Staff recommends the Site Plan Review Committee consider the proposed change to
conditional use request CU18-19 (Ord. 2018-64) approved at the August 21, 2018
meeting to amend the previously approved site plan for a planned commercial center
developed as an office complex along with a convenience store with gasoline sales, off -
premise beer and wine sales, outside dining, and a car wash, specifically to reduce
building separation between two single story office structures, and take any other action
necessary.
Conditional use request CU18-19 was considered and approved at an August 21, 2018
public hearing and allowed for the creation of a planned commercial center on an 11.3-
acre tract of land at the northeast corner of East Northwest Highway and Boyd Drive.
Within the planned commercial center, a 3.3-acre portion located at the northwest
corner of East Northwest Highway and Ruth Wall Road is to be developed as a
convenience store with gasoline sales, off -premise beer and wine sales, outside dining
and a car wash; the remaining eight acres with frontage along Boyd Drive and East
Northwest Highway will be developed as a multi -phased office complex.
With this request the applicant proposes a reduction in the building separation between
two structures located at the northwest corner of the site (805 and 809 East Northwest
Highway). Previously approved at a separation of 40 feet, the applicant proposes a
reduction of 14 feet, resulting in a building separation of 26 feet when constructed. The
reduction is necessary to accommodate square footage for the structure addressed at
805 East Northwest Highway for a software company that intents to purchase both
structures. The zoning ordinance allows as part of the planned commercial center
designation a reduction in building separation below the 40-foot requirement and this
reduction creates no conflict with building code requirements. The increase in square
footage for the new structure is negligible (an increase of ten square feet from 4,952 to
4,962 s.f.). Originally, parking for these two structures was calculated for medical office
uses at a ratio of one space per 150 s.f. of building area —the proposed change has no
impact on parking.

Asyou know, we are currently constructing two buildings on the Grapevine Station -North tract
along Northwest Highway. One building (8U9)isalong the backside ofthe property nnLot 2R
and the other ixunthe front ofthe property. Lot 2Risthe long narrow lot that touches Boyd
Street. This is the condominium lot which will have 4 office buildings on it, when completed.
The reason |amcontacting you is that we have asoftware company who wants to purchase the
existing building at009 EastN.W.H (along the back of the property) and also wants
"sister" building that looks just like the existing 80Bbuilding, tubebuilt immediately bzthe west
(next to Boyd Street) that would have the address of805 East W.W.Hwy. Originally, our site
plan called for a shorter building (with traditional style architecture) to be built at that location,
but these buyers want the more contemporary architecture building with the same square
footage as the 809 building.

The property immediately behind these buildings isaparking lot used by Gaylord Texan. The
nearest residential is multi -family to the northwest and is over 250 ft to the nearest building.
The nearest single family home appears to be approximately 620 feet to the south across
Northwest Highway.

The Site Plan Review Committee of the City of Grapevine, Texas met in Session, on
this the 5t" day of February 2020, in the Planning and Zoning Conference Room, 200

NEW BUSINESS
CONDITIONAL USE APPLICATION CU19-39 — PARK PLACE MERCEDES BENZ
First for the Committee to consider was conditional use application CU19-39 submitted
by Shade Structures Inc. for property located at 1300 Texan Trail and platted as Lot 1 R,
Block 1, Park Place Mercedes. The applicant was requesting a conditional use permit
to amend the previously approved site plan of CU13-15 (Ord. 2013-33) to establish a
planned commercial center, specifically to allow for the addition of shade structures.
After a brief discussion, Chris Coy moved to approve conditional use application CU19-
39. Scott Williams seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Coy and Williams
Nays: None
CONDITIONAL USE APPLICATION CU19-40 — GRAPEVINE PORCHE
Next for the Committee to consider was conditional use application CU19-40 submitted
by Shade Structures Inc. for property located at 1280 Texan Trail and platted as Lot 2R,
Block 1, Park Place Mercedes. The applicant was requesting a conditional use permit

to amend the previously approved site plan of CU16-14 (Ord. 2016-33) to establish a
planned commercial center, specifically to allow for the addition of shade structures.
After a brief discussion, Chris Coy moved to approve conditional use application CU19-
40. Scott Williams seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Coy and Williams

SPECIAL USE APPLICATION SU20-01 — 121 COMMUNITY CHURCH
Next for the Committee to consider was special use application SU20-01 submitted by
Ridinger Associates for property located at 2701 Ira E Woods Avenue and platted as
1280 Texan Trail and proposed to be platted as Lot 1 R, Block 1, Philippians. The
applicant was requesting a conditional use permit to amend the previously approved
site plan of SU15-02 (Ord. 2015-021) for a planned commercial center to allow for a church
in a non-residential district, specifically to allow the additions of 0.757 acres to the subject
site.
After a brief discussion, Larry Oliver moved to approve special use application SU20-01.
Chris Coy seconded the motion, which prevailed by the following vote:
Ayes: Oliver, Coy and Williams
Nays: None
CONSIDERATION OF MINUTES
Next for the Committee to consider were the Site Plan Review Committee minutes of
January 8, 2020 minutes.
Chris Coy moved to approve the Site Plan Review Committee minutes of January 8,
2020 with the deletion of a duplicate sentence. Scott Williams seconded the motion,
which prevailed by the following vote:
Ayes: Oliver, Coy and Williams
Nays: None
