ITEM 1 . JOINT WORKSHOP, WILLIAM D. TATE AVENUE/STATE HIGHWAY 121
j CORRIDOR STUDY
Community Development Director H. T. Hardy reviewed the current Land Use Map 2 3
that was adopted in February, 1987 relative to the William D. Tate Avenue/State
Highway 121 Corridor Study. He stated the Planning & Zoning Commission has been
studying the corridor since December, 1992 by hoiding a mobile workshop as well as
a public hearing and worl<shops to meet with citizens in the affected area.
During review of the proposed land use map, Mr. Hardy stated that the area west of '
State Highway 121 between Hughes Road and Hall-Johnson Road had been changed
from residential high density to commercial use and the area above Western Oaks had
been changed to governmental use. It was noted that approximately 39% of the '
housing units in the City are multi-family and that the change from multi-family to
commercial use was for economic reasons. It was also reported that owners of
wineries were lool<ing at purchasing land along the corridor and that the wineries
would serve as an excellent buffer between the freeway and residential districts.
Staff was directed to explore the agriculture exemption for wineries and its effect on
taxes, and whether the City Council and Planning & Zoning Commission should
consider a special zoning classification for wineries.
Discussion ensued relative to an urban development plan and the possible impact it '
would have on pole signs, landscaping, highway right-of-way, etc. Mayor Tate stated
the City's land use map is reviewed on a regular basis as development occurs to
assure that land is available for a compatibility of uses. y
It was the consensus of the City Council and the Planning & Zoning Commission that
the proposed Land Use Map 2 be placed on the next Joint City Council and Planning r
& Zoning Commission agenda for a public hearing and consideration for adoption as ;
presented.
There was no formal action tal<en by the City Council or the Planning & Zoning
Commission.

RECESS AND RECONVENE
Mayor Tate announced the Planning &Zoning Commission had completed their portion
of the worlcshop and the City Council would continue with published business.
