motion
to adjourn the meeting at 9:10 p.m. The motion prevailed by the following vote:

Section 13 "R-20" Single -Family District Regulations, Section 14 "R-12.5"
Single -Family District Regulations, Section 15 "R-7.5" Single -Family District
Regulations, Section 16 "R-5.0" Zero Lot Line District Regulations, Section 17
"R-3.5" Two -Family District Regulations, Section 18 "R-3.75" Three and Four -
Family District Regulations, Section 19 "R -MH" Mobile Home District

2. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Conditional Use Application CU92-25 submitted by Mr. Will
Wickman requesting a waiver to specific requirements of Section 47E.2
pursuant to Section 47F of Ordinance No. 82-73, as amended, and requesting
a conditional use permit for the possession, storage, retail sale and on -premise
consumption of alcoholic beverages (beer, wine, and mixed beverages) in
conjunction with the operation of a restaurant to be located at 651 South Main
Street. The .23 acre tract is zoned "CBD" Central Business District.
3. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Conditional Use Application CU93-01 and the replat of Lot 1 R, Block
37, Original Town of Grapevine. The applications were submitted by First
Baptist Church requesting a waiver to specific requirements of Section 47E.2
pursuant to Section 47F of Ordinance No. 82-73, as amended, and requesting
a conditional use permit for an amendment to a site plan approved by
Ordinance No. 89-45 to reduce the lot area and removal of one building. The
replat is for construction of a parking lot. The subject 1.035 acre property,
zoned "R-7.5" Single -Family District Regulations, is located at 311 Smith
Street.
4. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Zoning Application Z92-10 submitted by Hall -Johnson Partners, Ltd.
and Zoning Application Z93-01 submitted by Baja Development Corporation.
Zoning Application Z92-10 requests rezoning of 26.54 acres (2400
Hall -Johnson Road) from "CN" Neighborhood Commercial District Regulations,
"CC" Community Commercial District Regulations and "R -MF -2" Multi -Family
District Regulations to "R-7.5" Single -Family District Regulations and requests
rezoning of 1.173 acres from "CC" Community Commercial District Regulations
to "PO" Professional Office District Regulations. Zoning Application Z93-01
requests rezoning of 11.78 acres (2401 Western Oaks Drive) from "CC"
Community Commercial District Regulations to "R -MF -2" Multi -Family District
Regulations and 30.91 acres from "CC" Community Commercial District
Regulations and "R -MF -2" Multi -Family District Regulations to "R-7.5" Single -
Family District Regulations.
5. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Zoning Application Z93-03 and the replat of Lot 1 R, Block 1 R of
Glade Crossing IV. The applications were submitted by Grapevine/Colleyville
Independent School District requesting rezoning of 13.687 acres located at 801
Hall -Johnson Road from "R-7.5" Single -Family District Regulations to "GU"
Governmental Use District and requesting replatting of the lot for the
construction of an elementary school.
6. City Council and Planning & Zoning Commission to conduct a public hearing
relative to Zoning Application Z93-04 submitted by 114 & Main Partners L.P.
requesting rezoning of 70.5413 acres located at 801 State Highway 114 West
from "PID" Planned Industrial Development District to "CC" Community
Commercial District Regulations.
7. City Council and Planning & Zoning Commission to conduct a public hearing
relative to the application submitted by Mr. Ronnie English for the replat of Lot
12, Block 4 of the W. C. Lucas Addition. The property, zoned "R-7.5" Single -
Family District Regulations, is located at the northeast corner of Lucas Drive
and Hilltop Drive.

CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon
as one business item. Any member of the City Council or member of the audience
may request that an item be withdrawn from the consent agenda and placed before
the City Council for full discussion. Approval of the consent agenda authorizes the
City Manager, or his designee, to implement each item in accordance with Staff
recommendations.
10. Consider an ordinance amending the Grapevine Code of Ordinances, Chapter 7
Buildings and Construction by the addition of Article XII Radio and Television
Antennas for the regulation of communication equipment for height, location
and construction. Ad Hoc Committee on Radio and Television Antennas and
Community Development Director recommend approval.
11. Consider an agreement with TxDOT in the amount of $22,000.00 for traffic
signal modifications at the intersection of State Highway 26 and State Highway
114, authorize payment to Sig -Op Systems, Inc. in the amount of $4,062.00
for a 24 foot and 36 foot signal mast arm which will no longer be used at this
intersection. Public Works Director recommends approval.
12. Consider an ordinance amending the Grapevine Code of Ordinances, Chapter
16 Parks and Recreation relative to the addition of Grapevine High School
student to serve as an ex -officio Parks and Recreation Board member. Parks
and Recreation Board and Parks and Recreation Director recommend approval.
13. Consider renewal of Bid 92-337 Pager Contract to the lowest and best bidder
meeting specifications, PacTel Paging, for paging services throughout the City.
Finance Director recommends approval.
14. Consider renewal of Bid 92-360 Coffee Service Contract to the lowest and best
bidder meeting specifications, Coffee Express, Inc., for contract pricing for all
City offices. Finance Director recommends approval.
15. Consider award of Bid 93-434 Signage Supply Contract to the lowest and best
bidders meeting specifications: 3M; Allied Tube Corporation; Carsonite
International Corporation; Centerline Supply, Inc.; Hall Signs, Inc.; Highway
Signs, & Paint, Inc.; Mid -Ohio Markings and Traffic Signs, Inc.; Roadrunner
Traffic Supply, Inc.; Signs & Blanks, Inc.; and Vulcan Signs to establish
contract pricing. Public Works Director recommends approval.
16. Consider award of Bid 93-431 Irrigation Supply Contract to the lowest and best
bidder meeting specifications: Benbrook Irrigation; Goldthwaite's of Texas;
Longhorn, Inc.; Metro Irrigation Supply Co.; and Wickham Supply to establish
contract pricing.
17. Consider approval of the minutes of the April 6, 1993 City Council meetings
as published. City Secretary recommends approval.

Community Development Director H. T. Hardy advised the proposed amendments to
Comprehensive Zoning Ordinance No. 82-73, as amended, would provide for the
regulation of accessory communication equipment in the following residential zoning
districts: Section 13 "R-20" Single -Family District Regulations, Section 14 "R-12.5"
Single -Family District Regulations, Section 15 "R-7.5" Single -Family District
Regulations, Section 16 "R-5.0" Zero Lot Line District Regulations, Section 17 "R-3.5"
Two -Family District Regulations, Section 18 "R-3.75" Three -and -Four Family District
Regulations, Section 19 "R -MH" Mobile Home District Regulations, Section 20 "R-TH"
Townhouse District Regulations, Section 21 "R -MF -1" Multi -Family District
Regulations, Section 22 "R -MF -2" Multi -Family District Regulations, and Section 22A
"R-MODH" Modular Home District Regulations. He reported the proposed
amendments are the results of the Ad Hoc Committee for Radio and Television
Antennae's work on drafting new language to create a new Article XII to Chapter 7
of the Grapevine Code of Ordinances to regulate the height, location and construction
standards for communication equipment, i.e. ham radios.
There were no questions from the City Council or the Planning & Zoning Commission.
Mayor Tate invited guests present to comment regarding the proposed amendments.
No one wished to speak and there was no correspondence to report.
Commissioner Stamos, seconded by Commissioner Young, offered a motion to close
the public hearing. The motion prevailed by the following vote:

MR. WILL WICKMAN
Mayor Tate declared the public hearing open.
Community Development Director H. T. Hardy advised Conditional Use Application
CU92-25 had been submitted by Mr. Will Wickman requesting a waiver to specific
requirements of Section 47E.2 pursuant to Section 47F of Ordinance No. 82-73, as
amended, and requesting a conditional use permit for the possession, storage, retail
sale and on -premise consumption of alcoholic beverages (beer, wine, and mixed
beverages) in conjunction with the operation of a restaurant to be located at 651
South Main Street. The site plan of the 10,080 square foot property, zoned "CBD"
Central Business District, depicts a 1,186 square foot restaurant that provides
maximum seating for 36, provides parking for 12 cars, and landscaping in accordance

Community Development Director H. T. Hardy advised Conditional Use Application
CU93-01 and an application for the replat of the Original Town of Grapevine, Lot 1 R,
Block 37 had been submitted by the First Baptist Church. The subject 1.035 acre
property is located at 311 Smith Street. Mr. Hardy advised the conditional use
application requests a waiver to specific requirements of Section 47E.2 pursuant to
Section 47F of Ordinance No. 82-73, as amended and requests a conditional use
permit for an amendment to a site plan approved by Ordinance No. 89-45 to reduce
the size of the use allowing a non-profit institution to occupy a residence in an "R-
7.5" Single -Family District. The replat would combine Lots 1 and 2, Block 37 of the
Original Town of Grapevine into one (1) lot for the purpose of constructing a parking
lot for the Church.
Mr. Joe Lipscomb, on behalf of the First Baptist Church, addressed the City Council
and Planning & Zoning Commission requesting favorable consideration of the
conditional use and replat applications.
City Council and Planning & Zoning Commission comments centered around
preservation of the historic areas of the City, preservation of trees and what type of
buffers were planned between the proposed parking lot and the adjacent residences.
Mr. Lipscomb stated the Church would construct a screening fence, or the appropriate
landscaping, between the lot and any homes. Also, he commented that if no
individual would take the historically significant Koonce House and restore it, the
Church would consider restoring the house.

Ms. Jenny Jones, 603 East Worth, spoke against the applications stating that the City
Council should preserve "old" Grapevine and its charm.
Convention & Visitors Bureau Director P. W. McCallum addressed the City Council and
Planning & Zoning Commission as Chairman of the Heritage Foundation. He stated
he was not opposed to the applications, but requested there be given sufficient
thought and consideration to the proposed project, as there are properties in "old"
Grapevine that were the center of social activity at the turn of the century and have
a valuable heritage for the community.

application requests rezoning of 13.687 acres located at 801 Hall -Johnson Road from

Hardy advised that a concept plan is not required and that the purpose of the replat
is for the construction of an elementary school.
Mr. James Lancaster, representing the Grapevine/Colleyville Independent School

also noted that the school would be located on the southern portion of the site.
City Manager Trent Petty advised that the appropriate City Staff (Police, Fire, Public

As a property owner within 200 feet of the subject tract, we PROTEST
and have the following comments.
Please have this letter read into the record at the zoning hearing on April
20, 1993.
We are definitely opposed to the re -zoning and to the use of this tract
and construction of a school by the Grapevine/Colleyville ISD. We are
in fact, opposed to any use of this property other than single-family
residential use and construction.
While I have been a resident of the northeast Tarrant County area for
around 40 years, we have lived in Grapevine and in our present

residence for less than 2 years. In making our decision to locate in
Grapevine we looked for an interior, relatively secluded location with
easy freeway access. We thought we had found such a location until
this school situation came up. If we had wanted to live anywhere near
a school, we could have chosen to build our new home in such
proximity.
We chose to locate our new home in a wooded area that was
aesthetically and environmentally pleasant. While we would welcome
other residential construction, if a school is built on the property
proposed, the view from our kitchen will be unpleasant at best. Our
constant view from our main living areas will be of concrete, blacktop
and the scarred landscape associated with current contemporary -
industrial educational facilities.
Environmentally we also are concerned that this is the wrong location for
a school. If this property is used for residential construction, 50 families
will result in 80-100 cars traversing our neighborhood each morning and
afternoon. A school will result in many times that number daily, creating
unneeded traffic, noise and air pollution. The loss of trees in order to
build the building and parking lots alone will change the environmental
condition of the neighborhood.
Just to the west of the proposed school property, a high capacity, high
voltage electrical transmission path exists. The media has reported that
there is uncertainty what long-term health effects may exist when
children are exposed to high-voltage electrical transmission lines.
would think that the Grapevine/Colleyville ISD and the City of Grapevine
would want to minimize any exposure to high-voltage electrical
transmission lines and would want to locate any school away from high
voltage electrical lines.
In closing, we are sure there are other valid reasons why this school
should not be built. In our opinion, the need for this school has been
created as a result of poor planning. The Grapevine/Colleyville ISD did
such a poor job of siting the Heritage Elementary and Middle Schools
that parental protests over busing and traffic congestion has caused
them to look for another solution. This solution as proposed will cost
the taxpayers of this area many more dollars than necessary and might
have been avoided had proper prior planning occurred in the past.

CONDITIONAL USE APPLICATION CU92-25, MR. WILL WICKMAN
Community Development Director H. T. Hardy advised the Commission voted 7-0 to
approve Conditional Use Application CU92-25 filed by Mr. Will Wickman granting a
waiver to specific requirements of Section 47E.2 pursuant to Section 47F of
Ordinance No. 82-73, as amended, and granting a conditional use permit for the
possession, storage, retail sale and on -premise consumption of alcoholic beverages
(beer, wine, and mixed beverages) in conjunction with the operation of a restaurant
to be located at 651 South Main Street.
Council Member Wilbanks, seconded by Council Member Pittman, offered a motion
to accept the Commission's recommendation to approve the ordinance granting the
waiver and the conditional use. The motion prevailed by the following vote:

ITEM 20. PLANNING & ZONING COMMISSION RECOMMENDATION
CONDITIONAL USE APPLICATION CU93-01, FIRST BAPTIST CHURCH
Community Development Director H. T. Hardy advised the Commission voted 7-0 to
deny Conditional Use Application CU93-01 filed by the First Baptist Church requesting
a waiver to specific requirements of Section 47E.2 pursuant to Section 47F of
Ordinance No. 82-73, as amended, and an requesting a conditional use permit for an
amendment to a site plan approved by Ordinance No. 89-45 to reduce the lot area and
removal of one building for a parking lot. The Commission expressed concern over
parking in residential areas, the effect the parking lot would have on the historical
atmosphere of the area and questioned whether commercial lots were available in the
area.
Council discussed tabling the item to allow time for review of vacant/commercial lots
for the parking area in order to best accommodate the Church and the adjacent
residences.
Mayor Pro Tem Ware, seconded by Council Member Pittman, offered a motion to table
the application. The motion prevailed by the following vote:

ITEM 21. PLANNING & ZONING COMMISSION RECOMMENDATION
REPLAT, ORIGINAL TOWN OF GRAPEVINE, LOT 1 R, BLOCK 37
Community Development Director H. T. Hardy advised the Commission recommended
denial of the replat application submitted by the First Baptist Church for the replat of
Lot 1 R, Block 37 of the Original Town of Grapevine. This item was submitted with
Conditional Use Application CU93-01.
Discussion ensued relative to the "30 day rule" for plats to be acted upon. City
Attorney John F. Boyle, Jr. advised that the first 30 day count ends with the Planning
& Zoning Commission recommendation and than a second 30 day count begins with

the City Council deliberation.
Council Member Spencer, seconded by Council Member Pittman, offered a motion to
table the item to the May 18, 1993 City Council meeting. The motion prevailed by

Johnson Road from "R-7.5" Single -Family District Regulations to "GU" Governmental
Use District for the construction of an elementary school.
